Statement by DPRK Ministry of National Defense

 

Pyongyang, November 23 (KCNA) -- The following is the full text of "Those of the 'Republic of Korea' can never evade the responsibility for scrapping the north-south military agreement and must pay dearly for it", a statement made public by the Ministry of National Defence of the DPRK on November 23:

The DPRK's launch of a reconnaissance satellite is a step pertaining to the right to self-defense and the legitimate and just exercise of sovereignty to closely monitor and thoroughly cope with the enemies' various military moves around the Korean peninsula that provoke graver concern as days go by.

Nonetheless, the political and military gangsters of the "Republic of Korea" (ROK) have gone extremely hysterical with confrontation, labeling the legal right of the Democratic People's Republic of Korea (DPRK) as a violation of UN "resolutions" and "illegal action".

At an emergency meeting of the standing committee of the "national security council" and a "state council meeting", the south Korean traitors termed the DPRK's launch of a reconnaissance satellite a "violation" of the north-south military agreement, citing unreasonable and illogical reasons, and didn't hesitate to announce the nullification of some articles of the agreement as if they have earnestly waited for that moment.

It is just the "ROK" that has scaled up in an all-round, 3-D and phased way various sorts of military provocations in frontal challenge to the spirit of the agreement adopted to defuse the danger of an armed conflict along the Military Demarcation Line.

The September 19 North-South Military Agreement has long been reduced to a mere scrap of paper owing to the intentional and provocative moves of those of the "ROK".

The enemy’s reckless act of abruptly nullifying some articles of the military agreement over the recent reconnaissance satellite launch of the DPRK is a vivid expression of their hostility toward the DPRK and a reflection of their uneasiness at the impending threat.

Those of the "ROK" must pay dearly for their irresponsible and grave political and military provocations that have pushed the present situation to an uncontrollable phase.

Upon authorization of the Central Military Commission of the Workers' Party of Korea, the Ministry of National Defense of the DPRK clarifies the following principled stand under the current situation:

1.       From now on, our army will never be bound by the September 19 North-South Military Agreement.

It is the conclusion made once again that we cannot recognize any agreement with those of the "ROK" who have broken the elementary faith with the partner and definite promise already made without hesitation and we must refuse to deal with them;

2.       We will immediately restore all military measures that have been halted according to the north-south military agreement.

We will withdraw the military steps, taken to prevent military tension and conflict in all spheres including ground, sea and air, and deploy more powerful armed forces and new-type military hardware in the region along the Military Demarcation Line; and

3.       Those of the "ROK" will be held wholly accountable in case an irretrievable clash breaks out between the north and the south.

The most dangerous situation in the area of the military demarcation line, where the world's most acute military confrontation lingers and any slight accidental factor may aggravate an armed conflict to an all-out war, has become irreversibly uncontrollable, due to the serious mistake made by the political and military gangsters of the "ROK".

The prevailing military tensions, created by the enemy's anti-DPRK confrontation hysteria that has gone beyond the red line, more clearly proves the justice of the work for strengthening the nuclear war deterrent and modernizing the armed forces being pushed forward with by us above all.

The DPRK armed forces will always maintain overwhelming and offensive posture and closely watch the enemy's confrontation hysteria.

Respected Comrade Kim Jong Un Visits Pyongyang General Control Center of NATA

 

Pyongyang, November 22 (KCNA) -- Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, visited the Pyongyang General Control Center of the National Aerospace Technology Administration (NATA) at 10:00 a.m. on Nov. 22 to learn about the operation of the reconnaissance satellite "Malligyong-1" on orbit, its fine-tuning process and the state of aerospace photographing of a specific area under the ground command.

He was accompanied by Kim Jong Sik, vice department director of the C.C., WPK.

The NATA of the DPRK reported to Kim Jong Un that the reconnaissance satellite "Malligyong-1" would formally start its reconnaissance mission from December 1 after finishing 7 to 10 days' fine-tuning process.

Noting that the DPRK has finally developed and possessed aerospace reconnaissance capability by its own efforts and technologies,

Kim Jong Un said that it is a great event in developing the armed forces of the Republic and coping with a new military situation in the region. And he highly praised once again the scientists and technicians in the field of aerospace science research for making tangible contributions to the Party's cause of building a powerful and modern army.

Then he watched the aerospace photos of Anderson Air Force Base, Apra Harbor and other major military bases of the U.S. forces taken in the sky above Guam in the Pacific, which were received at 9:21 a.m. on Nov. 22.

Noting that the armed forces of the DPRK have taken in their hands both "eyes" overlooking a very long distance and a strong "fist" beating a very long distance, he stressed once again that it is necessary to operate many more reconnaissance satellites in the aspect of increasing the effectiveness of the powerful military strike means of the DPRK as well as for self-defence.

Underlining the need to take note of the fact that the U.S. imperialists brought the nuclear carrier Carl Vinson and the nuclear-powered submarine Santa Fe to the south Korean region yesterday and today to turn the region into an advanced base of their aggressor forces and nuclear arsenal, he said that to closely monitor and grasp the nature of such maneuvers of the U.S. imperialists and their vassal armies endangering the regional military situation is a serious issue directly related to the security of the DPRK. He then stressed the need to launch more various reconnaissance satellites, put them on different orbits and operate them in a combined and practical manner, as already clarified, in order to provide the DPRK armed forces with abundant valuable real-time information about the enemy and further promote their responsive posture.

Approving the suggestion made by the NATA to submit to the 9th Plenary Meeting of the 8th WPK Central Committee the immediate plan for securing the aerospace reconnaissance capability for monitoring south Korea and the Pacific and their vicinity, he said that the above-said plenary meeting would discuss and decide the plan for the launch of reconnaissance satellite for 2024.

