4TH MEETING OF KPA COMPANY COMMANDERS AND POLITICAL INSTRUCTORS HELD IN PRESENCE OF KIM JONG UN
Pyongyang, October 25 (KCNA) -- The 4th meeting of company commanders and political instructors of the Korean People's Army took place in Pyongyang on October 22 and 23.
The meeting reviewed achievements and experiences gained in strengthening companies in the past and discussed tasks and ways for further strengthening companies, cell of the People's Army and basic combat unit, as required by the idea of modeling the whole army on Kimilsungism-Kimjongilism.
Marshal Kim Jong Un, first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK, guided the meeting.
Attending there were Choe Ryong Hae, Ri Yong Gil, Jang Jong Nam, Kim Won Hong, Kim Chang Sop, Choe Pu Il and other leading officials of the armed forces organs, commanding officers of the KPA and company commanders and political instructors, commanding officers and political officials of units at all levels who made devoted themselves to safeguarding the sky, land and sea of the country and strengthening companies.
Kim Jong Un made an opening speech at the meeting.
He stressed that when all the participants strengthen companies, cell and basic combat unit of the People's Army, to repay the party's trust and expectation, the might of the powerful revolutionary army of Mt. Paektu will be highly displayed, and expressed the conviction that the on-going meeting will serve as a historical landmark in arousing the whole army to strengthening companies, before declaring the meeting open,
KPA Vice-Marshal Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea and director of the General Political Bureau of the KPA, made a report.
The reporter said that President Kim Il Sung defined company as the cell of revolutionary armed forces and basic combat unit at a time when he formed the first armed ranks of Juche type in the forest of Mt. Paektu and brought up the fourth company of the 7th regiment of the anti-Japanese guerrillas as an exemplary company, thus setting a brilliant example in strengthening companies.
Kim Il Sung convened the meeting of company commanders and political instructors for the first time in the army-building history on October 11, Juche 62 (1973), attended the meeting and unfolded important guidelines in strengthening companies, an epoch-making event which effected a drastic turn in strengthening KPA companies, the reporter said, and went on:.
Leader Kim Jong Il put forth the original idea that strengthening company is a key link and a starting point in strengthening the whole army, brightly indicated orientation and ways for companies to follow at each stage and in each period of developing revolution and worked heart and soul for strengthening companies politically and militarily.
The Juche-oriented idea of the great Generalissimos on strengthening companies and feats they performed by doing so are being successfully carried forward onto a higher stage thanks to the wise guidance of Marshal Kim Jong Un.
Supreme Commander Kim Jong Un formulated Kimilsungism-Kimjongilism as the guiding idea of the WPK and energetically led the work to model the whole army on Kimilsungism-Kimjongilism in all aspects with companies as a base, thus opening up a heyday for strengthening the revolutionary armed forces.
Kim Jong Un brought up service personnel to be a-match-for-a hundred brave and stalwart fighters and provided energetic guidance to turn all companies into steel-strong militant ranks having strong discipline and assuming the perfect appearance as the regular armed forces by scrupulously managing the companies.
The reporter referred to the fact that a fundamental turn took place in the ideological and moral traits of the company commanders and political instructors and in their work style and many successes were achieved in the efforts to consolidate the companies through the struggle to firmly preserve and glorify the idea of strengthening the companies set forth by the peerlessly great persons of Mt. Paektu and their feats.
He called for making sustained great efforts to bolster up the companies in order to accelerate the process of modelling the whole army on Kimilsungism-Kimjongilism on a new higher stage and thus develop the KPA into an invincible revolutionary Paektusan army.
Speeches were made at the meeting.
The speakers said that all the companies of the KPA grew to be the ranks of human bullets and bombs devotedly defending the leader as they share the intention, love and destiny with the supreme commander under his energetic leadership and deep loving care.
They said that they would turn all the companies into the ones of human bullets and bombs devotedly protecting the leader and defending the country full of faith and confidence that they are sure to emerge victorious as they are led by the supreme commander.
Kim Jong Un heard with keen interest all the speeches made by company commanders and political instructors at the meeting. He invited the commander and former political instructor of the Kamnamu (persimmon tree) company there to have a photo taken with them.
He made a historic speech at the meeting.
Highly appreciating the successes made in the work of the companies and lauding those company commanders and political instructors who rendered devoted service for them, he set forth the tasks to be carried out to develop all companies into elite revolutionary ones devotedly defending the WPK Central Committee and the ways to do so.
He underscored need for them to firmly unite around the Party Central Committee to take the lead in overcoming difficulties and trials and fully prepare all the company soldiers politically and ideologically and in military technique. He called for establishing strong discipline in the companies, boosting their appearance as regular units, decisively raising the level of company commanding ability and improving the living conditions and environment of the soldiers.
Noting that the meeting helped him find out jewel-like patriots and unassuming commanders and political instructors who dedicated themselves to strengthening their companies, he said in an excited tone that the Party Central Committee decided to highly praise them.
Choe Ryong Hae read out a decree of the Presidium of the DPRK Supreme People's Assembly.
Kim Jong Un awarded the title of Labour Hero, gold medal (hammer and sickle) and Order of National Flag First Class to Company Commander Kim Sang Il, Company Political Instructor Pak Son Gi, Company Commander Kim Kwang Gum, Captain Min Kwang Hae and Company Commander Sa Song Guk. They performed distinguished feats in bolstering up the KPA by strengthening companies into vanguard devotedly defending the leader, a-match-for-a hundred combat ranks and turning them into homes dear to soldiers, true to the last instructions of Kim Il Sung and Kim Jong Il and the leadership of the party.
Kim Jong Un made a closing address.
He said that the meeting would go down in the history of the Juche-based army building as it provided a landmark for the development of the powerful revolutionary Paektusan army with the strengthening of companies as a starting point under the uplifted banner of modelling the whole army on Kimilsungism-Kimjongilism.
He declared the meeting closed, expressing belief that all participants in the meeting would augment the might of the People's Army in every way, united close around the party, and thus perform their duty in carrying out the revolutionary cause of Songun.

