KIM JONG UN INSPECTS KPA UNIT 405
    Pyongyang, May 20 (KCNA) -- Supreme Commander of the Korean People's Army Marshal Kim Jong Un, first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK, inspected KPA Unit 405. He had a photo session with service personnel of the unit after giving a pair of binoculars and automatic rifle to the company directly under the unit, expressing belief that its service personnel would defend the dear socialist homeland as firm as an iron wall.
          He looked round the room devoted to the history of the unit. He said leader Kim Jong Il had particular expectation and concern towards the unit. He told the officers and men to unite in one mind and develop the unit into stalwart steel-strong combat ranks, bearing deep in mind Kim Jong Il's noble will enshrined in the proud colors of the unit whenever they face difficulties and bottlenecks.
Watching the photo of Ju Tong Gil, former commander of the unit, who died in the line of duty while making devoted efforts to round off the combat preparations of the unit, he recollected Ju whom Kim Jong Il missed. Kim Jong Un went round the library where he saw different kinds of books and materials for ideological and cultural education sent by the WPK.
    He dropped in at an operation study room where he received a report on the unit's performance of duty and its trainings. He said the unit has a very important mission to fulfill, setting forth important tasks that would serve as guidelines for rounding off its combat preparations. He looked round the mess hall, non-staple foodstuff store and bean store. He then moved to a company directly under the unit. Going round bedroom, education room and wash-cum-bath room, he praised the company for having provided its soldiers with all conditions so that they may not feel any inconvenience in their living.
    As I visit the splendidly-built barracks of the unit, I remember the words of leader Kim Jong Il that he would certainly visit it, Kim Jong Un noted, adding: How happy we would be if we had come to the unit, accompanying the leader.
    He enjoyed an art performance given by the soldiers of the company at the end of his visit to it.
    They staged such colorful numbers as narration and chorus "Boundless Is Our Yearning", chorus "He Is Our Dear Supreme Commander", chorus and story-telling "Company Is Our Dear Home", poem and chorus "We Will Defend General Kim Jong Un at the Cost of Our Lives."
    The supreme commander warmly clapped his hands while watching the performance. He had a talk with the soldiers of the company and had a photo taken with them. That day he visited the family of Officer Kang Yong Sun and learned in detail about the construction of houses for officers of the unit. He was accompanied by Jang Jong Nam, Son Chol Ju, Jon Chang Bok, Rim Kwang Il and Ri Man Gon.

KIM JONG UN VISITS BREEDING STATION OF KPA
    Pyongyang, May 20 (KCNA) -- Supreme Commander of the Korean People's Army Marshal Kim Jong Un, first secretary of the Workers' Party of Korea (WPK) and first chairman of the National Defence Commission of the DPRK, gave field guidance to the Breeding Station No. 621 of the KPA now under construction. He warmly waved back to the enthusiastic cheers of the soldier-builders. He went round different places of the station to learn in detail about its construction.
He was greatly pleased to see a large area of grass land and a lot of buildings in vast plottage.
    He recalled that he initiated the construction of the breeding station with an aim to breed grass-eating animals including goat of good stock and provide them to all units of the KPA and issued an order to start the construction, praising the soldier-builders for having done a lot of work in a short span of time.
    It is important to successfully conduct scientific researches to massively breed such goats, he said. He learned about what progress was made in the construction of the goat institute, a breeding research centre.
    After acquainting himself with the construction of dwelling houses for employees of the station, he stressed the need to build good houses in different places so that villages of bliss may appear in the district of the breeding station.
    Going round the construction sites of various breeding pens, he asked about on what principle they would be built. He underlined the need to reasonably create grass land and distribute buildings.
    He saw goats of good stock being bred at the station. He was told that goat of new species sent by him to the station was faster in breeding and growth and quality of meat was better than the local strains. He called for pushing ahead with the work to widely propagate the goat of good stock.
          Recollecting the words of President Kim Il Sung and leader Kim Jong Il that meat should be obtained from grass, Kim Jong Un said that the KPA should take the lead in translating the behests of the great Generalissimos Kim Il Sung and Kim Jong Il into a brilliant reality. The Breeding Station No. 621 of the KPA is an important stockbreeding centre for providing a lot of grass-eating animals of good stock to service personnel, he said, indicating tasks and ways for completing the construction before the Party founding anniversary this year and massively breeding those animals.
He was accompanied by Jang Jong Nam, Son Chol Ju, Jon Chang Bok, Rim Kwang Il and Ri Man Gon, chief secretary of the North Phyongan Provincial Committee of the WPK. -0-


