THE MESSAGE READ THROUGH KIM JONG UN’S VISIT TO PANMUNJOM
The world media widely reported on the inspection of Panmunjom
by Kim Jong Un, supreme
leader of the Democratic People’s Republic of Korea and supreme
commander of the Korean
People’s Army, in March, 2012, drawing special attention of the
international community.
His visit carries something meaningful.
First of all, through his recent visit he demonstrated his
determination to win sure victory in
the fight against those who are trying to infringe upon his
country’s dignity and sovereignty
without the slightest compromises or concessions.
Panmunjom is a historical symbol of showdown between the DPRK
and the USA. This is the
very place where the two countries signed an armistice agreement
on the Korean war
(1950-1953) and where an incident occurred in August 1976,
driving the Korean peninsula to the
brink of war once again.
Kim Jong Un paid a visit to this historic Panmunjom and
presented the KPA guards with a
pair of binoculars, an automatic rifle and a machine gun as
gifts.
Specially noteworthy is that his visit coincided with the
DPRK-targeted nuclear preemptive
war rehearsals Key Resolve and Foal Eagle jointly conducted by
the US and south Korea being
under way.
Through his visit to Panmunjom Kim Jong Un showed his firm
resolve never to tolerate any
military provocations by hostile forces. He declared that if a
fight breaks out in the future, the
Korean army and people would force the enemies to kneel down and
sign the surrender
documents, not truce pact in the Korean war.
Next, Kim Jong Un’s inspection of Panmunjom displayed his strong
will to achieve the
country’s reunification without fail.
If he wanted merely to show his intention of taking a hardline
approach to the provocations by
the US and its vassal forces, his inspection of other military
units would suffice for that purpose.
Prior to his inspection of Panmunjom, he visited a KPA unit
which had turned the Yonphyong
Island into a sea of flames in return for the provocation by the
south Korean army in November
2010, and the KPA Strategic Rocket Command which is symbolic of
the inexhaustible strength
of the KPA.
In Panmunjom stands a monument bearing the signature and the
date President Kim Il Sung,
founder of socialist Korea, wrote on a document concerning
national reunification in the last
period of his life. Panmunjom was also visited in November 1996
and several other times by
Kim Jong Il who opened bright prospects for national
reunification by having published the
historic June 15 North-South Joint Declaration in 2000 and the
October 4 Declaration in 2007.
Therefore, it is closely associated with the painstaking efforts
and exploits of the Korean leaders
for national reunification.
From this point Kim Jong Un’s visit to Panmunjom reflects his
firm determination to reunify
the country without fail, true to the lifetime intentions of Kim
Il Sung and Kim Jong Il. It is also
evidenced by his taking photos in front of the monument with the
accompanying officials and the
KPA service personnel standing guard over Panmunjom.
What strikes everyone with admiration is his courage of
extraordinary calibre. He visited
Panmunjom which is only a hailing distance from enemy posts, at
broad daytime at that, and,
made the rounds of many places for hours, before taking photos.
The sensational news about his tour of Panmunjom was followed by
another news that
Kim Jong Un saw a concert “Women Are Flowers” by the Unhasu Orchestra
in celebration of
International Women’s Day (March 8). Among the audience were
couples of senior Party,
government and military officials, women scientists, lecturers
and researchers, women workers
of labour feats in Pyongyang as well as foreign diplomats in the
DPRK and their wives. He
enjoyed the performance, very calm and composed, despite the
tension running high in south
Korea and around the Korean peninsula because the
state-of-the-art US warplanes were hovering
overhead, war vessels at sea and tanks on the ground were
setting off guns. It is his message to
the world that he would be far from being surprised at any
attempt by the US and its allied forces
to bring the situation to the brink of war, wielding nuclear
weapons, and that he takes the
initiative in handling the situation on the Korean peninsula.
Nobody dares attack Korea under the leadership of Kim Jong Un,
and it is sure that he will
achieve the country’s reunification.
IMMORTAL EXPLOITS IN SONGUN-BASED REVOLUTIONARY LEADERSHIP
Kim Jong Il’s Songun leadership built up the country
as a military power.
It was a century ago that Korea was reduced to the
Japanese imperialist colony (1905-1945)
for its weak military strength. It must be this grim
lesson of history that impelled him to launch
political activities with guidance over the Korean
People’s Army.
Kim Jong Il paid primary attention to the
thoroughgoing politico-ideological preparedness of
the service personnel in his Songun-based
leadership. The principal factor in the victory in a war
is not the latest military hardware but the soldier
masses that handle them--this was his steadfast
viewpoint. He ensured that the political organs in
the army enhanced their role to intensify
ideological education of the service personnel and
set forth militant slogans for them. He saw to
it that they emulated the examples of the
anti-Japanese revolutionary fighters who fought for
national liberation, battle heroes of the Fatherland
Liberation War (1950-1953) and those who
sacrificed themselves for the country and people.
Whenever he inspected the army units he
showed deep concern to newspapers, magazines and
books the soldiers read.
Kim Jong Il put emphasis on strengthening military
capabilities of the People’s Army. He
ensured that all the service personnel trained hard
to be physically strong, well-versed in their
weapons and possess excellent marksmanship. He
taught them original strategies and tactics
while inspecting their military drills. He exerted
great efforts into developing self-reliant defence
industry capable of manufacturing any
state-of-the-art military equipment as it wished.
From the mid-1990s Kim Jong Il held higher the
banner of Songun and redoubled his effort to
strengthening military capabilities. The US-led
imperialist allied forces went to the extreme of
anti-DPRK manoeuvres, taking advantage of the
collapse of socialist countries. To cope with
them, he made energetic inspection tours of the army
units for military buildup. He inspected
over 5 200 units of the ministry of armed forces
from the day of the start of his Songun-based
revolutionary leadership until the last days of his
life, and among them the units he visited from
1995 to December 2011 numbered 2 492.
Under his wise leadership the Korean People’s Army
has developed into an invincible army
fully prepared for both defence and attack and also
possessed of a powerful nuclear deterrent.
Kim Jong Il turned Korea into a political and
ideological power of the single-hearted unity by
dint of his Songun-based revolutionary leadership.
He put forward the People’s Army as a pillar, main
force, of the socialist cause.
He ensured that the entire people modelled after the
revolutionary soldier spirit displayed by
the service personnel of the People’s Army.
Accordingly the identity of the army and the people
in ideology, viewpoint and fighting spirit reached a
higher level and so much consolidated was
the traditional single-minded unity of the Korean
community.
Kim Jong Il made all of the people further cherish
their confidence in socialism through
consistent enforcement of such socialist policies as
free education and medical treatment, though
the country was undergoing severe economic
difficulties due to the economic blockade of the
imperialist allied forces in the closing years of
last century. Living up to the motto “The people
are my God” throughout his life, he worked heart and
soul for improving the people’s standard
of living. Human history has not yet recorded a
people’s leader but him, who passed away on the
road of field guidance for the well-being of his
people. His Songun-based revolutionary
leadership made it possible for the army and people
in Korea to achieve their single-hearted
unity around the Party.
Kim Jong Il ushered in a new era of prosperity of
building a thriving nation by his
Songun-based revolutionary leadership.
In August 1998 Korea launched its first earth
satellite Kwangmyongsong 1 which was made
entirely by their own efforts and technology. It was
a clear signal that Korea set about building a
prosperous and powerful nation.
It was his ideal to establish a thriving socialist
country with strong national power in which,
everything prospers and its people live happily with
nothing to envy in the world. For its
materialization he set forth a line of economic
construction in the Songun era that priority is
given to the development of defence industry while
simultaneously developing light industry and
agriculture.
The line brought about eye-opening economic
development in Korea. An iron-making system
without using coking coal and scrap iron was
established and the magnesite industry made
Juche-based. The machine-building industry broke
through the cutting edge and mass-produced
CNC machine tools. The modernized fibre and
fertilizer industries fed with domestic fuel and
raw materials are greatly paying off. Radical
progress is also made in light industry and
agriculture. Gene engineering, bioengineering,
information technology, nano technology and
other cutting-edge technologies are making brisk
headway. Farms of sturgeon, salmon, eel and
terrapin mushroomed in all parts of the country.
All other sectors including education, public health
and physical culture and sports underwent
marked developments, while the cities and villages
being turned into socialist fairylands for the
people to live in splendor.
Kim Jong Il’s Songun-based revolutionary leadership
is now being carried forward by
supreme leader Kim Jong Un.
KIM JONG UN VISITS KUMSUSAN PALACE OF SUN
Supreme Commander of the Korean People's Army Marshal Kim Jong Un,
first secretary of the Workers' Party of Korea and first chairman of the
National Defence Commission of the DPRK, on March 31 visited the Kumsusan
Palace of the Sun together with members of the Political Bureau of the WPK
Central Committee and members of the Party Central Military Commission prior to
the plenary meeting of the WPK Central Committee and paid tribute to the great
Generalissimos Kim Il Sung and Kim Jong Il.
Present there were Kim Yong Nam, Choe Yong
Rim, Choe Ryong Hae, Jang Song Thaek, Hyon Yong Chol, Kim Kyong Hui, Kim Kyok
Sik, Kim Ki Nam, Choe Thae Bok, Pak To Chun, Yang Hyong Sop, Kim Yong Chun, Ri
Yong Mu, Kang Sok Ju, Hyon Chol Hae, Kim Won Hong, Kim Jong Gak, Ri Myong Su,
Kim Yang Gon, Kim Yong Il, Kim Phyong Hae, Kwak Pom Gi, Mun Kyong Dok, Ro Tu