 

 

 

 

 

DPRK NATA's Report on Successful Launch of Reconnaissance Satellite

 Pyongyang, November 22 (KCNA) -- The National Aerospace Technology Administration (NATA) of the Democratic People's Republic of Korea successfully launched the new-type carrier rocket "Chollima-1" loaded with the reconnaissance satellite "Malligyong-1" at the Sohae Satellite Launching Ground in Cholsan County, North Phyongan Province, at 22:42:28 on November 21, Juche 112 (2023).

The carrier rocket "Chollima-1" flew normally along the preset flight track and accurately put the reconnaissance satellite "Malligyong-1" on its orbit at 22:54:13, 705s after the launch.

The launch of reconnaissance satellite is a legitimate right of the DPRK for strengthening its self-defensive capabilities and it will make a significant contribution to definitely ramping up the war preparedness of the armed forces of the Republic in conformity with the security environment created in and around the country owing to the enemies' dangerous military moves.

Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the DPRK, oversaw the launch on the spot.

He was accompanied by Kim Jong Sik, vice department director of the WPK Central Committee, and Jang Chang Ha, general director of the DPRK General Missile Bureau.

The respected Comrade Kim Jong Un oversaw the launch and warmly congratulated all the cadres, scientists and technicians of the NATA and relevant institutions on having made a great contribution to enhancing the Republic's war deterrent and most correctly and excellently implementing the resolution of the Eighth Congress of the WPK.

The NATA is to present to the 9th Plenary Meeting of the 8th WPK Central Committee a plan for continuing to secure the capability to reconnoiter the south Korean region and the region of operational interest of the DPRK armed forces by additionally launching several reconnaissance satellites in a short span of time. 

DPRK Slams U.S. Risky Weapon Sale

 

Pyongyang, November 20 (KCNA) -- A vice general director of the General Armaments Bureau of the Ministry of National Defence of the DPRK gave the following answer to a question raised by KCNA on Monday over the fact that the U.S. decided to sell the latest weapons to Japan and the south Korean puppets in a more undisguised way:

Recently, the U.S. decided to sell 400 Tomahawk cruise missiles and associated equipment to Japan.

Besides, it decided to offer the south Korean puppets the astronomical worth of cutting-edge lethal weapons, including 25 F-35 stealth fighters, 36 SM-6 ship-to-air interceptors and 42 AIM-9X Sidewinder air-to-air missiles, and stroke the "security of supply arrangement" with the south Korean puppet military with the aim of quickening the supply of munitions.

The weapons, which the U.S. planned to offer its military allied forces in the region, are offensive ones as their range exceeds the sphere of the Korean peninsula in view of their operational and tactical features. Therefore, it is obvious who will be targeted and attacked.

The U.S. planned sale of weapons is a risky attempt to fuel the military tensions of the Korean peninsula and the Northeast Asian region and cause another arms race.

While creating constant instability in the region of the Korean peninsula through the visible increase of nuclear strategic assets and aggressive large- scale joint military drills, the U.S. pushes ahead with rearming Japan and the south Korean puppets. The present situation shows that threat to the peace and stability of the Korean peninsula has come from the U.S. and its followers.

The U.S. irresponsible offer of murderous weapons is a crime of exporting confrontation and war in a bid to sustain its unchallenged position at the cost of destroying world peace and stability.

The U.S. administration argues that its weapon sale will not change the military balance of the region, but bloody unrest has been witnessed wherever the U.S.-made weapons came, including the European continent and the Middle East region. This foretells a grave military and political situation to come to the Korean peninsula before long.

The unilateral arms buildup beyond self-defense is sure to incite others to beef up their military forces to respond to such military move.

We warn the U.S. that the bigger profit it makes through the reckless weapon sale, the worse security crisis it will suffer.

The DPRK will further step up the building up of war deterrent for enhancing its national strategic safety and powerfully controlling and managing the regional situation to cope with the instability of the Korean peninsula caused by the military conspiracy and collusion of the U.S. and its followers and their transaction of lethal war

 

 

 

G7's Hostile Remarks Censured by Department Director General of DPRK Foreign Ministry

 

Pyongyang, November 14 (KCNA) -- Jo Chol Su, director general of the Department of International Organizations of the DPRK Foreign Ministry, answered the question put by KCNA on Monday as regards the fact that G7 foreign ministers pulled up the DPRK in their recent "joint statement".

Reporter: The G7 foreign ministers reportedly slandered the DPRK's exercise of self-defensive and legitimate sovereignty again in a "joint statement" released after their talks recently held in Tokyo, Japan. Would you please comment on this?

Director general: I resolutely reject and most strongly condemn the "joint statement" of the G7 foreign ministers' meeting, which is peppered with groundless and unreasonable accusations seriously encroaching upon the dignity and sovereignty of the DPRK.

G7, which is no more than a group for only a few countries' interests, cannot represent the international community.

G7, which has caused and fomented the recent international crisis, says this or that to find fault with independent sovereign states. This is just a mockery of and insult to the international community aspiring after fairness and equity.

I think G7 had better look at its image reflected in the eyes of the international community first before accusing others.

Even at this moment the U.S. is shipping cluster bombs and depleted uranium bombs, the usage of which are completely banned by international law, and other deadly weapons and huge lethal war hardware to Ukrainian battlefields to deliberately destroy peace and stability in the European region.

In the Middle East, it is conniving at and fomenting indiscriminate military strikes at Gaza Strip while zealously shielding Israel's hideous massacre of civilians as the "right to defense".

Meanwhile, it is keen on muscle-flexing in the Taiwan Strait and other parts of the South China Sea, talking about "freedom of navigation", "international order based on rules" and "opposition to power-based change of status quo". It has staged a series of bilateral and multi-party joint naval military exercises with their allies to escalate the regional military tensions to the maximum.