KIM JONG UN WATCHES JOINT PERFORMANCE GIVEN BY MORANBONG BAND, STATE MERITED CHORUS
Pyongyang, October 25 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Un, first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK, Thursday enjoyed the joint performance given by the Moranbong Band and State Merited Chorus together with the participants in the 4th meeting of company commanders and political instructors of the KPA.
Among the audience were Choe Ryong Hae, Ri Yong Gil, Jang Jong Nam, Kim Won Hong, Choe Pu Il and other leading officials of the armed forces organs.
The performance began with the prologue "We Sing of the Party" in which artistes sang high praises of the immortal exploits President Kim Il Sung and leader Kim Jong Il performed on behalf of the era and the revolution, holding the party's flag of Juche as an invincible banner.
Put on the stage were colourful numbers including orchestral music and male chorus "Song of the Korean People's Army", female chorus "Ode to the Motherland", instrumental music and song "Fly Higher Our Party Flag" and light music and serial songs "Let's Support Our Supreme Commander with Arms".
The performers, through Korean-style light music and orchestra, made a solemn and impressive representation of the fact that a rosy future is unfolding for the great Paektusan nation under the leadership of Marshal Kim Jong Un, who is successfully carrying forward the revolutionary cause of Kim Il Sung and Kim Jong Il.
In such numbers as mixed quintet and male chorus ""Happiness of Being under the Care of Respected Supreme Commander", light music "Soldiers Answered" and chorus "Let's Defend Socialism" the artistes successfully represented with dynamic and cheerful melody the sky-high spirit of all the service personnel and people dashing ahead at the new speed of offensive, a-match-for-a-hundred speed in the 21st century under the leadership of the party.
The performance ended with epilogue "Our Destiny and Future Entrusted to You" and "We Will Defend General Kim Jong Un at the Cost of Our Lives".
Kim Jong Un waved back to the enthusiastic cheers of the artistes and audience, congratulating the artistes on their successful performance and expressing expectation and belief that all the company commanders and political instructors would fulfil their duties in developing the Korean People's Army into the powerful elite revolutionary army.

Noting the meeting marked a turning landmark in developing the powerful Paektusan revolutionary army with the bolstering up of companies as its starting point under the uplifted banner of modelling the whole army on Kimilsungism-Kimjongilism, he warmly congratulated all the company commanders and political instructors on successfully holding the meeting with high political awareness and revolutionary enthusiasm. Then he had a photo session with them.
He expressed his expectation and belief that they would turn their companies into those of the powerful elite revolutionary army as desired by the party and fulfil their honourable mission and duty in the work to make their service personnel feel themselves at home there.
KIM JONG UN ENJOYS ART PERFORMANCE OF SERVICEPERSONS
Pyongyang, October 27 (KCNA) -- Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the Democratic People's Republic of Korea and supreme commander of the Korean People's Army, enjoyed a performance given by those who proved successful in the 36th Art Festival of KPA Servicepersons.
The performers were soldiers of the companies under KPA units 251, 905, 565 and 1821 and seamen of submarine No. 730 under the navy Unit 167.
The numbers of the performance included story-telling and song "The Peerlessly Great Men of Mt. Paektu and Soldiers on Cho Islet", dialogic poem and song "We Follow You with Single Mind", interlude "'Dear Home' under Sea" and chorus "Our Destiny and Future Entrusted to You".
The performance well represented the servicepersons' happy life under the care of the supreme commander as well as their ardent yearning for him and the might of the harmonious whole of them sharing the same feelings and will with him.
The performers proudly showed their service life that they have prepared themselves to remain true to the intention of the supreme commander through more intensive military training.
At the end of the performance Kim Jong Un acknowledged the enthusiastically cheering performers.
He gave them thanks in the name of the KPA supreme commander, expressing his great satisfaction over the successful performance, clear-cut in political standard and strong in the revolutionary soldier spirit.
He noted with high appreciation that the performance was made up of numbers well showing the character and mission of the KPA as the army of the Party and its revolutionary nature and vividly and truly represented the servicepersons' efforts for strengthening their companies, a cell and a basic combat unit of the KPA.
He had a photo session with the performers, expressing conviction that they would perform greater feats in their military training and service as they displayed to the full the ideological and moral traits of the KPA in the festival.
Stressing that sustained big efforts should be directed to company art group activities to prepare the servicepersons as revolutionaries fully ready in aspects of politico-ideology and military technique and with high cultural attainments, he advanced the tasks to do so.
Among the spectators were Choe Ryong Hae, Ri Yong Gil, Jang Jong Nam, Kim Won Hong, Kim Chang Sop, Pyon In Son, So Hong Chan, Kim Su Gil, Ryom Chol Song, Kim Yong Chol, Jo Kyong Chol, Hwang Pyong So and exemplary company commanders and political instructors who participated in the 4th meeting of KPA company commanders and political instructors.