REPORT ON PLENARY MEETING OF WPK CENTRAL COMMITTEE
The historic March, 2013 plenary meeting of the Central Committee of the
Workers' Party of Korea took place at the building of the WPK Central
Committee, supreme staff of the Korean revolution, on March 31.
First Secretary of the WPK Kim Jong Un guided the meeting.
Present at the meeting were members and alternate members of the WPK
Central Committee and members of the Central Auditing Commission of the WPK.
Present there as observers were senior officials of ministries, national
institutions, provincial, city and county committees of the WPK, complexes,
major munitions factories and enterprises.
The participants paid silent tribute to President Kim Il Sung and leader
Kim Jong Il.
Taken up for discussion at the meeting were the following agenda items
"1. On tasks of our Party on bringing about a decisive turn in
accomplishing revolutionary cause of Juche as required by the present situation
and the developing revolution", "2. On personnel affairs issue to be
submitted to the 7th Session of the 12th Supreme People's Assembly" and
"3. On organizational matter".
Kim Jong Un made a report and concluding speech on the first agenda item.
The plenary meeting set forth a new strategic line on carrying out
economic construction and building nuclear armed forces simultaneously under
the prevailing situation and to meet the legitimate requirement of the
developing revolution.
This line is a brilliant succession and development onto a new higher
stage of the original line of simultaneously developing economy and national defence
that was set forth and had been fully embodied by the great Generalissimos.
It was stressed at the meeting that the party's new line is not a
temporary countermeasure for coping with the rapidly changing situation but a
strategic line to be always held fast to, in the supreme interests of the
Korean revolution.
The nuclear weapons of Songun Korea are not goods for getting U.S. dollars
and they are neither a political bargaining chip nor a thing for economic
dealings to be presented to the place of dialogue or be put on the table of
negotiations aimed at forcing the DPRK to disarm itself.
The DPRK's nuclear armed forces represent the nation's life which can
never be abandoned as long as the imperialists and nuclear threats exist on
earth. They are a treasure of a reunified country which can never be traded
with billions of dollars.
Only when the nuclear shield for self-defence is held fast, will it be
possible to shatter the U.S. imperialists' ambition for annexing the Korean
Peninsula by force and making the Korean people modern slaves, firmly defend
our ideology, social system and all other socialist treasures won at the cost
of blood and safeguard the nation's right to existence and its time-honored
history and brilliant culture.
When the party's new line is thoroughly carried out, the DPRK will emerge
as a great political, military and socialist economic power and a
highly-civilized country which steers the era of independence.
The meeting set forth tasks for carrying out the new line and ways for doing
so.
All the officials, party members and other people should wage bold
offensive and all-people decisive battle with faith in sure victory and strong
determination and thus make the flame of miracle and innovation sweep all
fields of national economy.
The pilot fields of the national economy, the basic industrial fields
should be drastically developed and production be increased to the maximum.
Forces should be directed to agriculture and light industry, key fields in
building an economic power to improve and put on a stable basis the people's
living standard at the earliest possible date.
The self-reliant nuclear power industry should be developed and the work
for developing light water reactor be dynamically promoted to actively
contribute to easing the strain on the electricity problem of the country.
Spurs should be given to the development of space science and technology
and more advanced satellites including communications satellites be developed
and launched.
The country's economy should be shifted into knowledge-based economy and
the foreign trade be made multilateral and diversified and investment be widely
introduced.
The economic guidance shall be fundamentally improved as required by the
new situation and Korean-style advantageous economic management methods be
completed by embodying the Juche idea.
The DPRK's possession of nukes should be fixed by law and the nuclear
armed forces should be expanded and beefed up qualitatively and quantitatively
until the denuclearization of the world is realized.
The People's Army should perfect the war method and operation in the
direction of raising the pivotal role of the nuclear armed forces in all
aspects concerning the war deterrence and the war strategy, and the nuclear
armed forces should always round off the combat posture.
As a responsible nuclear weapons state, the DPRK will make positive
efforts to prevent the nuclear proliferation, ensure peace and security in Asia
and the rest of the world and realize the denuclearization of the world.
Institutions in charge of security and safeguard, judicial and prosecution
and people's security and the Korean People's Internal Security Forces should
resolutely foil the vicious moves of the imperialist reactionaries and class
enemies, devotedly defend the party, social system and people and surely
guarantee the new line of the party with arms and by law.
The party and working people's organizations and power bodies should
increase their militant function and role in every way in the struggle for
implementing the party's line.
The meeting entrusted the Presidium of the SPA and the Cabinet with the
matters of taking legal, administrative and technical measures for implementing
the tasks.
At the meeting a decision on the first agenda item "On carrying out
economic construction and building nuclear armed forces simultaneously and thus
bringing earlier the final victory in the cause of building a thriving
socialist nation" was adopted with unanimous approval.
The second agenda item, personal affairs issue to be submitted to the 7th
Session of the 12th SPA, was discussed and decided at the meeting.
The meeting also dealt with an organizational matter, its third agenda
item.
Members of the Presidium of the Political Bureau of the WPK Central
Committee, members and alternate members of the Political Bureau were recalled
and new ones were elected to fill vacancies.
Pak Pong Ju was elected to fill a vacancy of a member of the Political
Bureau of the WPK Central Committee.
Hyon Yong Chol, Kim Kyok Sik and Choe Pu Il were elected to fill vacancies
of alternate members of the Political Bureau of the WPK Central Committee.
Members and alternate members of the WPK Central Committee were recalled
and new ones were elected to fill vacancies.
Upon authorization of Kim Jong Un, Paek Kye Ryong was appointed as
director of the Light Industrial Department of the WPK Central Committee and
Yun U Chol as editor-in-chief of Rodong Sinmun, organ of the WPK Central
Committee.
Members of the Central Auditing Commission of the WPK were also recalled
and new ones were elected to fill vacancies.
SEVENTH SESSION OF 12TH SPA OF DPRK HELD
Pyongyang, April 1 (KCNA) -- The Seventh
Session of the 12th Supreme People's Assembly (SPA) of the DPRK took place at
the Mansudae Assembly Hall Monday.
Kim Jong Un, first secretary of the
Workers' Party of Korea, first chairman of the National Defence Commission of
the DPRK and supreme commander of the Korean People's Army, was present at the
session.
Present there were deputies to the SPA.
Also present there as observers were
officials of party, armed forces and power bodies, public organizations,
ministries and national institutions and those in the fields of science,
education, literature and art, public health and media.
All the participants observed a moment's
silence in memory of President Kim Il Sung and leader Kim Jong Il in humblest reverence.