In the Korean peninsula, it is pushing the situation to the brink of a nuclear war by establishing different nuclear confrontation policies, including the "Washington Declaration," and accelerating the efforts for routine deployment of its strategic nuclear submarines, strategic bombers and other nuclear strategic assets called "three nuclear axes."

Furthermore, Japan which holds the G7 chairmanship this year has no qualification to talk about international peace.

Japan, at the instigation of the U.S., is desperately pursuing its wild ambition for turning itself into a military giant, setting it as its state policy to realize militarization. It is just a trouble-maker which has caused international uproar by discharging nuclear-polluted water containing a lot of poisonous substances into the Pacific, a sea common to mankind, recently in defiance of the repeated protests of the regional community.

Reporter: What about other G7 member states?

Director general: Britain, France, Germany and Canada, too, have disgraceful records by doing considerable harm to international peace and security.

Like the U.S., Britain is pursuing the protraction of the Ukrainian crisis, offering depleted uranium bombs to the Kiev authorities and providing it with Storm Shadow and other cruise missiles with a range of more than 250 km and a huge amount of latest anti-tank weapons.

It also dispatched an aircraft carrier and other forces to the Asia-Pacific region and unhesitatingly transferred the nuclear submarine technology to its ally as a member of the confrontational security alliance AUKUS to seriously disturb regional and global peace and stability.

Other countries are also actively joining the U.S. in its moves to build the "Asian-version NATO" by dispatching various warships, including frigates, and patrol planes and fighters’ squadrons to regularly stage joint drills with Japan and the south Korean puppet forces in the Korean peninsula, its vicinity and other parts of the Asia-Pacific region.

All facts go to clearly prove that G7 is a confrontational group of destroyers and violators of peace and stability who stir up and aggravate distrust, conflict, confrontation and armed clash across the world.

Reporter: I think such G7 has neither qualification nor justification to fault others. Then, can you tell me the reason why G7 persistently pulls up the DPRK and other independent sovereign states over their exercise of the legitimate right to self-defense?

Director general: It is crystal-clear. It is the sinister intention of G7 to divert international criticism away from itself by employing such a trite method as hyping up the "threat" from independent sovereign states.

Now the international community is strongly reacting to the irresponsible and exclusive peace-breaking moves of G7 in different parts of the world. It        is        well    illustrated     by      the     fact    that    even   European          countries      are increasingly vocal opposing the military support for Ukraine.

The G7 member states have faced worst-ever internal and external crisis for having pursued reactionary domestic and foreign policies.

The more recklessly G7 pulls up independent sovereign states over their exercise of the right to self-defence, the more clearly it will betray its criminal entity as a peace strangler, confrontation maniac and nuclear war merchant.

G7 is just the main dangerous source of destroying global peace and security and the main stumbling block to the establishment of a just international order.

It has lost the justification for its existence.

G7, the remnant of the Cold War, should be dismantled immediately, and this will be the first step toward defusing the present international crisis and restoring global peace.

New IRBM Solid-fuel Engine Test Conducted in DPRK

 

Pyongyang, November 15 (KCNA) -- At a time when the dynamic struggle is being accelerated to bolster up the country's defense capabilities in every way, the missile industry of the DPRK has developed new-type high-thrust solid-fuel engines for intermediate-range ballistic missile again, which are of important strategic significance, and successfully conducted the first ground jet tests of the first-stage engine and the second-stage engine on November 11 and 14 respectively.

Examining the long-term plan for modernizing the DPRK's defense capabilities, given the ever-changing unstable situation and security environment in the region, the Sixth Plenary Meeting of the Eighth Central Committee of the Workers' Party of Korea and the Fourth Enlarged Meeting of the Eighth Central Military Commission of the WPK set forth it as an important task of the missile industry to improve ICBM Hwasongpho-18 and IRBM in the 2023 plan for developing defence science and weapons systems.

The tests were aimed at evaluating the technical specifications of the newly developed high-thrust solid-fuel engines for IRBM.

The first ground jet tests of the first- and second-stage engines were very successful and the reliability and stability of the already-established Korean- style high-thrust solid-fuel engine designing and manufacturing technologies were clearly verified once again.

The tests provided a sure guarantee for reliably accelerating the development of the new-type IRBM system.

The DPRK General Missile Bureau attached great significance to the development of the new-type IRBM, considering that the recent tests are an essential process for further enhancing the strategic offensive capabilities of the DPRK's armed forces in the light of the grave and unstable security environment facing the country and the future military situation in the region, in which the enemies will get more vicious in their military collusion and nexus.

 

Press Release of IDP of DPRK Foreign Ministry

 

Pyongyang, November 13 (KCNA) -- The Institute for Disarmament and Peace (IDP) of the DPRK Foreign Ministry on Monday issued the following press release "The dissolution of 'UN Command' is an essential requirement for preventing the outbreak of a new war and defending peace and security in the Korean peninsula":

The U.S. and the puppet south Korean military gangsters are going to hold the first meeting of defense authorities of puppet south Korea and member states of the "UN Command" in the region of south Korean puppets on November 14.

This confab, to be held under the manipulation of the U.S. secretary of Defense, will reportedly adopt a "joint declaration" showing the will of "UN Command" member states to cope with contingency in the Korean peninsula.

The "UN Command", which should have been dissolved decades ago, is now revealing its aggressive nature again, seeking to cook up a declaration of confrontation simulating the second Korean war. This shows that the security terrain of the Korean peninsula is being more definitely turned into a war- oriented structure by the U.S. and its followers.

