CPRK
Special Statement Proposes Talks between Authorities of North, South
Pyongyang, June 6 (KCNA)
-- The spokesman for the Committee for the Peaceful Reunification of Korea (CPRK)
released the following special statement Thursday:
It is 13 years since the publication of the historic June 15 joint declaration.
All the Koreans still remember the June 15 era when the spirit for national reunification ran high all over the country and are ardently wishing for the earlier improvement of the north-south relations and opening of a new phase for reunification.
The publication of the joint declaration was a special event for the Korean nation in making steps toward ending the history of division and confrontation forced by outsiders and opening up a new era for independent reunification.
Signal events that were presented on this land after the advent of the June 15 era proved that there is nothing impossible for the Koreans to do and that they can achieve the common prosperity of the nation and reunify the country for sure if they pool their efforts.
But the advance of the June 15 era has been held back and the last legacy of the era has been placed at the peril of destruction due to the serious challenge by anti-reunification forces at home and abroad. This is truly deplorable.
South Korean businessmen are now strongly calling for the normalization of the operation in the Kaesong Industrial Zone (KIZ) and the resumption of tour of Mt. Kumgang. Families and their relatives separated in the north and the south are also craving reunion with their kinsfolk in their lifetime.
Whoever are Koreans can never shun this tragic situation of today.
We have so far made every possible effort to improve the north-south ties now at a deadlock, resume tour of Mt. Kumgang, normalize the operation in the KIZ and settle humanitarian issues.
But all the sincerity and magnanimity shown by the DPRK have been denied and defiled with such sophism as "sincerity", "contradiction among southerners" and "evasion of talks between authorities".
We have never sought to create "contradiction among southerners".
We have neither treated the south side's authorities lightly nor approached it the way of making a fun of it as claimed by the south Korean authorities.
It is none other than the south Korean authorities who are abusing north-south dialogue for the purpose of escalating confrontation in a bid to meet their strategic aims
However, we have no idea of idling away time with useless word-playing and exchange of rhetoric.
If the north and the south insist on their own assertions, it will never be possible to find a way of solving pending issues between the two sides. This will further increase despair of south Korean businessmen and other people and disappointment of all fellow countrymen.
In view of the prevailing situation, the desire of all fellow countrymen and the ardent request of south Korean businessmen and other people, the CPRK clarifies the following crucial stand upon the authorization:
We propose holding talks between authorities of the north and the south for the normalization of the operation in the KIZ and the resumption of tour of Mt. Kumgang on the occasion of the anniversary of the June 15 joint declaration.
Such humanitarian issues as the reunion of separated families and their relatives can be discussed at the talks, if necessary.
The venue of the talks and the date for their opening can be set to the convenience of the south side.
We propose promptly realizing visits to the KIZ and the Special Zone for International Tour of Mt. Kumgang by south Korean businessmen and working contacts and promoting visits, contacts and cooperation among NGOs of the north and the south.
We have already approved the visits to the KIZ by businessmen and will allow the visits to the areas of the north side by south Korean businessmen concerned with the tour of Mt. Kumgang.
We also flung open the door to visits, contacts and cooperation among NGOs of south Korea.
We propose realizing joint national events to mark the 13th anniversary of the June 15 joint declaration and jointly commemorating the 41st anniversary of the July 4 joint statement in the presence of the authorities of both sides.
The commemoration of the June 15 joint declaration and the July 4 joint statement in the presence of the authorities together with NGOs of both sides will be significant and contribute to improving the north-south ties.
As soon as the south Korean authorities respond to our proposal with a view to ensuring talks between the authorities of the north and the south, visits to the KIZ and Mt. Kumgang by south Korean businessmen and joint national events and smoothly settling pending issues between the north and the south, all the relevant measures concerning communications and liaison will be taken including the issue of reopening the Panmunjom Red Cross liaison channel.
Consistent is our stand to promote national reconciliation and unity and achieve reunification, peace and prosperity.
If the south Korean authorities truly stand for building confidence and improving the north-south relations, they should not miss this opportunity but positively respond to our bold decision and sincere proposal, away from misguided speculation and suspicion. -0-

Kim Jong Un Provides
Field Guidance to Kosan Fruit Farm
Pyongyang, June 3 (KCNA)
-- Marshal Kim Jong Un, first secretary of the Workers' Party of Korea, first
chairman of the National Defence Commission of the DPRK and supreme commander
of the Korean People's Army, provided field guidance to the Kosan Fruit Farm.
A large fruit-producing base covering a vast area of nearly 10 ris, including Puphyong, Songpuk, Ryongjiwon and Cholryong, in Kosan region is now under construction as required by the new century.
After being briefed on the farm in front of a large map showing its prospect, Kim Jong Un said the farm visited by leader Kim Jong Il on June 2, 2011 is an important one to which the leader paid special attention as it is directly linked with the people's living.
He learnt in detail about how the Construction Shock Brigade 618 has carried out the last instructions of Kim Jong Il after undertaking the project for building the farm on an expansion basis.