The session discussed the first and second
agenda items.
Deputy Kim Yong Nam, president of the
Presidium of the DPRK SPA, made a report on amendment and supplement to some
contents of the Socialist Constitution of the DPRK and on adopting the law on
the Kumsusan Palace of the Sun.
Then followed speeches on the first and
second agenda items.
Deputy Kim Ki Nam, secretary of the WPK
Central Committee, spoke on behalf of the WPK, Deputy Choe Ryong Hae, director
of the General Political Bureau of the KPA, on behalf of the KPA and Deputy Jon
Yong Nam, chairman of the C.C., the Kim Il Sung Socialist Youth League, on
behalf of the youth.
The speakers fully supported and approved
of deliberation and adoption of the draft amendment and supplement to the
Socialist Constitution of the DPRK and the law on the Kumsusan Palace of the
Sun at the current SPA session reflecting the unanimous feelings of all party
members, service personnel and youth across the country.
The ordinances of the SPA of the DPRK
"On Amending and Supplementing Some Contents of the Socialist Constitution
of the DPRK" and "On Adopting the DPRK Law on the Kumsusan Palace of
the Sun" were adopted at the session with the approval of all deputies.
The session discussed the third, fourth and
fifth agenda items.
The ordinances of the SPA of the DPRK
"On Consolidating the Position of Nuclear Weapons State for
Self-Defence" and "On Adopting the DPRK Law on Developing Space"
and the decision of the SPA of the DPRK "On Setting Up the DPRK State
Space Development Bureau" were adopted at the session with the approval of
all deputies.
Deputy Choe Yong Rim, premier of the
Cabinet, made a report on the sixth agenda item.
Deputy Choe Kwang Jin, minister of Finance,
made a report on the seventh agenda item.
Then followed speeches on the sixth and
seventh agenda items. Written speeches were presented at the session.
The speakers noted that the Cabinet work
and the fulfillment of the state budget for last year were correctly reviewed
and summed up, clear tasks of the Cabinet were set forth to meet the
requirements of the general offensive to open an epochal phase in building an
economic power at the final stage of the all-out action against the U.S. and
the state budget was correctly shaped. They expressed full support and approval
of them.
They expressed their determination to
reenergize the overall economy of the country, step up the grand advance for
improving the standard of people's living to make loud shouts of hurrah for the
Workers' Party and socialism heard this year marking the 65th anniversary of
the DPRK and the 60th anniversary of the victory in the Fatherland Liberation
War, true to the historic New Year Address of Kim Jong Un and the decision of
the March, 2013 plenary meeting of the WPK Central Committee.
The decision of the SPA of the DPRK
"On Approval of the Report on the Work of the DPRK Cabinet and the Review
of the Fulfillment of the State Budget for Juche 101 (2012)" and the
ordinance of the SPA of the DPRK "On the DPRK's State Budget for Juche 102
(2013)" were adopted at the session with the approval of all deputies.
THE SESSION DISCUSSED THE ORGANIZATIONAL
MATTER.
At
the session Deputy Choe Yong Rim was recalled from the post of premier of the
DPRK Cabinet and Deputy Pak Pong Ju was elected premier of the DPRK Cabinet at
the proposal of the WPK Central Committee.
Choe Yong Rim was elected honorary
vice-president of the Presidium of the DPRK SPA.
Deputies Kim Jong Gak and Ri Myong Su were
recalled from the posts of member of the DPRK National Defence Commission (NDC)
due to the transfer to other jobs.
Deputies Kim Kyok Sik and Choe Pu Il were
elected members of the DPRK NDC to fill vacancies at the proposal of the WPK
Central Committee and the WPK Central Military Commission.
Deputy Thae Hyong Chol was recalled from
the post of secretary general of the Presidium of the DPRK SPA and Deputy Hong
Son Ok was elected secretary general of the Presidium of the DPRK SPA.
Some members of the Cabinet were relieved
of their posts and appointed at the session.