The Institute for Disarmament and Peace of the Foreign Ministry of the Democratic People's Republic of Korea (DPRK) clarifies the following stand, considering it necessary to arouse the attention of the international community to the ghostly entity "UN Command" aggravating the situation of the Korean peninsula and the illegality of its activities:

First, the "UN Command" is an illegal war organization fabricated by the U.S. to send more aggression troops to the Korean front during the Korean War in the 1950s.

The U.S. instigated the Syngman Rhee puppet regime to launch an all-out armed invasion of the DPRK on June 25, 1950. And it cooked up "resolution" No. 82 of the UN Security Council, which branded the DPRK as an "aggressor", availing itself of the former Soviet Union's absence at the UNSC meetings taken in protest against the Taiwanese authorities' exercise of China's representative right at the UN.

Then, it cooked up in succession the UNSC "resolution" No. 83 "recommending the UN member states to offer necessary aid to the 'Republic of Korea'" and the UNSC "resolution" No. 84 calling for "attaching the armed forces of satellite states to the U.S.-led combined forces command and using the UN flag".

In this regard, on June 29 and July 6, 1950, the government of the Soviet Union sent to the UNSC its messages stressing that any resolutions adopted without approval of the Soviet Union and China, permanent member states of the UNSC, contrary to the UN Charter, would not be effective.

All the facts show that the U.S. introduced its followers into the Korean front by abusing the name of the UN, pursuant to its ulterior intention to "legalize" its war of aggression on the DPRK.

Second, the "UN Command" is no more than a U.S. tool for confrontation as it has nothing to do with the UN.

In fact, the "UN Command" came to appear since the U.S. arbitrarily changed the name of the "Combined Forces Command" led by it into the "UN Command" in its report on the activities of the "Combined Forces Command" submitted to the UNSC on July 25, 1950.

The UNSC meeting on January 31, 1951, after the Soviet Union's re- participation in the UNSC activities, adopted its resolution No. 90 on deleting the agenda "complaint against aggression on the 'Republic of Korea'" put by the U.S. on June 25, 1950. This is self-acknowledgement of the UN that the mobilization of multinational forces in the Korean War was wrong.

On June 24, 1994, UN Secretary-General Boutros Boutros Ghali admitted that the Combined Forces Command was not established as an appendage under the UNSC control and it is under the control of the U.S.

On December 21, 1998, UN Secretary-General Kofi Annan, too, stated that none of his predecessors had allowed any country to connect the name of the UN with the armed forces dispatched to the Korean War by the U.S. or its command. After that several UN officials repeatedly stressed that the UN Command is not an organization of the United Nations and it is not under the direction or control of the UN.

This being a hard fact, the U.S. has abused the signboard of the "UN Command" for its aggression forces. It is a wanton violation of international law including the UN Charter and a shameless insult to all the UN member states.

Third, the "UN Command" is an illegal organization which should have been dissolved decades ago in accordance with the resolution of the UN General Assembly.

The plenary meeting of the 30th session of the UN General Assembly on November 18, 1975 simultaneously adopted two resolutions on disbanding the "UN Command" and withdrawing the U.S. forces, in reflection of the just demand of the DPRK and the broad international community for the immediate withdrawal of the U.S. occupation forces from the region of south Korean puppets.

Resolution No. 3390(xxx)B, initiated by progressive member states of the UN, calls for unconditional and immediate dissolution of the "UN Command" and withdrawal of all foreign troops from the puppet region. Resolution No. 3390(xxx)A, proposed by the U.S., states that the "UN Command" should be disbanded from January 1, 1976 and the U.S. forces should be withdrawn from the puppet region if another mechanism is established to maintain the Armistice Agreement.

At that time the U.S. clarified the conditioned disorganization of the "UN Command" and its willingness for the pullout of the U.S. forces, as a last resort to avoid the immediate dissolution of the "UN Command". Anyhow, this evidently shows that they themselves recognized the "UN Command" as an entity to be disbanded.

Nevertheless, the "UN Command" has persisted for several decades and is now reviving as a U.S.-led multinational war tool. This is serious developments that endanger the security in the Asia-Pacific region including the Korean peninsula.

Moreover, the U.S. and the puppet south Korean forces are staging large- scale joint military drills of aggressive nature while deploying nuclear strategic assets in the Korean peninsula one after another. Timed to coincide with this, the defense authorities of member states of the "UN Command", a war tool for aggression, seek to discuss a joint counter-action plan which made the contingency on the Korean peninsula a fait accompli. This is a dangerous scheme to ignite a new war of aggression on the DPRK.

The confab of defense authorities of the "UN Command" member states, to be held by the U.S. and its vassal forces, goes to clearly prove that the U.S. has never changed in its aggressive nature to occupy the whole Korean peninsula by force of arms but already started to provide actual conditions for igniting the second Korean war.

The international community should heighten vigilance against the U.S. and its vassal forces' military moves for bringing a new war cloud to the Korean peninsula and the region and resolutely denounce and reject them to save the world from the holocaust of a thermonuclear war.

As in the past, the DPRK will fulfill its responsible mission in the future, too, to drive out the foreign forces and ensure lasting peace and stability in the Korean peninsula and the region.

The illegal and aggressive "UN Command" should be dissolved without delay, and this is an essential prerequisite for restoring the authority and impartiality of the UN and promoting peace and stability of the Korean peninsula.

The Resolution “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba” was adopted with the approval of the overwhelming majority of the UN member states at the recent plenary meeting of the 78th session of the UN General Assembly (UNGA).

This is another brilliant victory achieved by the Cuban people in the course of 60-odd-year-long struggle for territorial integrity, sovereignty and socialist construction.

187 countries which account for the absolute majority of the UN member states have voted in favor of this UNGA resolution. This is a manifestation of the sentiment of the international community, opposing strongly the unilateral economic, commercial and financial embargo imposed by the U.S. against Cuba and supporting the Cuban people in their sacred cause of justice.