NEW STRATEGIC LINE

The March 2013 Plenary Meeting of the Central Committee of the Workers’ Party of Korea, the ruling party of the Democratic People’s Republic of Korea, put forth the new strategic line of simultaneously carrying on the construction of the economy and the upbuilding of the nuclear forces. This line laid down by the DPRK’s leadership aims at directing greater efforts to economic construction while consolidating the country’s defence capabilities by developing the nuclear forces, thus building a thriving socialist country.
Proceeding from the requirements of the prevailing situation in Korea, the Party put forth the new strategic line.
Now the situation on the Korean peninsula is extremely tense; there is no telling when a nuclear war might break out.
The US and its vassal forces, picking a quarrel with the DPRK’s launch in last December of a peaceful man-made satellite, railroaded a brigandish “resolution on sanctions” at the UN Security Council. It was a hostile, outrageous act that illegalized the legitimate right of a sovereign state to launch a satellite, arousing the Korean people’s unquenchable wrath.
As a link in the whole chain of substantial countermeasures to defend the country’s sovereignty and security, the DPRK was compelled to conduct the third underground nuclear test of a self-defensive nature.
The US instigated the UN Security Council to adopt another “sanctions resolution”. In the meantime, it started the joint military exercises Key Resolve and Foal Eagle on a large scale on March 1. By enlisting the nuclear strategic striking means in the Korean peninsula from the US proper for the first time in history, it increased the intensity of nuclear threat to the DPRK and brought the situation to the brink of a nuclear war.
In the present acute situation, when the US, the biggest nuclear power in the world, threatens the DPRK with nuclear weapons, the DPRK’s determination to strengthen uninterruptedly its nuclear forces both in quality and in quantity is a quite justifiable and wise choice.
The new strategic line is the most realistic line which conforms to the specific conditions of the DPRK which is striving to build a thriving socialist country.
The Korean people have experienced innumerable bottlenecks and difficulties in economic construction for several decades, because huge manpower and material wealth which had to be directed to economic development and to improving the people’s standard of living were diverted to reinforcing the country’s military strength due to the continuous sanctions, pressure and threat of aggression by the US and other hostile forces.
However, now that they have a powerful, self-defensive nuclear deterrent, the Korean people have become able to push ahead with the building of an economic power on their own terms under more stabilized circumstances. Time has gone for ever when the US threatened the DPRK with nuclear weapons and applied brake to its economic construction.
The new strategic line will also enable the DPRK to further strengthen its defence capabilities at small expense without increasing military expenditure and make more investment in economic construction. The DPRK has a strong foundation of atomic energy industry which the world recognizes, and is abundant in uranium resources. Therefore, the Korean people are convinced that when they depend on the independent atomic energy industry they can build up the strong nuclear forces and ease the strain on electric power supply so as to accelerate the building of an economic giant and carry out satisfactorily all the tasks arising in improving the people’s standard of living.
Attention should be paid to the fact that the new strategic line is based on the line of simultaneously carrying on economic construction and defence upbuilding, an important line of the DPRK in the past.
In early 1960s the United States created the Cuban missile crisis, and continued to commit military provocations to ignite another war on the Korean peninsula.
Seeing through the gravity of the situation, President Kim Il Sung set forth the strategic line of simultaneously carrying on economic construction and defence upbuilding. In support of the slogan “Rifle in one hand and hammer or sickle in the other!” advanced by the President, the Korean people developed their independent national economy and at the same time consoldated the self-reliant defence capabilities.
Taking advantage of the collapse of socialism in several countries towards the close of the last century, the imperialist allied forces concentrated their anti-socialist offensive upon the DPRK. In those days the Korean people waged a vigorous struggle to consolidate the powerful nuclear deterrent, following the line put forward by Chairman Kim Jong Il of giving priority to the development of national defence industry while simultaneously developing light industry and agriculture. As a result, they won victory after victory in the several rounds of nuclear confrontation with the United States, and firmly safeguarded socialism, thus achieving the great cause of becoming a nuclear power and bringing about a historic turn in the building of a thriving nation.
Now the US and its followers threaten the DPRK that unless it gives up nuclear weapons, it cannot achieve economic development. On the other hand, they appease it, saying that they will help it to be well off if it chooses another way.
However, the DPRK is different from Iraq or Libya that gave up the existing war deterrent, yielding to the imperialists’ pressure and appeasement, and, in the end, fell victim to them. The Korean people value the sovereignty and dignity of the country like life itself, and are ready to dedicate their lives to defend them. They will not be moved by any pressure and appeasement. In other words, they will continue to bend their efforts to the up building of the nuclear forces.
The world will see clearly how the DPRK, depending on its mighty nuclear deterrent, builds a thriving socialist nation while frustrating mercilessly the threat of war by the imperialists and their followers.