Recalling that Kim Jong Il instructed the farm to build a factory evaporating fruit juice and producing dried apple slices, a fruit storehouse and a factory producing wire net fence, he learnt about how this instruction is being implemented.
Then he acquainted himself with the conditions of growth of dwarf apple trees planted by the farm.
Looking at the fruits on branches of 5-year-old dwarf apple trees, he said he felt as if he were watching trees heavily laden with apples in autumn and expressed satisfaction at the fact that the farm has turned into a young orchard.
In order to radically increase the production of fruits, it is important for the farm to expand the area under fruit cultivation as planned, produce fruit saplings by itself and put the manuring and cultivation of fruit trees, including application of agricultural herbicide, on a sci-tech basis, he noted.
He stressed the need to mass-produce organic compound fertilizer and thus decisively raise the fertility of soil by applying a ring-shaped rotation production system to the combination of fruit farming and stock-breeding.
He also underscored the need for the farm to make full preparations from now on to solve the issues arising in picking and carrying apples and processing fruits, in particular, in keeping with the increase of fruit production.
A combined fruit processing factory should be built on the Kosan Fruit Farm, too, he added.
He dropped in at a water pumping station for dripping irrigation built on the farm. There he acquainted himself with the dripping irrigation as well as technical specifications and performance of the pumping equipment.
He praised the builders and employees of the farm for having introduced a modern irrigation system to put the manuring and cultivation of fruit trees on a highly intensive basis and thus provided a scientific and technological guarantee for boosting the fruit production while safely cultivating the trees.
He was pleased to see the road built by the members of the Construction Shock Brigade 618.
It is meaningful, indeed, that a large orchard has made its appearance at the foot of Chol Pass symbolic of the Songun revolutionary leadership, he said, adding a fresh fairyland called "the sea of apples at foot of Chol Pass" will spring up when the project for expanding the capacity of the farm comes to a finish and a sea of apples is unfolded there.
He went round a factory producing concrete props, roof tiles and bar steel the shock brigade is now running after it built with its own efforts.
The expansion project should be completed unconditionally at the date fixed by Kim Jong Il, he said, adding that to this end, the related units should sincerely help the shock brigade in pushing ahead with the project.
He expressed expectation and belief that the members of the shock brigade and the employees of the farm would make sustained efforts to step up the project and increase the fruit production.
He was accompanied by Kim Kyok Sik, Choe Hwi, Pak Thae Song, Pak Jong Chon and An Ji Yong.

Kim Jong Un Visits
Majon Bathing Resort
Pyongyang, May 31 (KCNA)
-- Marshal Kim Jong Un, first secretary of the Workers' Party of Korea, first
chairman of the National Defence Commission of the DPRK and supreme commander
of the Korean People's Army, provided field guidance to the Majon Bathing
Resort.
Going round the resort, he looked back with deep emotion on the leadership exploits performed by the great Generalissimos Kim Il Sung and Kim Jong Il there.
He said that they were tender-hearted fathers of the people who visited every place for the happiness of the people and provided cultural recreation grounds for people in every scenic spot.
After being told by officials of the field concerned that a shower site, sea observation tower, rest home, restaurant for bathers and others were built and now being used, he asked if the accommodating capacity of the buildings of the rest home can meet the demands of visitors to the resort.
He asked whether the bathing resort is not hit by typhoon and tsunami and learned in detail about how many people visit that place in summer season.
Hearing officials say that people not only from Hamhung City but Pyongyang City visit the resort and citizens of Hamhung, in particular, make it part of their life to visit there more than three times in a year, he said it is nice to hear that. This suffices to know well how strongly our people wish to lead a cultural and emotional life, he added.
He stressed that it is important for glorifying the leadership exploits of the Generalissimos and providing our people with a happier life to spruce up the bathing resort at a world level as required by the new century.
Our officials should have a standpoint and style to take upon themselves tasks for the good of people and go down to spots to help find solutions to issues, he said.
He told the officials to build modern public service facilities such as bathing booths and shower rooms when rebuilding the resort.
He also instructed them to build facilities that make the pine forest clearly distinct from the beach.
He underscored the need for the officials of the relevant unit and the South Hamgyong Provincial Committee of the WPK to bear deep in mind the importance of the reconstruction of the bathing resort and make good preparations for it from now, start it in real earnest from coming autumn and wind it up by next summer so that our people may fully enjoy bathing in the newly built world class resort.

Kim Jong Un Visits
Songchongang Net-weaving Factory and Plastic Tube Shop
Pyongyang, May 31 (KCNA)
-- Marshal Kim Jong Un, first secretary of the Workers' Party of Korea, first
chairman of the National Defence Commission of the DPRK and supreme commander
of the Korean People's Army, provided field guidance to the Songchongang
Net-weaving Factory and the Plastic Tube Shop newly built by the 1521
Enterprise of the Korean People's Army.
He looked round the monument to the field guidance of leader Kim Jong Il to the factory dated August 23, 1982 erected to convey his immortal leadership exploits down through generations and the room dedicated to its history.
The first leg of his visit was the Songchongang Net-weaving Factory.
He initiated the building of a modern net-weaving factory and assigned the task to the 1521 Enterprise under KPA Unit 600.