Only the U.S. and Israel vetoed the resolution.

Since the first day of the victory of the Cuban revolution, the U.S. has been imposing an all-out economic embargo on the former, in flagrant violation of the UN Charter and international laws, for the sole reason that the Cuban people are adhering to the ideals of anti-imperialism, independence and socialism.

Resolutions calling for an end to the U.S. blockade against Cuba have been adopted at the UN General Assembly with support of a majority of the UN member states every year since 1992. However, the U.S. has persisted in voting against those resolutions and pursuing sanctions and pressure to stifle socialist Cuba.

The cruel and inhumane blockade by the U.S. caused indescribable misfortunes and pains for the Cuban people for as long as more than half a century, leading to the economic loss of an astronomical figure.

According to the recent announcement of the Cuba’s foreign ministry, the economic loss incurred by the harsh U.S. sanctions and blockade comes to 405 million USD every month.

This single fact is good enough to vividly show the inhumane and heinous nature of the U.S. which seriously violates and threatens the fundamental rights to existence and development of Cuban people.

This year alone, the current U.S. administration continued listing Cuba as “state sponsor of terrorism” and decided to extend the sanctions against Cuba by another year, wielding the exclusive "Trading With The Enemy Act".

The coercive measures of the U.S. against Cuba are an outrageous violation of the UN Charter and international laws that stipulate the principles of respect for sovereignty, equality and non-interference in internal affairs. They are an intolerable criminal act.

The U.S. should look clearly at the ever-raging public sentiment of the international community, lift without further delay the unilateral and extraterritorial embargo on the economy, trade and finance of Cuba and remove it from the list of “state sponsors of terrorism”.

We will as ever continue to express full support for and solidarity with the Party, government and people of Cuba in their righteous struggle to safeguard the national dignity and sovereignty and gains of revolution, develop the economy and improve the people’s livelihood. Japan Can Never Evade State Responsibility for Hideous Crimes against Humanity

 

Pyongyang, November 13 (KCNA) -- Kim Sol Hwa, a researcher of the Institute for Japan Studies under the DPRK Foreign Ministry, issued the following article "Japan can never evade the state responsibility for the hideous crimes against humanity":

The Japanese authorities' recent shameless act of denying the history is further touching off the anti-Japanese sentiments of the Korean people.

The chief Cabinet secretary of Japan, who said on August 30 that a "record can not be found in the government to grasp the true relations" with the massacre of Koreans in Kanto, made reckless remarks once again on November 9 that "the government's view is that it is difficult to grasp the fact at present as there is not court record."

It is a stark historical truth recognized by the public at home and abroad that the massacre of Koreans in Kanto was a thrice-cursed national chauvinist massacre committed by Japan in an organized and planned way with the mobilization of its state power.

As regards the centenary of the great Kanto quake this year, data proving the involvement of the authorities have been disclosed at a time when various events took place one after another to honor the memory of the Korean victims and witnesses and material evidence disclosing the massacre were unearthed. So the Japanese public is becoming increasingly vocal demanding that the government admit the state responsibility for the massacre and make an apology.

Under such situation, the chief Cabinet secretary speaking for the government's stand has persistently denied the massacre, talking about "record". This is an intolerable insult to the victims and their bereaved families and a shameless act to evade the state responsibility for the hideous crimes against humanity.

The atmosphere of hostility toward the DPRK is rampant in the whole society of Japan and the DPRK-Japan relations are getting worse day by day. This is attributable to the principal statesmen of Japan who have no sense of guilty about the past crimes and are ignorant of elementary human ethics and morality.

Japan is making desperate efforts to erase its blood-stained past history.

This is a clear proof of its will to repeat the history of aggression.

The persistent denial of the criminal acts can never cover up the truth of history, and Japan can never evade the responsibility for the crimes.

 

Spokesperson for DPRK Foreign Ministry Issues Press Statement

 

Pyongyang, November 11 (KCNA) -- A spokesperson for the Ministry of Foreign Affairs of the DPRK released the following press statement on Saturday:

During the recent Asian tour, U.S. Secretary of State Blinken expressed ungrounded "concern" over the equal and normal development of the relations between the DPRK and the Russian Federation, talking about "additional actions" against the two countries and the "theory of Chinese role".

The DPRK reconfirmed that the present U.S. administration is steeped in morbid repugnancy toward the development of relations between independent sovereign states which are forged on the basis of recognized principles of international law including the sovereignty equality, mutual respect, non- interference and mutual benefits.

The irresponsible and provocative remarks of Blinken only escalate the dangerous political and military tension in the Korean peninsula and the region and, moreover, do not help relieve the U.S. of its "concern".

If he is truly concerned about the security of the "Republic of Korea" and the Ukrainian crisis, he should also attach importance to the security concerns of the DPRK and the Russian Federation and, if he is truly concerned about the "violation of resolutions" of the international non-proliferation system and the UNSC, he should sincerely pay attention to the international community's concern over the U.S. illegal policy of "sharing nuclear weapons" with its allies and the extreme double standards of the UNSC.

The only way for relieving the U.S. of its "concern" about the DPRK's exercise of its rights as a sovereign state and the DPRK-Russia relations is to abandon the hostile policy toward the two countries and the Cold War mentality and withdraw the political provocations, military threats and strategic pressure on the DPRK and Russia.

The equal and reciprocal cooperation among the DPRK, the Russian Federation, the People's Republic of China and other independent sovereign states is playing a pivotal role in defending peace and stability not only in the Korean peninsula and the region but also in the world.

The U.S. underestimation of the righteous international community's solidarity and unity is the main cause of the failure of its present miserable foreign policy.

