scrupulous arrangements for turning all the Party cells into healthy and viable
ones closely knitted in the bonds of kinship.

make the officials and employees of each unit patriotic socialist workers.

as an important requirement for boosting the fighting efficiency of the Party
and a critical matter linked with the destiny of the socialist cause to break
with formalism and an inclination towards administrative aspects, the worst
anathema to Party work and to wage an intensive struggle against them.