U.S. Accused of Calling DPRK "State of Special Concern"
    Pyongyang, May 22 (KCNA) -- The spokesman for the Foreign Ministry of the DPRK gave the following answer to a question raised by KCNA Wednesday as regards the U.S. malignantly slandering the DPRK in an "annual report on international religious freedom":
    The U.S. State Department in the "2012 annual report on international religious freedom" on May 20 slandered the man-centered Korean-style socialist system, re-designating the DPRK as a "state of special concern."
    Finding that the military way did not work on the DPRK, the U.S. has resorted to such a base act of issuing the report to tarnish the image of the DPRK in the world.
    The U.S. has kept introducing preemptive nuclear strike means into the Korean Peninsula, gravely threatening the Korean people's right to existence. Yet, it is urging the DPRK to improve the "human rights situation" and "livelihood", the height of shamelessness.
    As the Pae Jun Ho case showed, the U.S. has abused religion for the political purposes of undermining the DPRK and overthrowing its social system.
    Regarding the DPRK as a thorn in the flesh, the U.S. has persistently pursued a vicious hostile policy toward the DPRK. So, no country will believe what the U.S. says against the DPRK.
    The U.S. can not solve any matter by gratuitously antagonizing the DPRK. On the contrary, it will suffer bigger losses politically, diplomatically and strategically.

U.S. AND S. KOREA'S GROUNDLESS ACCUSATION OVER KPA REGULAR MILITARY DRILL REFUTED
    Pyongyang, May 20 (KCNA) -- The Secretariat of the Committee for the Peaceful Reunification of Korea Monday in its information bulletin No. 1038 accused the U.S. imperialists and the south Korean puppet group of pulling up the Korean People's Army over its regular military exercise to bolster up the country's defence capability in every way.
    A spokesman for the White House blustered that the DPRK "should honor its commitments made before the international community", terming the KPA's rocket launching drills on May 18 and 19 "provocations". Meanwhile, the puppet group of south Korea in a "statement" let loose a whole string of vituperation grumbling about the "north's provocative action" and urging "responsible behavior".
    The information bulletin dismissed this as another unpardonable challenge to the DPRK and an undisguised provocation driving the situation on the Korean Peninsula to an extreme phase.
    Their description of the drills as a factor of escalating the tension on the peninsula and in the region reminds one of a thief crying "Stop the thief!"
    It is the height of shamelessness for the puppet group to talk about someone's "provocation" as it is hell-bent on the moves to escalate the confrontation with fellow countrymen and ignite a war against the north, while imploring its U.S. master to tighten the military alliance.
    They are making desperate efforts to mislead the public opinion through the trumpeting about fictitious "provocations" in a bid to calm down the international community's criticism of their moves to beef up aggressor forces and provoke a nuclear war against the DPRK and escalate their military threat to it.
    Lurking behind their renewed smear campaign is a sinister aim to quell the anti-"government" actions of the south Korean people sparked off by the unpopular policy, sex scandal and the like and get rid of their serious ruling crisis.
    Facts go to clearly prove that the DPRK's line on simultaneously pushing forward economic construction and the building of nuclear force is entirely just and it is the only way to defend the country's sovereignty and dignity and achieve the nation's reunification and prosperity.
    The DPRK will bolster up the nuclear deterrence of the powerful revolutionary Paektusan army, true to the ever-victorious line and wipe out hostile forces to the last man if they dare infringe upon the DPRK's sovereignty even a bit.