The U.S. secretary of State assured that the U.S. can take an effective part in the Indo-Pacific region, but the only solution for defusing the military tensions and restoring peace in the region is the U.S. absence which is essential in the practice of international relations.

The U.S. should be accustomed to the new reality of the DPRK-Russia relations. No matter what others may say, the friendly and cooperative relations between the DPRK and Russia aspiring after independence, peace and friendship will steadily grow stronger, and any attempt of the U.S. and its vassal forces to wreck peace and stability in the Korean peninsula and the region will be faced with strong and coordinated counteraction of independent sovereign states.

U.S. HIGH-RANKING OFFICIALS' VISITS WILL BRING ABOUT NEW WAR CLOUD ON KOREAN PENINSULA AND ASIA-PACIFIC REGION

Shortly ago, I stressed that the reactionary alliance policy boasted by the

U.S. administration might be a key factor driving the U.S. into a strategic dilemma.

However, the U.S. is being wrapped in mystery unreservedly, persistently seeking the tightened confrontational alliance targeting the third party.

It is a typical example that high-ranking officials of the U.S. administration are touring the Asia-Pacific region amid the protracted Ukrainian situation and the uncontrollable armed conflict in the Middle East region.

Anybody with a view of the world political situation and the Indo-Pacific strategy pursued by the U.S. can clearly tell about what is the aim of the visits of the U.S. secretaries of State and Defense and there is no need for any other interpretation.

The present situation clearly proves that the real intention of the U.S. advocating "dialogue" and "maintenance of stable relations" with a hostile country is to implement the line of confrontation and deterrence at will by minimizing the rebound of its other party who may put it in a tight corner.

What should not be overlooked is that uninvited guests from across ocean will seek the extreme confrontation on the Korean peninsula which is the biggest hotspot in the world and has reached the height of explosion.

In the region of the south Korean puppets, U.S. Secretary of State Blinken is to hold a confab with the puppets over the issue of the DPRK's sovereignty.

U.S. Secretary of Defense Austin is to host a U.S.-puppet south Korea annual security consultative meeting and the defense ministerial talks of the puppet south Korea- "UN Command" membership to discuss proposals for the military confrontation with the DPRK.

The U.S. is going to hold even a meeting of military chiefs of the "UN Command" membership, a product of the Korean war in the 1950s, not content with discussing the confrontation proposals for politically doing harm to the DPRK and militarily pressurizing the DPRK. This provocative act reminds one of the visits of the warmongers for field inspection to ignite the second Korean war.

Given the historic precedents in which the political and military confrontation and conflict have been escalated in the places where the U.S. footprints are left, there is no doubt that the recent visits of the U.S. secretaries of State and Defense will bring about a new war cloud in the Asia- Pacific region, too.

What is clear is that any rhetoric and adventurous act cannot cover up the miserable position of the U.S. which is plunging into a strategic crisis in different parts of the world and halt the decline of the "only superpower" becoming more evident day by day.

The failure of the domestic and foreign policies and the subsequent strategic crisis have already become an inevitable fate of the U.S., and such scenery is being unfolded vividly in Europe and Middle East.

Whether or not a new geopolitical crisis hastening the end of the U.S. will be created in the Asia-Pacific region entirely depends on the U.S. behavior.

The U.S. moves to strengthen the alliance against the anti-U.S., independent countries will accelerate the just international community's punishment power and conclusion of counteraction and serve as a catalyst for totally destroying the hegemonic position of the empire of evils.

The present international crisis is the one of the U.S. and its strategic defeat is a matter of time.

Press Statement of Spokesman for DPRK Ministry of National Defence

 

Pyongyang, November 16 (KCNA) -- A spokesman for the Ministry of National Defence of the DPRK released the following press statement "Peace and security in the Korean peninsula region will be firmly guaranteed by our revolutionary armed forces" on November 16:

The U.S. military authorities' visit to the region of south Korean puppets from Nov. 12 to 14 clearly proves that the U.S. and its followers are just the chief architects of ever-escalating tensions on the Korean peninsula.

The U.S. imperialist warmongers and their followers amended the "tailored deterrence strategy" aimed at a preemptive nuclear strike at the DPRK and agreed to operate the tripartite real-time missile information-sharing system between the U.S., Japan and puppet south Korea within this year. They also incited extreme confrontation hysteria by bringing Ronald Reagan nuclear carrier strike group to the region of south Korean puppets.

Thus, the hostile forces betrayed themselves that their military posture towards the DPRK is by no means defensive but aimed to invade the DPRK.

It is necessary to make it clear once again that the U.S. and its followers are just the ones that unilaterally aggravate the military tensions in the Korean peninsula region rhetorically and practically.

This year, too, the enemies escalated their nuclear threat to the DPRK by starting the operation of the "Nuclear Consultative Group" aimed at using nuclear weapons against it, staging the large-scale joint military exercises of aggressive nature, including Ulji Freedom Shield and Vigilant Defense, and bringing nuclear carrier, strategic nuclear submarine and nuclear strategic bomber to the Korean peninsula.

The danger of military confrontation has gone beyond the red line but military conflict has not yet broken out in the Korean peninsula. This is entirely because the armed forces of the DPRK are thoroughly deterring with their highly responsive posture the military moves of the U.S. and its vassal forces.

It is the noble mission of the Korean People's Army to thoroughly deter any outside aggression attempt, mount a resolute counterattack on any military provocation that encroaches upon the sovereignty and security of the state and maintain full war readiness to reliably defend the territorial integrity of the country.

The armed forces of the DPRK will strongly control and manage all threats to its national security and interests with more offensive and overwhelming counteraction capabilities and through visible strategic deterrent military actions, given the new security instability being created in the Korean peninsula region and the ever-changing forms and nature of the U.S. and its allied forces' military threat.