Law on Consolidating
Position of Nuclear Weapons State Adopted
Pyongyang, April 1 (KCNA) -- A law on
consolidating the position of nuclear weapons state for self-defence was
adopted in the DPRK.
An ordinance of the Supreme People's
Assembly of the DPRK in this regard was promulgated on Monday.
The ordinance said as follows:
The DPRK is a full-fledged nuclear weapons
state capable of beating back any aggressor troops at one strike, firmly
defending the socialist system and providing a sure guarantee for the happy
life of the people.
Having an independent and just nuclear
force, the DPRK put an end to the distress-torn history in which it was subject
to outside forces' aggression and interference and could emerge a socialist
power of Juche which no one dares provoke.
The Supreme People's Assembly of the DPRK
decides to consolidate the position of the nuclear weapons state as follows:
The nuclear weapons of the DPRK are just
means for defence as it was compelled to have access to them to cope with the
ever-escalating hostile policy of the U.S. and nuclear threat.
They serve the purpose of deterring and
repelling the aggression and attack of the enemy against the DPRK and dealing
deadly retaliatory blows at the strongholds of aggression until the world is
denuclearized.
The DPRK shall take practical steps to
bolster up the nuclear deterrence and nuclear retaliatory strike power both in
quality and quantity to cope with the gravity of the escalating danger of the
hostile forces' aggression and attack.
The nuclear weapons of the DPRK can be used
only by a final order of the Supreme Commander of the Korean People's Army to
repel invasion or attack from a hostile nuclear weapons state and make
retaliatory strikes.
The DPRK shall neither use nukes against
the non-nuclear states nor threaten them with those weapons unless they join a
hostile nuclear weapons state in its invasion and attack on the DPRK.
The DPRK shall strictly observe the rules
on safekeeping and management of nukes and ensuring the stability of nuclear
tests.
The DPRK shall establish a mechanism and
order for their safekeeping and management so that nukes and their technology,
weapon-grade nuclear substance may not leak out illegally.
The DPRK shall cooperate in the
international efforts for nuclear non-proliferation and safe management of
nuclear substance on the principle of mutual respect and equality, depending on
the improvement of relations with hostile nuclear weapons states.
The DPRK shall strive hard to defuse the
danger of a nuclear war and finally build a world without nukes and fully
support the international efforts for nuclear disarmament against nuclear arms
race.
The related institutions shall take
thorough practical steps for implementing this ordinance. -0-