KIM JONG UN VISITS MYOHYANGSAN CHILDREN'S CAMP
    Pyongyang, May 19 (KCNA) -- Kim Jong Un, first secretary of the Workers' Party of Korea (WPK), first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army (KPA), together with Ri Sol Ju visited Pyongyang Myohyangsan Children's Camp situated at the foot of Mt. Myohyang in North Phyongan Province on Sunday.
    Before the monument to the instruction of President Kim Il Sung that one's camping in secondary school days would be unforgettable in one's whole life, Kim Jong Un said it is very meaningful one. He looked back with deep emotion on the President's history of loving care for posterity with which he made sure that children's camps were built in scenic spots of the country.
    He said that leader Kim Jong Il proposed on number of occasions the task for successfully rebuilding the children's camp and personally examined its design in the last period of his life.
    He underscored the need to newly build the camp to be proud of in the world as early as possible and thus carry out without fail the behest of Kim Jong Il who made so much effort to provide a better camp to children.
    He looked round various places including bedrooms, the room for disseminating knowledge about camping, room for the Children's Union, room for cultural information service, room for the preservation of gifts, music room, dinning room and hall to learn in detail about children's camping.
    He said that to build the camp as required by the era of Songun is an important work for realizing the lifelong desire of the great Generalissimos Kim Il Sung and Kim Jong Il who did everything for the children as their tender-hearted father all their lives. He called for newly building the camp instead of remodeling it.
    There are songs "We Are the Happiest in the World" and "General to Front while Children to Camps" loved by the children, he noted, adding:
    I remember the loving care shown by the Generalissimos for posterity whenever I listen to those songs. There is a mountain of work to be done for building a thriving nation, but we must not spare investment in the building of camps. It is the determination of the party to excellently remodel not only this camp but all other camps, children's palaces and children's houses across the country.
    When remodeling camps across the country, it is necessary to spruce up camps at the foot of mountains to match their landscape and those camps on seaside to do its landscape, and to this end it is important to work out designs well, he said, adding that he would send a standard design.
    He noted that the main objective of the revolution being made despite manifold difficulties and trials is to bring happiness to the children and it is necessary to enable them to lead a happy life with no more desire in the world.
    That day he met with the children of different schools enjoying camping there and had a photo session with them.
    He was accompanied by KPA Vice Marshal Choe Ryong Hae, director of the KPA General Political Bureau, Choe Hwi, first vice department director of the C.C., WPK, and Pak Thae Song, vice department director of the C.C., WPK.

KIM JONG UN VISITS RYONGMUN LIQUOR FACTORY
    Pyongyang, May 18 (KCNA) -- Marshal Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, provided field guidance to the Ryongmun Liquor Factory.
    He heard a detailed report on the construction of the factory after being briefed on it in front of a huge map showing its panoramic view.
    He said that a modern liquor factory was built as required by the new century and the production of liquor is kept going at a high rate, adding that one more instruction of leader Kim Jong Il has been implemented.
    He learned about production at the factory, looking round water filtering process, liquor production and packing processes, liquor store, products show room and other places.
    Before going round the water filtering process, he asked what spring water is used by the factory, saying that the quality of liquor mainly depends on water quality.
    After being told by officials that it uses spring water gushing out between natural rocks hundreds of meters away from the production site and the volume of spring water and its physical and chemical nature remain unchanged in all seasons, he learned in detail about the technological features of water filtering process including chlorine filter, ferromanganese filter, quartz sand filter, soft water filter and activated charcoal filter.
    He went round with keen interest liquor production and packing processes.
    Examining bottles and other containers and trademarks used at the factory, he underscored the need to design trademarks better. It is important to design trademarks well as they are widely used for guaranteeing the quality of products and making ads, he noted.
    Watching workers pack products, he underscored the need to put the packing process on a higher level of automation in order to save the manpower and cut down production cost.
    Going round a control room, he called for establishing a modern general command system to more scrupulously organize business management and operation activities.
    At the store full of products, he learned in detail about storage capacity and carriage of products. He underscored the need to seal them more tightly and take strict measures for ensuring proper temperature and humidity so that their good quality may be preserved.
    At the products show room he saw a diagram on the analysis of their quality in comparison with famous liquors and learned about spirits, volume and quality of varieties of liquors produced at the factory.
    He specified tasks to be fulfilled to produce, manage and operate the factory and ways for doing so.
    He had a photo taken with the workers of the factory.
    He was accompanied by Choe Ryong Hae, Chon Chang Bok, Pak Jong Chon and So Hong Chan.