CPRK SECRETARIAT DENOUNCES S. KOREAN REGIME FOR MOVING TO DISBAND UNIFIED PROGRESSIVE PARTY
Pyongyang, October 24 (KCNA) -- The south Korean conservative group urged the puppet Ministry of Justice to form a "team of experts to take measures against political parties and organizations violating constitution" and staged the farce of making legal examination for the disorganization of the Unified Progressive Party. It decided to request the puppet constitutional court to try the case and is inviting lawyers for the trial.
The coteries of the "Saenuri Party" at a state inspection of the "National Assembly" set the disbandment of the Unified Progressive Party as an issue top on agenda and are fanning up hysteria, talking about "enemy of liberal democracy".
The Secretariat of the Committee for the Peaceful Reunification of Korea in its information bulletin No. 1048 on Thursday said the south Korean puppet conservative group's moves for the disbandment of the Unified Progressive Party are a shocking fascist, rowdiest and unprecedented in history.
The group calls for disbanding the Unified Progressive Party, linking it with the DPRK. This is an unpardonable provocation and challenge to the DPRK, the information bulletin said, and went on:
The group is talking about "political party following the north" and "plotted rebellion". This is illogical sophism that can be made only by those obsessed by confrontation with fellow countrymen.
It is quite natural that the south Koreans of all social standings are denouncing the group's moves for the disbandment of the Unified Progressive Party as "an act violating democracy", "neo-fascist act" and "an act of raising wind of McCarthyism".
The group is also trying to disorganize the Teachers Union, calling it the "heart of forces following the north" and "inside enemy". It even seeks to shut down Jaju Minbo, a progressive internet paper.
Its suppression is aimed to remove the core of the progressive forces in south Korea, shrink all the forces standing for reunification through alliance with the north and forces for democracy and reform and lay a springboard for its long-term stay in power.
The prevailing situation clearly proves that the puppet group is a horde of hideous fascist hooligans and confrontational maniacs who put the past military dictators into the shade.
S. KOREAN AUTHORITIES SLAMMED FOR THEIR MOVES TO DISSOLVE UNIFIED PROGRESSIVE PARTY
Pyongyang, October 26 (KCNA) -- The present conservative ruling forces and the coteries of the "Saenuri Party" of south Korea set up a "special team for measures against unconstitutional political parties and organizations" at the judicial body after labelling the Unified Progressive Party an "unconstitutional political party following the north". They are busy making a legal examination for forcibly dissolving the party. They are blustering that they would stage a trial for formally dissolving it around late in October.
The coteries of the "Saenuri Party" went the lengths of putting the dissolution of the Unified Progressive Party on major agenda at the state inspection at the "National Assembly", crying out for an "immediate dissolution of the Unified Progressive Party, the enemy of liberal democracy and unconstitutional political party".
A spokesman for the Central Committee of the Korean Social Democratic Party in a statement on Saturday denounced this as the height of a base and fascist politically-motivated farce of the present south Korean puppet conservative ruling forces to indiscriminately crack down on even legitimate political parties and organizations in order to realize their ambition for staying in power for an indefinite period and achieve their partisan purpose.
The statement said:
South Korea is turning into a political tundra and fascist mayhem where political freedom and human rights are totally trampled down.
What merits a serious attention is that the conservative group is justifying its base political intrigues, labelling the Unified Progressive Party "forces seeking the collapse of the system linked with the north" and the party's programme "camouflaged programme of the north" in a bid to mislead public opinion.
If the group is allowed to pursue its moves to stamp out the Unified Progressive Party, this will throw the south Korean people into a harsher fascist rule.
The statement expressed belief that the unbiased opinion and political parties of the world would pay due attention to the grave situation prevailing in south Korea and extend stronger solidarity to the south Korean people.
DPRK FM SPOKESMAN REFUTES INTERNATIONAL FINANCIAL BODY'S FALSE REPORT
Pyongyang, October 25 (KCNA) -- A spokesman for the DPRK Foreign Ministry Friday gave the following answer to the question raised by KCNA as regards the release of a report finding fault with the financial system in the DPRK at a recent plenary meeting of the Financial Action Task Force on Money Laundering in Paris:
The DPRK strongly refutes the above-said report as a sinister attempt of hostile forces to tighten the financial sanctions against the DPRK and a wanton violation of its sovereignty and right to existence.
The contents of the report are based on misinformation contrary to facts and, therefore, it doesn't deserve even a passing note. However, the DPRK can not overlook it as it was released at a time when it is making its sincere efforts to develop cooperative relations with the above-said body.
By origin, the DPRK does not allow such practices as money laundering and financing of terrorism in the light of the nature of its social system.
But the DPRK has done all it can as evidenced by the fact that it conducted negotiations with the body in consideration of the latter's continued requests for cooperation, ratified the international convention on restraining financial support to terrorism and submitted possible relevant data to the body.
Nevertheless, this time the body persistently listed the DPRK as "a target of counter-action," keeping mum about its measures. This proves that the action was prompted by the sinister political attempt of certain forces to tarnish the DPRK's image at any cost and the body is playing into their hands.
The DPRK holds that if the body is to perform its mission and role as a governmental international financial supervisory institution in name and reality, it should strictly abide by the principle of impartiality and objectivity and it is its invariable stand to develop the cooperative relations with such body.