REPORT
ON PLENARY MEETING OF WPK CENTRAL COMMITTEE
The historic
March, 2013 plenary meeting of the Central Committee of the Workers' Party of
Korea took place at the building of the WPK Central Committee, supreme staff of
the Korean revolution, on March 31.
First
Secretary of the WPK Kim Jong Un guided the meeting.
Present at
the meeting were members and alternate members of the WPK Central Committee and
members of the Central Auditing Commission of the WPK.
Present there
as observers were senior officials of ministries, national institutions,
provincial, city and county committees of the WPK, complexes, major munitions
factories and enterprises.
The participants
paid silent tribute to President Kim Il Sung and leader Kim Jong Il.
Taken up for
discussion at the meeting were the following agenda items "1. On tasks of
our Party on bringing about a decisive turn in accomplishing revolutionary
cause of Juche as required by the present situation and the developing
revolution", "2. On personnel affairs issue to be submitted to the
7th Session of the 12th Supreme People's Assembly" and "3. On
organizational matter".
Kim Jong Un
made a report and concluding speech on the first agenda item.
The plenary
meeting set forth a new strategic line on carrying out economic construction
and building nuclear armed forces simultaneously under the prevailing situation
and to meet the legitimate requirement of the developing revolution.
This line is
a brilliant succession and development onto a new higher stage of the original
line of simultaneously developing economy and national defence that was set
forth and had been fully embodied by the great Generalissimos.
It was
stressed at the meeting that the party's new line is not a temporary
countermeasure for coping with the rapidly changing situation but a strategic
line to be always held fast to, in the supreme interests of the Korean
revolution.
The nuclear
weapons of Songun Korea are not goods for getting U.S. dollars and they are
neither a political bargaining chip nor a thing for economic dealings to be
presented to the place of dialogue or be put on the table of negotiations aimed
at forcing the DPRK to disarm itself.
The DPRK's nuclear
armed forces represent the nation's life which can never be abandoned as long
as the imperialists and nuclear threats exist on earth. They are a treasure of
a reunified country which can never be traded with billions of dollars.
Only when the
nuclear shield for self-defence is held fast, will it be possible to shatter
the U.S. imperialists' ambition for annexing the Korean Peninsula by force and
making the Korean people modern slaves, firmly defend our ideology, social
system and all other socialist treasures won at the cost of blood and safeguard
the nation's right to existence and its time-honored history and brilliant
culture.
When the
party's new line is thoroughly carried out, the DPRK will emerge as a great
political, military and socialist economic power and a highly-civilized country
which steers the era of independence.
The meeting
set forth tasks for carrying out the new line and ways for doing so.
All the
officials, party members and other people should wage bold offensive and
all-people decisive battle with faith in sure victory and strong determination
and thus make the flame of miracle and innovation sweep all fields of national
economy.
The pilot
fields of the national economy, the basic industrial fields should be
drastically developed and production be increased to the maximum. Forces should
be directed to agriculture and light industry, key fields in building an
economic power to improve and put on a stable basis the people's living
standard at the earliest possible date.
The
self-reliant nuclear power industry should be developed and the work for
developing light water reactor be dynamically promoted to actively contribute
to easing the strain on the electricity problem of the country.
Spurs should
be given to the development of space science and technology and more advanced
satellites including communications satellites be developed and launched.
The country's
economy should be shifted into knowledge-based economy and the foreign trade be
made multilateral and diversified and investment be widely introduced.
The economic
guidance shall be fundamentally improved as required by the new situation and
Korean-style advantageous economic management methods be completed by embodying
the Juche idea.
The DPRK's
possession of nukes should be fixed by law and the nuclear armed forces should
be expanded and beefed up qualitatively and quantitatively until the
denuclearization of the world is realized.
The People's
Army should perfect the war method and operation in the direction of raising
the pivotal role of the nuclear armed forces in all aspects concerning the war
deterrence and the war strategy, and the nuclear armed forces should always
round off the combat posture.
As a
responsible nuclear weapons state, the DPRK will make positive efforts to
prevent the nuclear proliferation, ensure peace and security in Asia and the
rest of the world and realize the denuclearization of the world.
Institutions
in charge of security and safeguard, judicial and prosecution and people's
security and the Korean People's Internal Security Forces should resolutely
foil the vicious moves of the imperialist reactionaries and class enemies,
devotedly defend the party, social system and people and surely guarantee the
new line of the party with arms and by law.
The party and
working people's organizations and power bodies should increase their militant
function and role in every way in the struggle for implementing the party's line.
The meeting
entrusted the Presidium of the SPA and the Cabinet with the matters of taking
legal, administrative and technical measures for implementing the tasks.
At the
meeting a decision on the first agenda item "On carrying out economic
construction and building nuclear armed forces simultaneously and thus bringing
earlier the final victory in the cause of building a thriving socialist
nation" was adopted with unanimous approval.
The second
agenda item, personal affairs issue to be submitted to the 7th Session of the
12th SPA, was discussed and decided at the meeting.
The meeting
also dealt with an organizational matter, its third agenda item.
Members of
the Presidium of the Political Bureau of the WPK Central Committee, members and
alternate members of the Political Bureau were recalled and new ones were
elected to fill vacancies.
Pak Pong Ju
was elected to fill a vacancy of a member of the Political Bureau of the WPK
Central Committee.
Hyon Yong
Chol, Kim Kyok Sik and Choe Pu Il were elected to fill vacancies of alternate
members of the Political Bureau of the WPK Central Committee.
Members and
alternate members of the WPK Central Committee were recalled and new ones were
elected to fill vacancies.
Upon
authorization of Kim Jong Un, Paek Kye Ryong was appointed as director of the
Light Industrial Department of the WPK Central Committee and Yun U Chol as
editor-in-chief of Rodong Sinmun, organ of the WPK Central Committee.
Members of
the Central Auditing Commission of the WPK were also recalled and new ones were
elected to fill vacancies.
SEVENTH
SESSION OF 12TH SPA OF DPRK HELD
Pyongyang, April 1 (KCNA) -- The Seventh
Session of the 12th Supreme People's Assembly (SPA) of the DPRK took place at
the Mansudae Assembly Hall Monday.
Kim Jong Un, first secretary of the
Workers' Party of Korea, first chairman of the National Defence Commission of
the DPRK and supreme commander of the Korean People's Army, was present at the
session.
Present there were deputies to the SPA.
Also present there as observers were
officials of party, armed forces and power bodies, public organizations,
ministries and national institutions and those in the fields of science,
education, literature and art, public health and media.
All the participants observed a moment's
silence in memory of President Kim Il Sung and leader Kim Jong Il in humblest