UGANDA: KOREA HAILS MUSEVENI ON POLITICAL STABILITY
The Africa regional committee for the study of Juchea Idea spearheaded by Korean Association of Social Scientists has lauded President Yoweri Museveni for social-economic and political transformation of Uganda.
"We express our profound gratitude to President Yoweri Museveni for spearheading social economic and political transformation of Uganda," Edward Kekana, an education specialist in South Africa, said in a communiqué statement released by the body.
"Under his leadership the country has experienced economic growth, political stability because of his illustrious guidance which emphasises independence rather than relying on western countries."
Kekana made the remarks during the Africa regional seminar on the study of Juche idea (Kimilsung-Kimjongilism) at Hotel African Hotel in Kampala on Saturday.
Juche idea refers to the aspect of man being the master of his own destiny and is capable of carving out his own philosophical principle that guides him for revolution and construction.
The Africa regional committee also commended Museveni for having revolutionary ideas which has brought change in the democratic dispensation in the country.
Kirunda Kivejinja, the former information minister who was a chief guest, emphasised the need to strengthen regional bodies such as East African Community, ECOWAS and African Union to resist imperialism advanced by the west and European countries.
He said African countries are capable of attaining a high rate of economic growth provided that they put their priorities right and pursue them independently and free from the meddling of the so-called development partners.
Kivejinja pointed out that the study of Juche idea is vital in that it becomes Africa's tool of emancipation to have renaissance and march on the path of social and economic transformation.
The seminar attracted delegates from 9 African countries including Uganda, Tanzania, Democratic Republic of Congo, Benin, South African, Egypt, Ethiopia, Nigeria and Tunisia.
While making his remarks, Prof. Murindwa Rutanga of Makerere University criticised the International Criminal Court (ICC) for being a terror targeting African leaders.
"The ICC is a new terror, they are racists," Rutanga said drawing applause from over 200 delegates.

Lt. Col. Henry Masiko was elected the president of Juchea idea for Africa region and Lawrence Mayambala of NRM was elected the country director of Juche idea Uganda chapter.
In attendance were a frail NRM ideologue Chango Macho, lecturers from Makerere University and heads of patriotic clubs in the country