WORLD HERITAGE SITES IN KAESONG

The 37th session of the UNESCO World Heritage Committee held in Cambodia adopted a resolution on listing the historical remains in Kaesong of the Democratic People’s Republic of Korea as World Heritage Sites.
Those inscribed on the World Heritage List are the Mausoleum of King Wang Kon, founder of Koryo (918-1392), the first unified state of the Korean nation; the Mausoleum of King Kongmin, 31st king of Koryo kingdom; Manwoltae, the site of royal palace; Koryo Songgyungwan, the highest educational institution of the Koryo period; the Kaesong Walls and Kaesong Namdae Gate; the Kaesong Chomsongdae Observatory, one of the world’s earliest astronomical observatory; Sungyang Confucian School, formerly a residence of Jong Mong Ju, a government official and distinguished Confucian scholar in the closing years of Koryo; Phyochung Monuments which were erected by the kings of feudal Joson dynasty (1392-1910) in praise of Jong Mong Ju’s loyalty; Sonjuk Bridge where Jong Mong Ju was murdered; Seven Tombs Cluster and Myongrung Cluster, tombs of royal families of Koryo dynasty.
The World Heritage Sites in Kaesong, capital city of Koryo dynasty, represent the traditions and features of the culture of Koryo.
The Mausoleum of King Wang Kon was constructed in 943, the year of king’s death, and reconstructed in 1994. In front of the mausoleum stands a hall for memorial services, and inside it hang a portrait of King Wang Kon and several paintings depicting significant events in his career, which was devoted to founding Koryo and unifying the nation by inheriting the Koguryo people’s spirit of unification. Koguryo, which existed for about 1 000 years from 277 BC to AD 668, was a powerful state in the East. The mausoleum is an earth-covered stone grave typical of Koguryo style of tomb building. Around it are found stone sculptures of eight subjects close to the king, who rendered distinguished service in founding the unified state. The mural paintings inside the mausoleum were drawn in good composition, powerful and delicate strokes and vivid colours, thus fully representing the features of Korean painting. Many relics were found in the mausoleum and the surrounding area, and the gilt-bronze statue of Wang Kon in seated position portrays him in his 40s, when he just founded Koryo.
The Mausoleum of King Kongmin has the twin tombs, Hyonrung for the king and Jongrung for the queen. The mausoleum was constructed between 1365 and 1372 under the direct supervision of the king. The carved stone images erected in the mausoleum are very conspicuous, of which eight statues of civil and military officials are regarded as the masterpieces representing the stone sculpture of Korea in the old days.
Manwoltae is the site of a principal royal palace of Koryo. Its total area runs into some 1 250 000 m2, and it is divided into the districts of royal residences and important government offices respectively. Inside the royal residential district was a wide yard, where the kings and other government officials enjoyed on top of nearby gatehouse such national functions as kyokgu, similar to the present polo, a lantern festival and others held in grand style. It was sometimes the venue of military review. To the west of the central architectural groups are the sites of royal residences where the kings conducted state affairs and lived.
Koryo Songgyungwan was the highest educational institution during the Koryo dynasty. It was established in 992 and is one of the oldest universities in the world. It occupies a floor space of about 10 000 m2 and has 18 buildings retaining the architecture of those days. It is now a university for training light industrial experts.
Kaesong Namdae Gate was constructed between 1391 and 1393. It has an embankment faced with granite, a gate tower, and an arched gateway in the centre of the embankment. It houses a bell of Yonbok Temple in its gate tower.
Kaesong Chomsongdae Observatory was built in the early years of Koryo dynasty. Granite-faced embankment of the observatory is still preserved in its original state, on top of which were installed instruments for astronomical observation. The sides of the embankment coincided with the main cardinal points, and the building execution was carried out in detailed and solid way. Its masonry was also exquisitely done, representing the high architectural skills of the days. The Koryo dynasty, from the early days of its founding, set up a specialized observatory agency, which conducted astronomical observations in a scrupulous way and recorded the results in detail. The records show that sunspots were observed on over 50 occasions between 1105 and the closing years of the dynasty.
Sungyang Confucian School was erected on the site of the residence of Jong Mong Ju. It was set up with a purpose of holding memorial services in honour of Jong Mong Ju and also disseminating Confucianism by following after the distinguished Confucian scholars. It is fenced in a rectangular way, and passing through the three gates in front of the building there are found Tongjae and Sojae, which served as dormitories, facing each other on both sides of the yard. Behind them stands a learning hall, and passing through another three gates there is a shrine. The school preserves the layout patterns and architectural structures of Confucian schools in the middle ages.
Sonjuk Bridge became famous after Jong Mong Ju, a loyal subject of Koryo dynasty, was murdered by Ri Song Gye’s followers who were trying to seize power. Its original name, Sonji Bridge, was renamed because after Jong was murdered there grew bamboos. It is one of the oldest stone bridges in Korea.
Near the bridge are the Phyochung Monuments. It is said that Yongjo and Kojong, kings of feudal Joson dynasty, had the monuments erected in praise of Jong’s loyalty.
Recently designated World Heritage Sites in Kaesong are of great historical and cultural significance.  
Over a thousand representatives and observers from nearly 200 countries present at the 37th session of the UNESCO World Heritage Committee unanimously approved of the resolution on listing the Korean historical sites as the World Heritage Sites. The chair of the session, on behalf of the committee, congratulated the DPRK. Representatives from Russia, Malaysia, France, Germany, Thailand and many others gave hearty welcome to the DPRK counterpart, saying that historical remains in Kaesong were striking, indeed.