The session discussed the first and second

Deputy Kim Yong Nam, president of the
Presidium of the DPRK SPA, made a report on amendment and supplement to some
contents of the Socialist Constitution of the DPRK and on adopting the law on
the Kumsusan Palace of the Sun.
Then followed speeches on the first and
second agenda items.
Deputy Kim Ki Nam, secretary of the WPK
Central Committee, spoke on behalf of the WPK, Deputy Choe Ryong Hae, director
of the General Political Bureau of the KPA, on behalf of the KPA and Deputy Jon
Yong Nam, chairman of the C.C., the Kim Il Sung Socialist Youth League, on
behalf of the youth.
The speakers fully supported and approved
of deliberation and adoption of the draft amendment and supplement to the
Socialist Constitution of the DPRK and the law on the Kumsusan Palace of the
Sun at the current SPA session reflecting the unanimous feelings of all party
members, service personnel and youth across the country.
The ordinances of the SPA of the DPRK
"On Amending and Supplementing Some Contents of the Socialist Constitution
of the DPRK" and "On Adopting the DPRK Law on the Kumsusan Palace of
the Sun" were adopted at the session with the approval of all deputies.
The session discussed the third, fourth and
fifth agenda items.
The ordinances of the SPA of the DPRK
"On Consolidating the Position of Nuclear Weapons State for
Self-Defence" and "On Adopting the DPRK Law on Developing Space"
and the decision of the SPA of the DPRK "On Setting Up the DPRK State
Space Development Bureau" were adopted at the session with the approval of
all deputies.
Deputy Choe Yong Rim, premier of the
Cabinet, made a report on the sixth agenda item.
Deputy Choe Kwang Jin, minister of Finance,
made a report on the seventh agenda item.
Then followed speeches on the sixth and
seventh agenda items. Written speeches were presented at the session.
The speakers noted that the Cabinet work
and the fulfillment of the state budget for last year were correctly reviewed
and summed up, clear tasks of the Cabinet were set forth to meet the
requirements of the general offensive to open an epochal phase in building an
economic power at the final stage of the all-out action against the U.S. and
the state budget was correctly shaped. They expressed full support and approval
of them.
They expressed their determination to
reenergize the overall economy of the country, step up the grand advance for
improving the standard of people's living to make loud shouts of hurrah for the
Workers' Party and socialism heard this year marking the 65th anniversary of
the DPRK and the 60th anniversary of the victory in the Fatherland Liberation
War, true to the historic New Year Address of Kim Jong Un and the decision of
the March, 2013 plenary meeting of the WPK Central Committee.
The decision of the SPA of the DPRK
"On Approval of the Report on the Work of the DPRK Cabinet and the Review
of the Fulfillment of the State Budget for Juche 101 (2012)" and the
ordinance of the SPA of the DPRK "On the DPRK's State Budget for Juche 102
(2013)" were adopted at the session with the approval of all deputies.
The session discussed the organizational
matter.
At the session Deputy Choe Yong Rim was
recalled from the post of premier of the DPRK Cabinet and Deputy Pak Pong Ju
was elected premier of the DPRK Cabinet at the proposal of the WPK Central
Committee.
Choe Yong Rim was elected honorary
vice-president of the Presidium of the DPRK SPA.
Deputies Kim Jong Gak and Ri Myong Su were
recalled from the posts of member of the DPRK National Defence Commission (NDC)
due to the transfer to other jobs.
Deputies Kim Kyok Sik and Choe Pu Il were
elected members of the DPRK NDC to fill vacancies at the proposal of the WPK
Central Committee and the WPK Central Military Commission.
Deputy Thae Hyong Chol was recalled from the
post of secretary general of the Presidium of the DPRK SPA and Deputy Hong Son
Ok was elected secretary general of the Presidium of the DPRK SPA.
Some members of the Cabinet were relieved
of their posts and appointed at the session.