KIM JONG UN PROVIDES FIELD GUIDANCE TO FEBRUARY 20 FACTORY OF KPA
    Pyongyang, May 16 (KCNA) -- Marshal Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army (KPA), visited the February 20 Factory of the KPA.
    This factory has a total floor space of 109 000 square meters. It is a comprehensive foodstuff processing base capable of producing varieties of foodstuff including soy, bean paste, seasoning, table oil, butter and confectionary and processing cereals at the same time.
    Kim Jong Un was briefed on the monument to the on-the-spot instructions of President Kim Il Sung and leader Kim Jong Il standing at the entrance to the factory before looking round the room devoted to the education in revolutionary relics and the room dedicated to its history.
    He said this factory was associated with a lot of immortal leadership feats of Kim Il Sung and Kim Jong Il.
    He highly appreciated successes registered by the party members and workers of the factory in the past.
    He learned in detail about production at the factory, making the rounds of its various places including seasoning shop, essential foodstuff shops No. 1 and No. 2, butter shop, instant rice shop, combined processing shop and products show room.
    He asked about technical specifications and production capacity of equipment one by one, while being briefed on the shops before a map showing them.
    He paid deep attention to the composition rate and fermentation process of raw materials for producing essential foodstuff, color of soy and bean paste and normal fineness of seasoning and packing process.
    At the butter shop he asked about what kind of ingredient is used. Walking between machines in the instant rice shop, he learned about how rice is cooked. He saw non-staple food to be contained in the instant rice to be eaten by soldiers.
    Making the round of the combined processing shop, he tasted biscuit and learned in detail about the quantity of meat to be put into canned goods and the method of measuring them.
    Walking the compound of the factory, he saw it clad in thick verdure of tall dawn redwoods and trees of other species. He praised it as the factory where cultured practices are established in production and life as its compound looks like a park.
    He also dropped in at the canteen run by the factory to learn about service to the workers.
    The most important task facing the factory is to update its equipment and put the production processes on an automatic basis as required by the new century, he said, adding that by doing so it is possible to keep the production going at a high rate and fully ensure sanitary safety of foodstuff while saving manpower.
    Underscoring the need for the officials of the factory to properly work out a business and management strategy and steadily improve the way of operation and management, he called for storing sufficient quantities of ingredients of foodstuff and steadily raising the technical skills and sense of responsibility of its employees so that quality of foodstuff may be improved.
    He had a picture taken with the employees of the factory.
    He was accompanied by Choe Ryong Hae, director of the General Political Bureau of the KPA, and Jon Chang Bok, first vice-minister of the People's Armed Forces. -0-



PROSPECT OF KIZ, NORTH-SOUTH RELATIONS DEPENDS ON ATTITUDE OF S. KOREAN AUTHORITIES: SPOKESMAN
    Pyongyang, May 15 (KCNA) -- The spokesman for the General Bureau for Central Guidance to the Development of the Special Zone gave an answer to a question put by KCNA on Wednesday.
    The spokesman accused the south Korean authorities of being so imprudent as to groundlessly take issue with the DPRK, far from paying due attention to the issues as regards the crisis in the Kaesong Industrial Zone (KIZ) and working hard to bring it into normal operation.
    This is a crafty ploy to evade the blame for the crisis in KIZ and mislead public opinion, the spokesman said, adding:
    It is needless to say that lurking behind this is a crafty attempt to calm down discontent of south Korean minor businesses and public accusation. It is also aimed to divert elsewhere public concern about the sexual scandal of Yun Chang Jung unprecedented in the international history of diplomacy and thus veil their shame and bring about a "turn in the phase".
    Instructing her officials to propose talks to the north side this time, the chief executive of south Korea made an impertinent remark that "innovational change is necessary for internationalizing KIZ, not just putting it on normal operation" and "the north should keep its promise with the international community and ensure security mechanism for reform".
    Her remark is another provocative invective against the DPRK.
    If the south side wants to propose talks, it should observe elementary courtesy.
    When proposing talks last time, the south side made nonsensical "ultimatum" that it would take important steps if the north side fails to answer till 12:00 next day. This time the south side slandered the north side, crying out for "internationalization" and "security mechanism".
    It is unimaginable to "internationalize" the economic development zone common to the nation built in the spirit of the June 15 joint declaration. Worse still, "security mechanism" is nothing but confrontational outcries with another "hostage" and "detention" incident in mind.
    The south Korean regime is hell bent on madcap nuclear war moves against the DPRK, introducing even a super-large nuclear-powered carrier from the U.S. mainland. At the same time it is revealing its more heinous attempt to stifle the DPRK in league with its master, the U.S. The DPRK is now making a serious examination of whether it will deal with such regime or not and whether there will be something to be solved in dealing with it or not.
    If the south side truly intends to normalize the operation of KIZ, it should not talk about dialogue with unessential issues such as the issue of communications and carrying out of goods but opt for settling basic issues and stop provocative remarks and confrontation racket against the DPRK.
    Availing ourselves of this opportunity, we remind the south Korean authorities once again that the prospect of KIZ and the future orientation of the north-south relations entirely depend on their attitude.