DPRK Foreign Ministry Spokesman Blames U.S. for Posing Nuclear Threat to DPRK
Pyongyang, October 23 (KCNA) -- The DPRK Foreign Ministry spokesman gave a statement on Wednesday in connection with the fact that the U.S. is pushing the situation on the Korean Peninsula, which entered the phase of detente, back to the state of tensions and confrontation.
The statement said that the ever-mounting nuclear threat and blackmail by the U.S. and its moves for making preparations for a war of aggression are a serious encroachment upon the sovereignty and right to existence of the DPRK, and a wanton violation of the DPRK-U.S. agreements and September 19 joint statement in which Washington gave "assurances" not to use force against the DPRK including nuclear weapons nor pose any threats to it with those forces.
It went on:
This notwithstanding, the U.S. is trying to make the public convince that the denuclearization of the Korean Peninsula is precisely the DPRK's dismantlement of nuclear program, while making sophism that the restart of the nuclear facilities in Nyongbyon are a violation of international obligation and commitments, if it is true. This is aimed to cover up its crimes and shift the responsibility on to the DPRK.
The denuclearization of the Korean Peninsula, the invariable aim of the policy of the DPRK government, does not mean the unilateral nuclear dismantlement on the part of the DPRK side. This is the process of making the peninsula a nuclear-free zone on the basis of completely removing the substantial nuclear threats posed to the peninsula from outside on the principle of simultaneous actions.
Action for action remains a basic principle for finding a solution to the nuclear issue on the peninsula and the DPRK will, therefore, not unilaterally move first.
At present there exist only physical moves on the peninsula where there are neither peace nor stability nor dialogue. This is attributable to the U.S. nuclear threat and blackmail and sanctions against the DPRK.
Increasing nuclear threat from outside will only compel the DPRK to bolster up its nuclear deterrent to cope with this. It will not be bound to anything in doing so.
The DPRK stands for peace and stability and demands the U.S. roll back its hostile policy towards the former but will never beg the latter to do so.
The DPRK will dynamically advance towards a final victory, invariably keeping to the road of independence, Songun and socialism no matter how Washington behaves.

CIVILIZED SOCIALIST COUNTRY

The DPRK is directing a great effort to building a civilized country, while accelerating the building of an economic giant. It is the intention of its supreme leader Kim Jong Un to step up the building of a civilized socialist country to greet a new heyday of civilization in the 21st century.
The DPRK has already reached a high level of civilization.
In this country a universal 11-year compulsory education system has been introduced at a world-class level since scores of years ago. The regular tertiary education system and the study-while-you-work system have developed in parallel. What is to be mentioned here is that the DPRK ensures free education. The Grand People’s Study House in Pyongyang and other extracurricular educational institutions across the country have provided a stimulus to the cultural development of the society as a whole. The fact that the country has reached a very high level of scientific and technological development which enables it to make and launch artificial satellites and introduce cutting-edge CNC technology into the machine-building and several other economic sectors highlights the standard of its education.
In this country the public health service is at a high level. The section doctor system is in force under the universal free medical care system, and the level of specialization in medical services has achieved a decisive improvement, contributing to the promotion of the public health.
All fields of art and literature including literature, films, dramas, music, opera, fine art and dance have made rapid progresses.
With a brisk campaign to make physical training and sport mass-based and part of everyday life, the people have developed their physical strength and the country’s sporting prowess has attained a high level.
The noble moral traits are manifested among the people, and an atmosphere of helping and leading one another is prevailing in society, mirroring an advanced state of civilization in Korea.
On this basis, a new goal has been set up of building a civilized socialist country in which all its people have profound cultural knowledge, sound physique and noble moral virtues, enjoy a cultured life of socialism to their heart’s content under the most cultured conditions and environment, and a beautiful and sound lifestyle pervades the whole society. The Workers’ Party of Korea is firmly determined to develop all sectors of culture as appropriate to an advanced civilized nation, thus making the people enjoy a cultured life of a new era to their heart’s content.
To this end, the DPRK is now making vigorous efforts to achieve the goal.
The universal 11-year compulsory education is now being converted to the universal 12-year compulsory education. The new system is a well-regulated one comprising the one-year pre-schooling, five-year primary education, and the education at junior and senior middle schools for three years respectively. It is the highest level of the general secondary education, which mirrors the reality of the DPRK in the course of building a thriving socialist country. Accordingly, Korean children and young students will be provided with the general secondary schooling such as general elementary knowledge and modern basic technical knowledge on a higher level and prepare themselves to be excellent personnel as required by the era of knowledge-based economy.
The universal free medical service is also developed onto a higher standard. The Breast Tumour Institute of the Pyongyang Maternity Hospital, Children’s Hospital and Dental Hospital have been built, perfecting the network of specialized medical service, and sanatoria are being renovated in many places. With the rapid progress of the telemedicine services, an online collective diagnosis system was set up throughout the country last year, and a long-distance operation support system was recently developed and introduced to the people’s hospitals in all provinces, cities and counties.
A heated enthusiasm for sports brought about a great leap forward in the development of physical culture and sports. Sports games are briskly organized at state organs; industrial enterprises, cooperative farms and schools, and sporting contests are held among sectors, units and others in Pyongyang and other places of the country. The sports enthusiasm running high across the country is producing successful results in international games, propelling the country’s advance towards a sports giant.
All the fields of art and literature are coming into full bloom day after day. The Moranbong Band, which made its debut in July 2012, is enjoying great popularity, as it represents and leads the Korean art in the new century. The grand gymnastics and artistic performance Arirang, which was registered in The Guinness Book of Records for its largest scale in the world, attracts many foreigners to Pyongyang.
Changjon Street was built in downtown Pyongyang, and modern dwelling houses were built or are under construction in urban and rural areas. Modern, public establishments set up for cultural activities like People’s Theatre, Rungna People’s Pleasure Park, People’s Open-air Ice Rink, Roller Rink, Ryugyong Health Complex, Thongilgori Fitness Centre and Haedanghwa Service Complex, and a world-class ski resort nearing completion in the Masikryong area in the eastern part of Korea, are contributing to provide the people with cultural living conditions satisfying the ever-growing demand of the people in the new century.
The whole country is turning into a socialist fairyland by making it thick with trees and flowers.
In conclusion, the Korean people are now facing a bright prospect of enjoying a most civilized life to their heart’s content.