International Affairs Commentator on Present Crisis of U.S. Administration

 

Pyongyang, November 4 (KCNA) -- Kim Myong Chol, a commentator on international affairs of the DPRK, issued the following article titled "The present external crisis facing the U.S. reflects the failed domestic and foreign policies of its administration":

Shortly ago, Jake Sullivan, national security advisor of the White House, made public a contribution of the policy "achievements" of the Biden administration.

The contribution noted that the U.S. political situation which had been disturbed after the present U.S. administration took office was put right and the U.S. influence in the international arena began to recover. It is clear to everyone that this contribution is aimed to emphasize that its domestic and foreign policies are "successful".

No one will sympathize with this assertion if he knows the situation and result of the U.S. domestic and foreign policies to a certain degree except officials of the present U.S. administration.

It is three years since the present U.S. administration took office, but the political and economic confusion in the U.S. has reached an extreme and the negative influence caused by the reactionary foreign policies of the U.S. is so serious that it can hardly judge the scale.

First of all, the economic situation in the U.S. which Sullivan reckoned as the biggest achievement of Biden is getting darker with each passing day.

This year alone, large banks such as Silicon Valley Bank and First Republic Bank went bankrupt one after another and shortly ago, the U.S. automobile trade union launched a strike against three large auto industrial complexes, including General Motors.

Against this backdrop, on August 1, the White House and the secretary of Treasury staged a tragic farce which had to turn out in placating public opinion as the international credit assessment institution Fitch Ratings estimated the U.S. credit rating to its lowest level for the first time in 12 years as regards state debt and even suggested the possibility of domestic economic stagnation.

More than 50 percent of respondents in the recent U.S. opinion polls are severely criticizing the economic policy of the Biden administration, saying that its economy has become more difficult. Increased inflation rate, rising prices and lack of state response are becoming an endemic disease of the U.S. economy.

Next, the vulnerability of industrial foundations to support the U.S. military muscle is fully revealed.

Due to the persistent deterioration of the U.S. economy, the Congress has reduced or postponed the defense budget required by the Ministry of Defense and the development of arms and equipment of the U.S. military and the plan for producing munitions faced not a few difficulties.

Military experts of the U.S. hardly concealed their concern over the reduction of the munitions production capacity of the U.S., saying that the defense budget is not keeping pace with increasing inflation rate.

According to a report by the U.S. Department of Defense, the life of ammunition-producing infrastructures in the U.S. is usually over 80 years, and most of ammunitions are produced at buildings and facilities used in the Second World War.

After the U.S provided more than 1 400 Stinger portable anti-aircraft missiles to Ukraine, missile production has stopped due to the shortage of spare parts and, as a result, delivery to Taiwan and other countries has been delayed. This is just a short story showing the poor military industry of the U.S.

It is by no means fortuitous that a member of the U.S. House of Representatives compared the present situation to the period of 1957 when the former Soviet Union launched the first artificial satellite Sputnik 1, saying that the limitations of the existing U.S. weapons production capacity was revealed due to the Ukrainian situation and that it has been fully proved that how fragile and unstable the supply chain is.

All these are a natural result of the reckless arms support moves of the U.S. administration to its allies with the purpose to maintain its hegemonic position while advocating the advantage of strength.

What is more weighty is that the reactionary alliance policy which the present U.S. administration praises becomes a main factor driving the U.S. into a strategic dilemma.

The Ukrainian situation which has been making the U.S. spend up its state coffer is an inevitable product of the reckless schemes of the present U.S. administration for tightening relations with allies.

The U.S. which rendered distinguished service to the outbreak of the Ukrainian situation with NATO's reckless policy of advance to the East is spending an astronomical amount of money under the pretext of aiding the ally but it was a foolish option like pouring water into a bottomless jar.

The U.S. has offered military support worth about 46.6 billion US dollars, but the Ukrainian army's counterattack ended in an advertisement and the U.S. has become unable to pull itself out of the mire that it fell in crying out for tightening its alliance.

Against this backdrop, the Middle East policy of the U.S. to establish an alliance in the region against anti-U.S. independent countries including Iran while pursuing the one-sided policy for Israel under the pretext of "peace in the Middle East" has driven its situation floundering in Ukrainian situation into a greater dilemma by sparking an armed conflict.

The move for tightening the U.S.-Japan-puppet south Korea triangular military alliance which Sullivan lauded as the present U.S. administration's distinguished achievement this time, is a potential factor which can put the situation on the Korean peninsula into an uncontrollable phase.

It is reasonable that the international community is predicting that the U.S. may bear a strategic burden hard to remove if the situation on the Korean peninsula gets worse following the situation in Ukraine and the Middle East.

The relations between the U.S. and its allies are also heading for the point of explosion with irreconcilable contradiction.

The sudden withdrawal of the U.S. forces from Afghanistan, the establishment of AUKUS which drove a knife on the back of France, the increase of uneasiness of Europe and puppet south Korea due to the adoption of the "Inflation Reduction Act" and other instances that the Biden administration has damaged the interests of its allies are countless.

As the reality shows, the U.S. status is eroding, not recovering, and its national power is declining, not growing strong.

This is the present address of the U.S.

As Sullivan eagerly disregarded such situation, he praised himself in his contribution that the Middle East region has become more stable thanks to the efforts of the Biden administration but he was under a pelting rain of kicks and blows of media and became a butt for ridicule of the international community after a large-scale armed conflict broke out in only five days.

The status of the U.S. is not defined by an individual's opinion but judged by the world public.

The international community is vividly seeing the empire of evils going to ruin inside and outside and became further convinced of it through the contribution of Sullivan.