Law on Consolidating
Position of Nuclear Weapons State Adopted
Pyongyang, April 1 (KCNA) -- A law on
consolidating the position of nuclear weapons state for self-defence was
adopted in the DPRK.
An ordinance of the Supreme People's
Assembly of the DPRK in this regard was promulgated on Monday.
The ordinance said as follows:
The DPRK is a full-fledged nuclear weapons
state capable of beating back any aggressor troops at one strike, firmly
defending the socialist system and providing a sure guarantee for the happy
life of the people.
Having an independent and just nuclear
force, the DPRK put an end to the distress-torn history in which it was subject
to outside forces' aggression and interference and could emerge a socialist
power of Juche which no one dares provoke.
The Supreme People's Assembly of the DPRK
decides to consolidate the position of the nuclear weapons state as follows:
The nuclear weapons of the DPRK are just
means for defence as it was compelled to have access to them to cope with the
ever-escalating hostile policy of the U.S. and nuclear threat.
They serve the purpose of deterring and
repelling the aggression and attack of the enemy against the DPRK and dealing
deadly retaliatory blows at the strongholds of aggression until the world is
denuclearized.
The DPRK shall take practical steps to
bolster up the nuclear deterrence and nuclear retaliatory strike power both in
quality and quantity to cope with the gravity of the escalating danger of the
hostile forces' aggression and attack.
The nuclear weapons of the DPRK can be used
only by a final order of the Supreme Commander of the Korean People's Army to
repel invasion or attack from a hostile nuclear weapons state and make
retaliatory strikes.
The DPRK shall neither use nukes against
the non-nuclear states nor threaten them with those weapons unless they join a
hostile nuclear weapons state in its invasion and attack on the DPRK.
The DPRK shall strictly observe the rules
on safekeeping and management of nukes and ensuring the stability of nuclear
tests.
The DPRK shall establish a mechanism and
order for their safekeeping and management so that nukes and their technology,
weapon-grade nuclear substance may not leak out illegally.
The DPRK shall cooperate in the
international efforts for nuclear non-proliferation and safe management of
nuclear substance on the principle of mutual respect and equality, depending on
the improvement of relations with hostile nuclear weapons states.
The DPRK shall strive hard to defuse the
danger of a nuclear war and finally build a world without nukes and fully
support the international efforts for nuclear disarmament against nuclear arms
race.
The related institutions shall take
thorough practical steps for implementing this ordinance. -0-

Kim Jong
Un, supreme leader of the DPRK, is now in the spotlight of the international
community.
Attention Unprecedented in History
“The youngest leader who attracted the
greatest attention in the shortest span of time in history”.this is a comment
on Kim Jong Un by the world mass media.
As soon
as he made his official appearance in the political arena with his election as
vice-chairman of the Central Military Commission of the Workers’ Party of Korea
at its third conference in September 2010, he was catapulted to the worldwide
fame. Amidst a rush of news on it, the CNN put him on the top ten list for

In 2012,
too, the world major media nominated him as a “man noteworthy in the year.” The

million pieces, 230 000 pieces an hour, for ten days after the demise of
Chairman Kim Jong Il of the DPRK National Defence Commission in December last
year. If the news given by the non-English press are added, the figure would be
beyond imagination. This all shows how much the international community is
interested in him.

speech delivered at the military parade held in celebration of the centenary of
the birth of President Kim Il Sung on April 15 evoked great repercussions in
the world press.
“Kim Jong Un made the first public address,”
“Kim Jong Un’s era started in Korea”.under such headlines, about 12 000
publications and broadcasts were involved in a war of news coverage on him,
attracting hundreds of millions of audience.
The mass
media attached big importance to each word and expression of his speech, saying
that it is the first time to hear his live voice. According to The New York
Times the Korean supreme leader’s delivering of vocal address was an
extraordinary event and it was a demonstration of ability of the new Korean

of Qatar, BBC of Britain, ABC of Australia, NHK of Japan and other TV and
broadcasting stations televised the scenes of the Korean soldiers and people
responding with stormy cheers to his appeal “Forward towards final victory!”
The
speech delivered by Kim Jong Un was the political programme of the new
leadership of Korea and a declaration of its grand starting, the world mass
media noted, and emphasized that the future of Korea led by the young leader is
promising.