KIM JONG UN VISITS MIRIM RIDING CLUB
Pyongyang, October 20 (KCNA) -- Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, visited the Mirim Riding Club built as a monumental edifice in the WPK era.
He went round the room for the education in the revolutionary history.
He said a portrait of leader Kim Jong Il, photos of the great Generalissimos Kim Il Sung and Kim Jong Il and other historical relics are displayed well in the room.
Going round the riding service center, indoor riding training hall, room for distribution of riding knowledge, etc. of the club, he learnt in detail about the construction.
He said that every facility of the club fully reflected the WPK's idea of the architectural aesthetics for designing it to suit its character and service and that all the facilities have been built to reach the standard desired by the party.
He said that the club is in harmony with nature as the outer walls of the buildings were plastered with logs and seats of open-air stands and resting tents, riding blocks and signposts were also made with wood.
He was satisfied to see the turf, earth-sand courses, car roads and footways made in quality, the man-made hill, waterfall and pool built in a particular way to ensure natural beauty and the vicinity decorated by trees of good species and turf.
Pleased to see 60-odd horses sent by the party and young people enjoying horse riding, he said that when the club is opened, it will be visited by many people as horse riding is available for all seasons.
He highly praised the soldier-builders for successfully completing the construction of the club in a short span of time.
He said the construction of the club proved again that nothing is impossible to do as there are the wise leadership of the party and the people's army, which unconditionally and devotedly carries out anything the supreme commander is determined to do.
He extended thanks as supreme commander of the KPA to all the soldier-builders.
Noting public service facilities including the Mirim Riding Club, Munsu Water Park, Ryukyong Dental Hospital and Okryu Children's Hospital have been built this year, he said it is the determination of the party to build more such public facilities in the future.
He gave an instruction to hold the opening ceremony of the club at an early date so that people including youth and children may benefit from it as early as possible.
He was accompanied by KPA Vice-Marshal Choe Ryong Hae, director of the General Political Bureau of the KPA, and Ma Won Chun, vice department director of the Central Committee of the WPK.

On behalf of all adherents of Juche Idea in Nigeria, I hereby convey our condolence to His Excellency President Yoweri Musaveni, adherents of Juche Idea in Uganda and indeed all Ugandans over the death of  Mzee Prof. Chango Machyo a renowned scholar and senior Presidential Adviser. Our hearts-felt sympathy goes to the immediate family of the renowned scholar and Pan African. I pray that God would give the family and Ugandans the fortitude to bear this irreplaceable lost.

CPRK SPOKESMAN DENOUNCES S. KOREAN AUTHORITIES FOR CRYING OUT FOR THEIR DIGNITY
Pyongyang, October 12 (KCNA) -- The south Korean puppet forces are clinging to the moves of insulting the dignity of the supreme leadership of the DPRK and its social system.
In this regard the spokesman for the Committee for the Peaceful Reunification of Korea (CPRK) gave an answer to the question put by KCNA on Saturday.
It says:
On Wednesday the minister of Unification of south Korea impudently said the great politics of love for the people pursued by the DPRK is aimed to "achieve exploits" and "highlight the image of love for people". On Tuesday he talked nonsense that south Korea has the "dignity of 50 million people" while finding fault with the dignity of the supreme leadership of the DPRK and asserting that "the north's mud-slinging at the south has gone beyond the limit".
Such a move is another intolerable heinous and grave provocation against the DPRK.
As admired by the world, the politics of love for people pursued by Marshal Kim Jong Un is producing stirring events day after day in the DPRK.
Such an admirable reality can be found only in the socialist system centered on the popular masses in which the whole society forms a big harmonious family. The puppet forces of south Korea dared compare this with their petty and reactionary politics by which they make a spate of every wicked sermon to earn the grass-root support at every election and make false propaganda guided by such a way of thinking. How shabby and foul they are!
Irony is that they cried out for the "dignity of 50 million people".
This ridiculous move is enough to make even a cat to laugh.
South Korea is not in a position to talk about the dignity as it is under the military occupation by the U.S. which holds control of all domains including politics and military affairs.
It is indeed preposterous for those who turned south Korea into the barren land to talk about the "dignity of 50 million people", an intolerable mockery of south Koreans.
Now under way in south Korea are actions of various circles demanding the probe into the truth about the case of the puppet Intelligence Service's interference in the "presidential election" and the nullification of the results of the "election".
Park Geun Hye is being disgraced as "half president" due to the fraud-marred election and is faced with denunciation and rejection by the people for trying to revive the ill-famed "yusin" dictatorship. Park's group is not entitled at all to speak about the "dignity of 50 million people".
If there be any in south Korea, there is grudge of the 50 million people who had their dignity violated by the puppet group of traitors.
The puppet group, made up of confrontational maniacs seized by the hysteric fit and hell-bent on antagonism, hostility and evil moves, is persistently making vituperation slandering the dignity and social system of the DPRK. It is nothing but a shriek made by those taken aback by the bright reality in the DPRK which wins only victories day by day and achieves prosperity thanks to the politics of believing in people as in Heaven and leadership of Kim Jong Un. It is also its last-ditch efforts to get rid of serious crisis at home and abroad.
The DPRK, as it had already warned, will never tolerate but resolutely punish anyone who slanders the dignity of the supreme leadership of the DPRK and its social system even a bit.
The Park's group should properly govern its tongue, if it does not want to face the same miserable end as what was met by those who went hell-bent on escalating confrontation with fellow countrymen.
KIM JONG UN ENJOYS PERFORMANCE GIVEN BY ORCHESTRA OF 21ST CENTURY OF RUSSIA
Pyongyang, October 15 (KCNA) -- Supreme leader Kim Jong Un together with Ri Sol Ju enjoyed the performance given by the visiting Orchestra of 21st Century of Russia at the East Pyongyang Grand Theatre on Oct. 15.
They were greeted by Pavel Ovsyannikov, head and chief conductor of the orchestra, and Natalia Ivanovna Semyonova, administrative manager of the orchestra.
Kim Jong Un warmly welcomed the DPRK visit of the orchestra and had a cordial talk with the guests.
Recalling that General Secretary Kim Jong Il watched the performance of the orchestra several times, Kim Jong Un appreciated the performing activities conducted by the orchestra, contributing to the development of the bilateral friendly relations.
The head of the orchestra expressed sincere thanks to Kim Jong Un on behalf of his orchestra for sparing his precious time to watch its performance and renewed his resolution to contribute to boosting the bilateral friendly relations between the two countries.
The orchestra which came to the DPRK on the occasion of the 65th anniversary of the opening of diplomatic relations between the DPRK and Russia put on the stage a chorus and orchestra, a collection of famous songs on the theme of opera "Rusulan and Ludmila" composed by Glinka, and female solo "Flying in the Sky over Russia" and other colorful numbers.
The artistes made a truthful artistic representation of the warm love of the Russian people for the country and their traditional custom and national emotion.
A chorus and orchestra "Forward towards Stars" composed by the head of the orchestra deeply impressed the audience.
The artistes well known to the Korean people sang songs "Ardent Desire" and "Song of Comradeship" successfully represented to suit the thinking and feelings of the Korean people.
Kim Jong Un congratulated the artistes on their successful performance.
At the end of the performance, he met with the leading members of the orchestra and expressed thanks to them for presenting a splendid performance to the delight of the Korean people.
Among the audience were Kim Ki Nam, member of the Political Bureau of the C.C., the Workers' Party of Korea (WPK) and secretary of the Central Committee of the WPK, creators and artistes of the art organizations of the Korean People's Army and the Korean People's Internal Security Forces and art education institutions, teachers, students and other citizens in Pyongyang.
Russian embassy officials also appreciated the performance.

