S. Korean Authorities Urged to Support Proposal for Achieving Reunification by Federal Formula
Pyongyang, October 1 (KCNA) -- The spokesman for the Disarmament and Peace Institute of the DPRK Foreign Ministry Wednesday released the following statement:
We will soon greet the 34th anniversary of the proposal for founding the Democratic Federal Republic of Koryo advanced by President Kim Il Sung, the eternal sun of the Korean nation.
The President clarified the proposal at the historic Sixth Congress of the Workers' Party of Korea on October 10, Juche 69 (1980), indicating the most correct orientation and way for achieving national reunification.
The proposal calls for setting up a reunified national state, keeping the ideologies and social systems that exist between the north and the south as they are, through the establishment of a unified national government, a government under which the north and the south exercise regional autonomy.
Differing ideologies and social systems have existed in the north and the south for nearly seven decades and they preserve their own social systems. Under this situation the proposal for achieving reunification by federal formula is the most realistic one to reunify the country peacefully and fairly in line with the will, wishes and interests of the whole nation.
Leader Kim Jong Il deemed it a sacred national duty to successfully achieve the cause of national reunification true to the behests of the President. With his noblest patriotism he ushered in the June 15 era of reunification and opened a rosy prospect for national reunification.
In the June 15 joint declaration the north and the south recognized that there is commonness in the north-proposed low-level federation and the south-proposed confederation and agreed to work for reunification in this direction.
This is the only agreement on the reunification formula in the long history of national division and it received unanimous support and welcome not only from the Koreans but also from the international community.
The DPRK government has made strenuous efforts to improve the north-south relations and achieve national reunification under the leadership of the respected Marshal Kim Jong Un who is faithfully carrying out the last instructions of Kim Il Sung and Kim Jong Il for national reunification.
But the whole nation's desire and efforts for the reunification of the country are facing a grave challenge of the anti-reunification forces, and big obstacles and difficulties still lie in the way of reunification.
The Korean Peninsula still remains divided not because there is no way of achieving reunification but because of the south Korean authorities' moves for achieving "unification through absorption." They are keen to internationalize the reunification issue, an internal affair, after coming out with varieties of "theories of unification" in a bid to stay in power whenever one "government" is replaced by another in south Korea.
The present south Korean puppet President Park Geun Hye let loose all sorts of sophism such as "confidence-building process on the Korean Peninsula" and "Dresden declaration" while peddling the reunification issue here and there.
She deliberately linked the reunification of Korea with German unification at the UN arena, openly disclosing her ambition for "unification through absorption."
Her behavior of peddling her own "theory of unification," seized by the idea of depending on foreign forces in total negation of the reunification formula on which the north and the south had already agreed is a revelation of disregard of the other party and policy of confrontation and a serious provocation.
The danger of the moves pursued by the south Korean authorities lies in that they not only repeat the confrontational racket kicked up by their predecessors but seek a sinister intention to stoke anti-DPRK atmosphere through "international cooperation" while dreaming of achieving "unification through absorption," a dream which will only escalate the confrontation between fellow countrymen and bring a war to the Korean Peninsula.
If the international community truly hopes for reunification, stability and reunification of the Korean Peninsula, it should clearly understand that the present north-south confrontation precisely means the confrontation of the formulae for reunification and the anachronistic attempt of the south Korean authorities at achieving "unification through absorption" is bound to bring a war, and support the reunification by federal formula agreed upon by the north and the south.
If the south Korean authorities are truly interested in reunification, they should not peddle the issue abroad but clarify their stand on whether they can respond to the national discussion on the issue of reunification by federal and confederal formulae agreed upon by the north and the south, to begin with.
The DPRK will make consistent efforts to foil by the concerted efforts of the nation the reckless confrontational racket being kicked up by the south Korean puppet forces in collusion with outside forces, being indifferent to the interests of the nation, and pave a wide avenue for independent reunification.

