Answer of Chief of Foreign News Section of Department of Press and Information of DPRK Foreign Ministry

Pyongyang, September 20 (KCNA) -- The chief of the Foreign News Section of the Department of Press and Information of the DPRK Foreign Ministry gave the following answer to a question put by KCNA on Sept. 20 as regards the fact that the U.S. decided to transfer the technology of building a nuclear-powered submarine to Australia:

The U.S. has recently struck the trilateral security partnership with Britain and Australia, and decided to transfer the technology of building a nuclear-powered submarine to Australia.

These are extremely undesirable and dangerous acts which will upset the strategic balance in the Asia Pacific region and trigger off a chain of nuclear arms race.

It is quite natural that neighboring countries including China condemned these actions as irresponsible ones of destroying the peace and stability of the region and the international nuclear non-proliferation system and of catalyzing the arms race.

Even a U.S. ally called the U.S. move a "brutal, unilateral and unpredictable decision" and "a stab in the back." That the spokesperson for the White House said the decision is for "security of the Indo-Pacific region" amounts to a stand that any country can spread nuclear technology if it is in its interests, and this shows that the U.S. is the chief culprit toppling the international nuclear nonproliferation system.

The U.S. double-dealing attitude getting all the more pronounced after the emergence of the new administration erodes the universally accepted international norm and order and seriously threatens the world peace and stability.

The prevailing situation shows once again that bolstering the capabilities for national defence from a long-term perspective should not be slackened even a bit in order to cope with the ever-changing international security environment.

We are closely looking into the background of the U.S. recent decision and its prospect and will certainly take a corresponding counteraction in case it has even a little adverse impact on the security of our country.

Don’t Mock the World

The U.S. and the Western countries has become a target of criticism and condemnation of the international society as their grave criminal acts of human rights violation came to light, which were perpetrated in Afghanistan in the past 20 years.

If they have even a tiny portion of moral principles and perception, it would be prudent for them to exercise self-restraint before the world.

This notwithstanding, the U.S. and the Western countries mocked the international society once again by talking about the “respect for human rights” in Afghanistan while putting aside their own human rights crimes at the meeting of the United Nations Security Council which was held some time ago.

It is a common practice for anyone with a criminal record to keep mum, afraid lest anyone discover his or her crime and true colors.

However, the U.S. and the Western countries, being impervious to such an emotional intelligence, are openly playing deceptive tricks on the stage where the issues of world peace and security are discussed with. Such being the situation, we can’t but conduct a post mortem on the true picture of “human rights” trumpeted by them.

In Afghanistan, the U.S. and the Western countries inflicted grievous deaths upon 470,000 peaceful civilians and tens of thousands of children, and gave birth to more than ten million refugees under the pretext of “counter-terrorism”.

However, they are blowing their own trumpet about their human rights crime as “hard-won development and gains for human rights and freedom.” Where on earth did this way of thinking originate from?

This traces back to the way of thinking of the colonialists who massacred the bare-handed indigenous people with guns and swords and raised the flag over a heap of their corpses, advocating that it is the product of “democracy”.

After all, what the U.S. and the Western countries talk about “human rights” and “freedom” are the ones which enable them to establish a ruling system obedient to them even at the cost of setting the whole world afire and slaughtering all the humanity.

On the contrary, the “human rights” entitled to other countries and nations only mean the “rights” which would make them fall down before their gunfire.

The U.S. and the Western countries are the main culprits of human rights violation who destroyed Afghanistan and other sovereign states and massacred innocent people. But they still dare to comment on the human rights and freedom before the world.

This is indeed a mockery of the international society and an intolerable act of insulting human rights.

What’s clear is that the era of domination, where the U.S. and the Western countries exercised “privileges” while taking the ideal and desire of humanity towards human rights as an excuse for interference and aggression, is drawing to an end, and there no longer exists a country in this world which would be deceived by their “human rights” farce.

The present era is an era where all countries and nations aspire to independence, and it is the voice of the world that the sacred rights of human beings should not become a political bargaining chip for specific forces any longer.

The international society will have to wage a resolute struggle without allowing the wrong acts of the U.S. and the Western countries that impose immeasurable pains and miseries on humanity disguising interference and aggressive policies against the sovereign states behind the signboard of “justice” and “human rights”.

Who Needs a War?

In September 2001, the United Nations General Assembly (UNGA) adopted at its 55th session a resolution designating September 21 as International Day of Peace and appealed to all countries of the world to cooperate with UN to put an end to wars worldwide.

However, the past history proves positive that the general awareness building against war and appeal can no way put an end to the war that threatens the very existence of humanity, and peace can be brought about only when the root cause of war is eliminated.

Then who is the main culprit of war driving the entire world into destruction? It is none other than the U.S. and the Western countries who seriously threaten and disturb world peace and security, regarding interference in the internal affairs of sovereign states and war of aggression as their major means of realizing dominationism and as their mode of existence.

Seeking monopolistic high profits, large-scale export of its capital and overseas expansion – these constitute economic strategy indispensable to the U.S. and the Western countries that operate and sustain it by big monopolies. And the victims of such a strategy are developing countries with inexhaustible supply of manpower and natural resources.

The U.S. and the Western countries disturb peace making it their business to interfere in the internal affairs of sovereign countries and perpetrate armed invasion.

No other purpose lies in it than to establish their politico-military domination system. It seeks to escape, at the same time, from their inherent economic crisis and stagnation by satisfying the hunger for money of big monopolies.

The sales market for mammoth munitions’ monopolies, the mainstream monopolies, is none other than the battlefield. When the whole territory of a sovereign state turns into barren land and its innocent people perish shedding blood, the U.S. and the Western munitions’ monopolies that have piled up money through mass sales of their war supplies rejoice over the boom – such is the world of the day mirrored in wars.

A few days ago, Brown University of the U.S. made public its research data to the effect that the U.S. waged wars squandering 8 trillion USD in more than 80 countries under the pretext of “counter-terrorism” since September 11 incident of 2001.

This is a clear example which awoke the world once again to the extent of profit the U.S. munitions’ monopoly earned at the cost of the bloodshed of numerous people.

BBC and many other Western media unanimously comment that the explosive increase of military expenditure by the U.K., France, and other Western countries is a measure to ensure business activity of numerous defense industries and an attempt at saving large enterprises and small and medium subcontractors from crisis.

Herein lays the true nature of the U.S. and the West who can batten on and exist only through wars. Seeking solely to sustain their lifeline and to satisfy their limitless greed, the U.S. and the West ruthlessly trample on sovereignty and dignity of sovereign states.

The thing of grave concern is that such acts of military aggression throw many countries around the world into ruins unable to be restored even after decades and into dark areas suffering unending famine and poverty, all of which causing an endless vicious circle of humanitarian crisis.

All countries aspiring to independence and peace should, in firm unity, resolutely reject the acts of aggression and interference by the U.S. and the West which are committed under the signboard of “democracy” and “counter-terrorism”, and actively struggle to safeguard peace and security of the world.