KIM JONG UN ENJOYS JOINT PERFORMANCE GIVEN BY MORANBONG BAND AND STATE MERITED CHORUS
Pyongyang, October 15 (KCNA) -- Supreme leader Kim Jong Un appreciated a joint performance "Long Live the Workers' Party of Korea" given by the Moranbong Band and the State Merited Chorus together with members of the Orchestra of the 21st Century of Russia and citizens in Pyongyang on Tuesday.
Among the audience were Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea (WPK) and director of the General Political Bureau of the Korean People's Army, Kim Ki Nam, member of the Political Bureau and secretary of the C.C., the WPK, Pavel Ovsyannikov, head and chief conductor of the orchestra, and Natalia Ivanovna Semyonova, administrative manager of the orchestra.
The performance began with overture "We Sing of the Party".
Put on the stage were female chorus "Ode to the Motherland", light music and serial songs "Mother Party Which Protected My Destiny", male chorus "Our Future Is Bright", female group singing and chorus "Let's Defend Socialism", mixed chorus "His Great Name Is the Banner of Victory" and epilogue "Long Live the Workers' Party of Korea".
The audience was mesmerized by the performance.
Kim Jong Un congratulated the artistes on their successful performance.
At the end of the performance Kim Jong Un met with Pavel Ovsyannikov and Natalia Ivanovna Semyonova again.
Pavel Ovsyannikov expressed sincere thanks to Kim Jong Un, saying that he invited the orchestra to watch the joint performance given by the Moranbong Band and the State Merited Chorus after appreciating the performance of his orchestra.
He said in an excited tone that the joint performance was the performance of the highest level and a really splendid one full of dynamism, vigor and stamina.

Kim Jong Un expressed belief and expectation that artistes of the two countries would conduct joint performances and a lot of exchanges to contribute to enriching the mankind's treasure house of culture and arts.

KIM JONG UN VISITS COMPLETED MUNSU WATER PARK
Pyongyang, October 13 (KCNA) -- Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the DPRK National Defence Commission and supreme commander of the Korean People's Army, looked round the completed Munsu Water Park.
Going round it, he learned about the arrangements for its opening ceremony.
Looking at the colored plaster statue of General Secretary Kim Jong Il erected in the lobby of the indoor swimming pool for a long while, he said with deep emotion how Kim Jong Il would be pleased if he had seen the wonderfully completed water park as he had made so much effort to provide a comprehensive water park to the people.
He expressed great satisfaction over the fact that various water tanks, saunas, shower rooms and welfare service facilities of the indoor swimming pool were successfully built as required by the designs ratified by the party and it was perfect in every aspect.
He underlined the need for the officials and employees of the park to serve the visitors well in the spirit of devoted service to them and take good care of all facilities in the park.
Noting that the park has reached the standard required by the party, he instructed officials to hold an opening ceremony as early as possible so that people may visit it to have a good rest.
He highly appreciated the feats performed by the soldier-builders, saying that such wonderful park to be proud of before the world could be successfully built thanks to their efforts.
He was accompanied by Vice Marshal of the KPA Choe Ryong Hae, director of the General Political Bureau of the KPA, and Ma Won Chun, vice-department director of the C.C., the WPK.