CPRK Statement Denounces Park Geun Hye for Resorting to Acts of Sycophantic Treachery
Pyongyang, October 2 (KCNA) -- The Committee for the Peaceful Reunification of Korea (CPRK) issued a statement Thursday on the occasion of the 7th anniversary of the historic October 4 declaration. In the statement the committee denounced the south Korean puppet forces for seriously violating the north-south joint declarations and pushing the north-south ties into the worst catastrophe.
The statement said:
Obsessed by the anachronistic wild ambition for "unification through absorption", the Park Geun Hye group totally denied all the agreements reached between the north and the south and escalated confrontation with the fellow countrymen. Recently it groundlessly took issue with the nuclear program and "human rights issue" in the north at the UN, making a blatant challenge to the dignity and social system in the DPRK and glaringly revealing its despicable confrontational nature.
Acts of defying north-south declarations reflecting the unanimous will of the nation can never be pardoned and they are bound to face the most shameful ruin.
The historic June 15 joint declaration and the October 4 declaration serve as the starting point and a cornerstone for the development of the north-south ties.
The Park regime speaks out in public that it does not deny the north-south declarations but, in fact, it has totally denied and wantonly violated the declarations by peddling confrontational scenarios such as "confidence-building process" and "Dresden declaration".
The implementation of the October 4 declaration will naturally lead to the solution of such issues as "cooperation" and "building of groundwork" much touted by the south Korean authorities.
However, they have persistently denied and turned their faces away from the implementation of the north-south declarations because they have pursued "unification through absorption".
The south Korean authorities should clearly understand that the more desperately they undermine the foundation for the improvement of relations and make a mess of all the achievements made in the June 15 era of reunification and persist in the hotchpotch "north policy", the more clearly they will reveal their true colors as confrontation maniacs.
Park should mind that as the watchwords of "no nukes, opening and 3 000 dollars" put up by traitor Lee Myung Bak was branded as confrontational policy, her hideous "north policy" can also meet a miserable end, being rejected by the nation.
Act of sycophantic treachery encroaching upon the fundamental requirements and interests of the nation will meet stern punishment by the nation.
To move to settle the reunification issue by relying on outsiders is the most shameful act of sycophantic treachery today when the scramble over the Korean peninsula is getting fierce day by day.
Park begged the U.S. to give support so that south Korea can make "preparations for unification", playing the coquette with the U.S. and took the unrealistic issue of "world peace park" even to the UN, asking for help. She is really wretched pro-U.S. stooge and traitor to the nation.
The south Korean authorities are not able to discuss the internal issue of the nation which should be solved with the north unless they get an approval of the U.S. and they can do nothing in the north-south relations without instructions of their master. Such a sycophantic attitude of submitting to the U.S. cannot be found in any other part of the world.
The reckless joint military exercises with the U.S. which offer the Korean peninsula to serve the interests of outsiders must be put to an end at an early date.
An end should also be put to such despicable act of kowtowing to outsiders and soliciting them to escalate confrontation with the north.
The DPRK will deal the heaviest blow to anyone who resorts to heinous hostile act of slandering its dignity and social system.
The puppet group's hostile acts of doing harm to the fellow countrymen and stirring up confrontation have gone beyond the tolerance limit.
The DPRK will never pardon those who dare defame its dignity and social system, no matter who or where they might be, but deal the most merciless sledge-hammer blows to them.
The south Korean authorities should not just pay lip-service to "dialogue" but immediately stop their own anti-DPRK reckless acts first and make the riff-raff stop such hostile acts as doing harm to and slandering the compatriots in the north.

If the south Korean authorities continue taking the road of confrontation to challenge the aspiration of all Koreans for reunification as now, they will never be able to escape a miserable fate like traitor Lee Myung Bak who was cursed and punished by the nation for his vicious confrontation with the fellow countrymen in the north.
Kim Il Sung and Korea’s Reunification
The Korean people are making vigorous headway in the efforts to achieve their national reunification in the face of the unscrupulous obstruction and challenges by the separatist forces within and without. Their progress is inconceivable apart from the exploits of President Kim Il Sung (1912-1994), father of socialist Korea, who dedicated all his life to achieving Korea’s reunification.