He went round the exterior of the factory after being briefed on it before a map showing the net and rope production processes.
Feasting his eyes on the building of the factory with a broad smile, he was very pleased to note that it was built in a peculiar style and designed to meet the requirements of contemporary architectural beauty. It is such a fashionable factory that no one can say it is a production establishment, he added.
He made the rounds of various production processes of the factory to learn in detail about its construction and technical equipment and production.
He highly appreciated the feats performed by the builders, noting that the factory capable of mass-producing varieties of nets with less manpower is a precious treasure of the country as it was constructed well and cultural practice in production is at a high level.
He said he was pleased to know that nets are great in their tensile strength, high in extension rate and very durable.
Learning about the toughness and use of ropes produced at the factory, he underscored the need to mass-produce ropes whose demand is great everywhere.
If the factory reenergizes production by minutely conducting business management and activities, it can bring it to a higher level in a brief span of time, he noted, stressing the need to exchange technology with the Taedonggang Net-weaving Factory and earnestly learn from its good experience.
Saying he was very pleased to visit the Songchongang Net-weaving Factory, he added that it is now possible to mass-produce varieties of nets as it pleases.
The next leg of his visit was the Plastic Tube Shop newly built at the 1521 Enterprise of the KPA.
After being briefed on the shop before a map showing the plastic tube production process, he saw various sizes of plastic tubes produced at the shop.
Going round the large and small size plastic tube production process, he learned in detail about the specifications of the equipment and quality of products.
Looking round its cultural hall, he asked how many employees the shop has and if it can accommodate all of them. It is as good as an art theatre as it is well furnished with seats and other facilities, he noted.
Watching with keen attention various forms of visual boards on the walls of its corridor, he said it is important to conduct well the education of the employees in the revolution, class and socialist patriotism. He underscored the need to make such education places prove effective.
He had a photo session with the employees of the enterprise.
Making a bird's-eye view of the net-weaving factory again and again with a broad smile, he said the longer one watches it, the nicer it looks. He proposed taking another picture with workers with the factory for a background.

Kim Jong Un Visits
Pig Farm under KPA Unit 549
Pyongyang, June 2 (KCNA)
-- Supreme Commander of the Korean People's Army Marshal Kim Jong Un, first
secretary of the Workers' Party of Korea and first chairman of the National
Defence Commission of the DPRK, visited a pig farm under KPA Unit 549.
The pig farm was built according to the instruction given by leader Kim Jong Il on May 8, 2006, prompted by his strong desire to provide more meat to the service persons.
Kim Jong Un acquainted himself with the management and operation of the farm.
He learnt in detail about the production capacity of the farm, the quantity of pork produced last year and the measures taken by the farm to ensure the supply of electricity and feed. He asked about how the farm has carried out the instruction given by Kim Jong Il to produce electricity by use of methane gas generated from excrement of pigs.
Kim Jong Il, who personally initiated the building of the farm and clearly indicated the road to be followed by it, said he would visit the farm once in his lifetime but he failed to do so, Kim Jong Un noted.
He went round fattening house No.1, a piglet house, a breeding house, a feed processing factory, a meat processing factory and a combined control room to learn about the raising and tending of pigs and the pork processing at the farm.
At the fattening house he was pleased to see a herd of fat pigs and asked how many pigs are bred in a house, what is the feed supply norm and what is the per hectare grain yield at the farms supplying feed to the pig farm.
At the piglet house, he asked about the death rate of pigs. At the breeding house, he was satisfied with good strains, underscoring the importance of taking good measures for ensuring proper temperature in breeding pigs and establishing a good ventilation system.
Underlining the need to put pig breeding on a scientific basis, he said it is necessary for the farm to build well a research institute for settling scientific and technological issues arising in breeding and veterinary and anti-epizootic work and enhance its function and role.
He dropped in at the feed processing factory to examine organic compound fertilizer, additives, preventive medicines, etc. produced by the farm and learn about the feed processing.
In order to settle the feed issue, it is necessary to simultaneously develop stock-breeding and agriculture, he noted, stressing the need for the farm to keep the production of organic compound fertilizer going at a high rate and send more fertilizers to relevant farms.
As Kim Jong Il stressed on every occasion, it is possible to simultaneously increase pork production and grain yield only when a cyclic production system is fully introduced to stock-breeding and agriculture, he said.
Making a round of the meat processing factory, he underscored the need to put it on a high level of automation and mass-produce varieties of quality processed pork including sausages and send them to service personnel.
At the combined control room he underlined the need to arrange overall production processes to more rationally suit breeding and energetically push ahead with the work for placing pork production on a scientific and intensive basis as required by the new century.
He expressed expectation and belief that the officials and employees of the pig farm would work harder true to the WPK's policy for stock-breeding, produce greater quantities of pork and processed meat and send them to service personnel before having a photo session with them.
He was accompanied by KPA Col. Gen. Pak Jong Chon, KPA Lieut. Gen. An Ji Yong, First Vice Department Director of the C.C., WPK Choe Hwi and Vice Department Director of the C.C., WPK Pak Thae Song.