NDC OF DPRK CLARIFIES PRINCIPLED STAND ON DPRK-U.S. RELATIONS
Pyongyang, October 12 (KCNA) -- The spokesman for the National Defence Commission (NDC) of the DPRK in a statement Saturday revealed the deceptive nature of the rhetoric about non-aggression on the DPRK made by the U.S. recently, and principled stand of the DPRK on the DPRK-U.S. relations.
The statement said:
The tense situation that persisted on the Korean Peninsula for the past six decades after the ceasefire has not developed into a war. This is entirely thanks to the peace-loving efforts and just struggle waged by the army and people of the DPRK despite their bitter pain resulting from territorial and national division.
On October 3 U.S. Secretary of State Kerry said that if the DPRK starts denuclearization first, the U.S. will be ready to have dialogue with it and that if it becomes clear that the DPRK started denuclearization, Washington will open peaceful relations with Pyongyang and sign a non-aggression pact.
Disclosing the hypocritical nature of his remarks, the statement went on:
His remarks, which mean that the U.S. will enter into friendly relations with the DPRK after it is left bare-handed, are the height of American-style impudence and craftiness.
We are well aware that even though it clamoured for non-aggression, the U.S. is running the whole gamut of intrigues to lead the DPRK to "change" and "collapse", while persistently opposing the withdrawal of its aggression troops from south Korea.
The U.S. call on the DPRK to lay down arms and remain bare-handed is an intolerable mockery and insult to the army and people of the DPRK.
It is disgusting to see the U.S. playing the role of a leading character with high skill in the charade.
The U.S. proposal for non-aggression cannot guarantee peace and security on the Korean Peninsula but the nuclear-armed revolutionary forces for self-defence of the DPRK can defend and guarantee everything.
The statement clarified the principled stand of the DPRK as follows as the U.S. takes issue with the nuclear issue and talks about the DPRK-U.S. relations while escalating all sorts of pressure offensives against the DPRK:
1. If the U.S. truly wants to improve the relations with the DPRK, it has to properly understand the DPRK and behave as befitting a big power.
The DPRK is no longer a small and weak country which used to be in the past when it was hacked at the point of bayonets of big powers for it had neither sovereignty nor arms.
The U.S. is seriously mistaken if it thinks it can frighten the army and people of the DPRK through the "gunboat" offensive, with which it used to browbeat the world and bring its rival to its knees in the past, and through the superiority in the air based on latest science and technology, and can hurt the DPRK through the vicious moves for isolating and stifling it politically and economically.
The U.S. tragedy is that it does not know about the DPRK which is demonstrating its strong spirit and its army and people who love and value their country more than their own lives.
If the U.S. truly wants to mend the relations with the DPRK, it should properly understand the DPRK supported even by tens of millions of south Koreans, and behave itself as befitting a big country.
The U.S. should no longer talk about dialogue and improvement of relations with preconditions nor maintain the brigandish insistence that non-aggression is possible only when the DPRK dismantles its nuclear weapons first.
The army and people of the DPRK can discern the ulterior intention concealed in the dialogue and non-aggression proposed by the U.S.
2. The U.S. should discard the old way of thinking and outdated stand and abandon the threadbare hostile policy toward the DPRK, before it is too late.
For a good while the U.S., when meeting with DPRK officials behind closed doors, used to talk volubly that Washington has no intent to pursue policy hostile toward the DPRK. In recent public appearances Washington is working hard to build public opinion, claiming that it has neither hostile policy toward the DPRK nor willingness to replace the regime in the DPRK by attacking it. But in actuality it is working hard to realize its attempt at the regime change while systematically escalating all sorts of sanctions, isolation and blockade against the DPRK after invariably labelling it as part of "an axis of evil" and a "rogue state" behaving contrary to "law standard" and "international cord of conduct."
The situation goes to fully prove that the U.S. assertions that it has neither hostile policy toward the DPRK nor intent to attack it are a poor farce for deceiving the public at home and abroad and mocking at the army and people of the DPRK.
If the U.S. wants to escape the pent-up grudge and retaliation of the army and people of the DPRK, it should drop its old way of thinking and outdated stand and make a bold decision to roll back its old hostile policy toward the DPRK before it is too late.
3. The U.S. should clearly understand the meaning of the denuclearization of the Korean Peninsula and lift all steps for isolating and stifling the DPRK.
The denuclearization of the Korean Peninsula is the consistent policy goal set forth by the DPRK government. It calls for the denuclearization of the whole Korean Peninsula including south Korea.
This denuclearization is a peace-loving and powerful physical means for defusing all the U.S. nuclear threats to the DPRK and denuclearizing the world.
If the U.S. continues threat and blackmail against the DPRK, the DPRK will get more time in its favour and the U.S. will only precipitate its miserable end.
In other words, the DPRK will prosper with increasing vigour and strength, as it has smaller, diversified and precision nuclear weapons, but the U.S. will remain as a bubble marginalized in history.
The U.S. should, first of all, lift all the sanctions it imposed against the DPRK under absurd charges, if it wants to get rid of the present poor situation.
It should stop resorting to the stereo-typed nuclear blackmail against the DPRK.
The further the U.S. escalates its nuclear threat and blackmail, the deeper it will find itself in self-contradiction and bottomless labyrinth.
What we would like to emphasize is that the U.S. should take a bold decision to halt at once all the provocations against the DPRK including war exercises which aim at bringing down its social system and territorial invasion.
Explicitly speaking, the U.S. should make a policy switchover by withdrawing all the measures it has taken to isolate and stifle the DPRK as part of its greedy pivot to Asia-Pacific strategy.

Herein lies the way for improving the DPRK-U.S. relations and guaranteeing peace and security not only on the Korean Peninsula but in the U.S. mainland.