The more the U.S. talks about "leadership", the more horrible "destructive force" it will be, and it will plunge the world into a greater mess.

DPRK's Military Action Will Continue: Military Commentator

 

Pyongyang, November 3 (KCNA) -- A military commentator of the DPRK issued the following article "We will continue military action to bolster up the deterrence and ensure the strategic security in the Korean peninsula and the region" on Friday:

On Nov. 1, the United States conducted the test-fire of ICBM Minuteman 3 at the Vandenberg space force base, in the presence of a puppet south Korean military delegation.

The launch came to failure, but the test-fire, resumed in seven years with the participation of puppet south Korean military gangsters as part of demonstration of its "extended deterrence commitment", clearly shows who is the target of the U.S. nuclear and strategic weapons.

What should not be overlooked is the fact that the enemies dared to cry out for the redeployment of U.S. tactical nuclear bombs in the Korean peninsula, timed to coincide with a plan on the development of new-type nuclear bomb named B61-13 recently announced by the U.S. Defense Department.

The U.S. nuclear arms buildup is getting intensified amid the ever-escalating large-scale armed conflicts in the European Continent and the Middle East and the unprecedented military confrontation among nuclear weapons states. This cannot be construed otherwise than a dangerous scheme to attain military supremacy with the actual use of nuclear weapons.

The U.S. and puppet south Korean military gangsters' recent and ongoing military moves against the DPRK, including the landing of U.S. nuclear strategic bombers in the puppet region, are extremely provocative and reckless hostile acts that unilaterally escalate the military tension in the Korean peninsula.

The armed forces of the DPRK are keeping themselves fully ready to counter any hostile threat to its sovereignty and security and interests in order to neutralize such attempt outside the territory, while watching the enemy's moves.

The DPRK's military counteraction stand to respond to the nukes in kind is immutable, irrespective of whether the U.S. targets the DPRK with strategic nuclear weapons or deploys tactical nukes.

Now that the nuclear threat by the U.S. and its vassal forces to the DPRK nears a new red line, to steadily bolster up the self-defensive nuclear armed forces on the part of the DPRK is the exercise of its right to self-defense for protecting its security from the hostile forces' threat and a powerful diversionary measure for ensuring peace and security in Northeast Asia and the rest of the world.

The armed forces of the DPRK are filled with the determination to faithfully fulfill their constitutional obligations for defending the national sovereignty and territorial integrity and the rights and interests of the people by responding to the reckless military provocations of war maniacs with prompt, overwhelming and decisive counteraction.

The DPRK will as ever continue its military action to bolster up the deterrence and ensure the strategic security in the Korean peninsula and the region.

Pyongyang, November 3 (KCNA) -- The number of innocent civilian casualties is increasing as Israel has recently escalated its reckless military attack on the Gaza Strip gradually.

According to data available since the outbreak of the Middle East incident on Oct. 7, more than 8 000 Palestinians, including 3 000 children and 2 000 women, were killed and over 20 000 wounded in the Gaza Strip due to indiscriminate air raids and shelling by Israel. And the damage is expected to be further expanded in the future due to the humanitarian crisis.

Nevertheless, the U.S. is getting frantic with military support to Israel, far from making efforts to settle the situation, while continuing to connive at and foster Israel's killing of civilians.

After the outbreak of the incident, the U.S. has zealously instigated the attack on the Gaza Strip while increasing the degree of military support to Israel by dispatching two aircraft carrier strike groups, an amphibious assaulting ship, fighters and many other war hardware to the region, deploying missile defense and interception systems such as THAAD and Patriot and proposing to the Congress an omnibus aid plan including a $14.3 billion support to Israel, a spokesman of the Korean Jurists Committee said in a press statement issued on Friday, and went on:

This shows that although the U.S. is talking about the prevention of escalation of the situation, its real intention is to zealously patronize and back Israel's reckless military attack on the Gaza Strip.

The U.S. exercised veto at a meeting of the UN Security Council on the Middle East crisis on Oct. 18, talking about Israel's "right to self-defense" and also foiled the adoption of a resolution at a UNSC meeting on Oct. 26, calling for a "temporary truce", not an "immediate ceasefire". The fact goes to clearly prove that it has no interest in the protection of civilians in the Gaza Strip.

In particular, the U.S. has insisted that Israel is not to blame for the death of more than 500 civilians due to the attack on a Palestinian hospital, shamelessly claiming that the number of civilian deaths announced by the Palestinian health authorities cannot be confirmed directly on the spot and, accordingly, cannot be recognized. This fully reveals the U.S. cruelty and barbarity.

The U.S. loudly clamored about "humanitarian disaster", calling for the "protection of civilians" in Ukraine. But it is conniving at and encouraging Israel's hideous killings of civilians while keeping mum about this. This is the height of double standards.

Through large-scale protest demonstrations and rallies in different parts of the world, the international community is now strongly urging Israel, which does not hesitate to commit massacres of civilians, and the U.S., which is zealously patronizing, conniving and fostering them, to immediately stop the human slaughter.

A resolution demanding an immediate ceasefire for humanitarian purposes was adopted at the Oct. 27 special emergency meeting of the UN General Assembly with the approval of 120 countries. And a statement of the Middle East countries on putting an end to the war crimes of Israel against mankind and on making an immediate truce for the protection of civilians was made public on Oct. 28. They are an eruption of strong protest and anger of the international community.

The U.S. one-sided policy and reckless military support policy on Israel are hideous war crimes that cause the massacre of innocent Arabians. It is none other than the U.S. which should be brought to the International Criminal Court and ousted from the UN Human Rights Council.

To put an end to the double standards of the U.S. engrossed in high- handed and arbitrary practices in different parts of the world is a prerequisite for establishing a fair and just international order.