Thoroughgoing idea of great national unity
In his effort to reunify the country President Kim Il Sung always subordinated everything to achieving the great national unity, regarding it as a matter of priority concern. He considered the issue of Korea’s reunification as a matter of removing the mistrust and antagonism between the north and the south of Korea caused by the national division forced by foreign forces, and achieving the national unity.
He held that, in order to achieve the great national unity, it is important to put national interests above all else, transcending the differences in ideologies, ideals and social systems between the north and the south of Korea. He advanced the three principles of national reunification-independence, peaceful reunification and great national unity-the gist of the historic July 4 North-South Joint Statement (1972). His steadfast idea of the great national unity induced Choe Tok Sin, former foreign minister of south Korea, and many other people to bid farewell to their past stained with confrontation and make a U-turn in their life into working for the cause of reunification.
In April 1993 he put forward the “Ten-Point Programme of the Great Unity of the Whole Nation for the Reunification of the Country,” which serves as a key programme of the national unity for the Korean people aspiring to the country’s reunification. The programme calls for unity on the principle of promoting co-existence, co-prosperity and common interests on the basis of the love for the nation and the spirit of national independence, and subordinating everything to the cause of reunification, for an end to all kinds of political strife between the fellow countrymen, and promotion of mutual trust and unity, for protection of the materials and spiritual assets possessed by individuals and organizations so that they are favourably used to promote the great national unity, and so on. It inspires the Korean people in the north, south and abroad to the struggle for the great national unity and reunification.
This program, along with the three principles of national reunification and the plan for the establishment of the Democratic Federal Republic of Koryo, constitutes a part of the three charters for Korea’s reunification.
Blueprint for reunified state
The prevailing circumstances on the Korean peninsula confirm that the day is not distant when the Korean nation is reunified. Then, what would be the features of the reunified Korea?
The answer to this question was given 30 years ago.
At the Sixth Congress of the Worker’s Party of Korea in October 1980 President Kim Il Sung proposed a plan to reunify the country and the nation by establishing a federal state on the basis of leaving the ideologies and social systems in the north and south intact and recognizing and tolerating them. The reunified state in the form of federation will be based on the regional autonomy that is exercised in two different social systems, and will include the whole territory of the country and the entire nation.
In this reunified state, a supreme national assembly will be formed with an equal number of representatives from the north and the south and an appropriate number of representatives of overseas nationals; this assembly will form a federal standing committee to guide the regional governments of the north and the south and to administer all the affairs of the federal state. The President defined the nomenclature of the federal state to be the Democratic Federal Republic of Koryo (Koryo was the nomenclature of the first unified state of the Korean nation that existed between 918 and 1392) and stated that the federal state shall be a neutral country that does not join any political or military alliances or blocs.
Even in his last days
From time immemorial a legend about the stars Herdsman Kyon U and Vega Jik Nyo has been handed down through generation in many countries in the East. According to the legend, the beautiful girl Jik Nyo and the diligent boy Kyon U loved each other but had to live separated with the Galaxy in between, and would meet on the Ojak Bridge every July 7 by the lunar calendar.
In the evening of July 6, 1994, President Kim Il Sung, all of a sudden, told this legend to the officials. About this time the attention of the world was drawn to forthcoming summit meeting between the north and the south of Korea and the Korean people’s enthusiasm for reunification was reaching a crescendo. Therefore, his narrative bespoke his intention to arrange an emotional reunion for the Korean people that had been suffering from national division for scores of years.
His office remained lit all through that night and the next. After he unexpectedly passed away early in the morning on July 8, officials found on his table a document on the country’s reunification, bearing his signature “Kim Il Sung July 7, 1994.”
The signature was later inscribed on a granite monument at Panmunjom on the Military Demarcation Line that divides the Korean Peninsula into north and south, to hand the exploits President Kim Il Sung had performed for Korea’s reunification, down through generations.