On the
occasion of the centenary of the birth of President Kim Il Sung he was awarded
prizes, orders, medals and honorary titles and presented with gifts and
congratulatory banners, more than 200 pieces in all.
The
African Peace Foundation awarded Peace Prize and its diploma to Kim Jong Un who
is making a great contribution to defending world peace by dint of Songun
politics.
An
Italian presented him with a gift, a glass craftwork “Photometre,” saying;

March 29 (KCNA) -- The moves of the U.S. imperialists to violate the
sovereignty of the DPRK and encroach upon its supreme interests have entered a
grave phase.
Not content with letting B-52 make sorties over south Korea in succession despite the repeated warnings, they made B-2A stealth strategic bomber and other strategic strike means fly from Whiteman air force base in Missouri State, the U.S. over south Korea on March 28 for the first time in history to commit such dangerous provocation as openly staging a drill for striking ground targets of the DPRK.
This fully proves that the brigandish ambition of the U.S. imperialists for aggression to stand in confrontation with the DPRK has reached an extreme phase defying the meaningful warning made by its revolutionary armed forces in the March 26 statement of the Supreme Command of the Korean People's Army.
In view of the prevailing grim situation, Supreme Commander of the Korean People's Army Marshal Kim Jong Un, first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK, convened an urgent operation meeting on the KPA Strategic Rocket Force's performance of duty for firepower strike at the Supreme Command at 00:30 Friday.
Present there were Hyon Yong Chol, chief of the KPA General Staff, Ri Yong Gil, director of the Operation Bureau, Kim Yong Chol, director of the General Reconnaissance Bureau, and Kim Rak Gyom, commander of the Strategic Rocket Force.
At the meeting he first received a report from General Kim Yong Chol, who is also vice chief of the General Staff of the KPA, on the information about the nature of action of the nuclear strike means of the U.S. imperialist aggressor forces.
After receiving a report from Lieut. General Kim Rak Gyom on the technical conditions of the strategic strike means of the KPA, he made an important decision.
He said he has judged the time has come to settle accounts with the U.S. imperialists in view of the prevailing situation.
If they make a reckless provocation with huge strategic forces, the KPA should mercilessly strike the U.S. mainland, their stronghold, their military bases in the operational theaters in the Pacific, including Hawaii and Guam, and those in south Korea, he said. He declared the revolutionary armed forces of the DPRK would react to the U.S. nuclear blackmail with a merciless nuclear attack, and war of aggression with an all-out war of justice.
He finally signed the plan on technical preparations of strategic rockets of the KPA, ordering them to be standby for fire so that they may strike any time the U.S. mainland, its military bases in the operational theaters in the Pacific, including Hawaii and Guam, and those in south Korea.
He said the enemies are bringing dark clouds of a nuclear war testing the DPRK's self-restraint, adding the DPRK can no longer tolerate this. He ordered the KPA to blow up and reduce everything to ashes at a single strike, if an order is issued.
He said the heroic service personnel of the KPA and all other people, their hearts burning with irrepressible resentment at the reckless war provocation moves of the U.S. imperialists, are now waiting for a final order of the WPK Central Committee, hardening their will to turn out in a do-or-die battle with the enemies.

He said 80-odd year long history of the Korean revolutionary armed forces is associated with the undying revolutionary feats of the great Generalissimos Kim Il Sung and Kim Jong Il who, brought up the KPA to be the strongest in ideology by successfully embodying the Juche-based ideas and theories in the army building and activities.
Thanks to the dear respected Supreme Commander, who regards it as his life-long mission to accomplish the Songun revolutionary cause and the cause of army-building, the cause of building the army of Juche has made dynamic advance to a new, higher stage, the reporter said.

Paektu, convened an urgent operation meeting on the performance of duty of the Strategic Rocket Force of the Korean People's Army for firepower strike and finally examined and ratified a plan for firepower strike.
The important decision made by him is the declaration of a do-or-die battle to provide an epochal occasion for putting an end to the history of the long-standing showdown with the U.S. and opening a new era. It is also a last warning of justice served to the U.S., south Korean puppet group and other anti-reunification hostile forces. The decision reflects the strong will of the army and people of the DPRK to annihilate the enemies.

By taking advantage of the U.S. reckless campaign for a nuclear war against the DPRK, the south Korean puppets vociferated about "preemptive attack" and "strong counteraction" and even "strike at the commanding forces", openly revealing the attempt to destroy monuments symbolic of the dignity of the DPRK's supreme leadership.
This clearly shows that the U.S. brigandish ambition for aggression and the puppets' attempt to invade the DPRK have gone beyond the limit and their threats have entered the reckless phase of an actual war from the phase of threat and blackmail.
