GREAT ACHIEVEMENTS PERMEATED IN INDEPENDENT DEVELOPMENT OF AFRICA

 

In May, 1963, the heads of state and government of thirty-two countries in Africa met in Addis Ababa, Ethiopia and agreed that unity and integration were vital for bringing prosperity and progress to the continent. On the basis of this common understanding, they announced the establishment of the Organization of African Unity (former name of the African Union).

The Organization made substantial contributions to the promotion of cooperation and unity among countries in the region as they strived to oppose imperialism, colonialism and racism and achieve complete freedom and liberation of Africa. Today African people celebrate May 25, the founding day of the Organization, as Africa Day.

In the proud annals of the African countries’ prolonged endeavours spanning sixty years are recorded the immortal feats performed by President Kim Il Sung, who lent unreserved material and moral support to them striving for independent development and prosperity, national independence and building of a new society.

When the Chairman of the Popular Liberation Movement of Angola, Agostinho Neto came a long way to visit Pyongyang in October 1968, President Kim Il Sung clarified guiding strategies for the anti-colonial struggle of the Angolan people for national liberation. Again in August 1971, he expounded on detailed approaches to the anti-colonialist struggle for Agostinho Neto who paid another visit to our country, seeking for solutions to the difficulties that he was facing in his own country.

 In December 1975, President Kim Il Sung took measures to render unstinted material and technical aid to the President of Madagascar Didier Ratsiraka when he asked for our help to counter vicious attempts of the racist cliques to check the advance of his people for new development after the foundation of the Democratic Republic.

Whenever summit meetings of the Organization of African Unity took place, he showed firm solidarity to the just cause of the African people to oppose all kinds of domination and subordination and to achieve peace and prosperity of the region, thus further strengthening the ties of friendship and unity with the regional countries.

In 1983, he saw to it that a Korean technical team was sent to Conakry, the capital of Guinea and venue for the 20th Summit of the Heads of the State and Government of the Organization of African Unity, to build a magnificent conference hall as befits a symbol of friendship between the DPRK and Africa.

In April 1992 alone, President Kim Il Sung met with the Presidents of Equatorial Guinea, Uganda, Guinea and Sierra Leone respectively on their official goodwill visits to our country, expressed our support and encouragement to their struggle for a new society and offered perfect solutions to the issues arising in the independent development of the country and national economic construction. Likewise, he paid deep attention to the development of friendly relations with African countries till the last moment of his life.

Hence, the heads of state and government and personages from different circles of Africa awarded him many decorations and medals along with numerous gifts as a token of their respect and reverence     for President Kim Il Sung who was a benevolent teacher and true friend of the African people, having rendered wholehearted support to their struggle for national independence and building of a new society.

The exploits performed by President Kim Il Sung will shine forever through generations to come, as he illuminated the road ahead for the African people in their struggle for independence and justice and laid firm foundation for the traditional relations of friendship and cooperation between the DPRK and the countries in the region.

We are committed to fully supporting the African countries in their endeavors to achieve peace, stability and politico-economic integrity of the continent and build prosperous Africa by their own efforts and to boosting our relations of friendship and cooperation with countries in the region.

U.S.-JAPAN-SOUTH KOREA INFORMATION SHARING UNDER FIRE

 

Pyongyang, May 25 (KCNA) -- Kang Jin Song, an international affairs analyst, released the following article under the title "The establishment of the U.S.-Japan- south Korea tripartite information-sharing system will lead to tripartite sharing of crisis" on May 25:

The U.S., Japanese and south Korean chief executives met in Hiroshima on May 21 to discuss new sinister measures for tightening their military cooperation, talking about the DPRK's "threat and provocation".

In the "brief talks" that took only less than two minutes, the hostile forces discussed the tripartite security cooperation such as "the real-time sharing of north Korean missile alert information."

It is a well-known fact that nine years ago the U.S. cooked up the Tripartite Information Sharing Agreement (TISA) by pressurizing Japan and south Korea, thus officially instituting the triangular cooperation in the military field for the first time.

The U.S. has given top priority to the sharing of military information on the DPRK in strengthening the tripartite military cooperation and has steadily pushed forward with it. Recently, it has underpinned behind the scene the restoration of the Japan- south Korea General Security of Military Intelligence Agreement (GSOMIA) which was on the verge of abrogation.

However, it is impossible to ensure the real-time tracking of movements of the strategic rivals in Northeast Asia with TISA, which allows the sharing of information only via the U.S, and with GSOMIA, which allows only requested exchange of information. This is a trouble of the U.S.

The U.S., for this reason, seeks to connect the command and control systems of the

U.S. forces in Japan, the U.S. forces in south Korea, the "Self-Defense Forces" of Japan and the south Korean forces to its Indo-Pacific Command and thus build a system for real-time sharing of military information.

The U.S., Japanese and south Korean chief executives were committed to the real- time sharing of missile alert information in Phnom-Penh of Cambodia in November last year and recently reaffirmed it again. This goes to prove that the project for establishing a tripartite information sharing system is being pushed forward at the final stage.

Recently floating is the rumor that the U.S., Japanese and south Korean defense authorities would finally conclude an agreement on tripartite information sharing on the occasion of the Shangri-La Dialogue to be held in early June. This is not fortuitous.

What is the aim sought by the U.S. in pushing forward with the establishment of the tripartite information sharing system with Japan and south Korea on a top priority basis?

In recent years the U.S. has lavished its investment on forming the triangular military alliance between the U.S., Japan and south Korea, an "Asian version of NATO", in Northeast Asia which is of core military strategic significance in carrying out its Indo-Pacific strategy.

The ever more frequent deployment of the U.S. strategic assets in Northeast Asia and the U.S.-Japan-south Korea joint military exercises are taking place at the level of the military alliance.

In particular, the U.S. president called the south Korean chief executive to the White House in April to declare the establishment of the "nuclear consultative group" and even Japan is planning to take part in it. This proves that the triangular military cooperation between the U.S., Japan and south Korea will soon be shaped into a NATO-style nuclear cooperation alliance.

Furthermore, such new function as real-time tripartite sharing of information will be added to the cooperation, which means the emergence of the actual U.S.-Japan-south Korea military alliance with the single nerve centre in Northeast Asia.

The master and its stooges, hell-bent on pursuing hegemony, overseas expansion and confrontation with the DPRK, work hard to acquire integrated military information images without any blind spot in the Asia-Pacific region including Northeast Asia. It is as clear as noonday for what purposes they will be used.

Military and political blocs of exclusive and confrontational nature such as AUKUS, Five Eyes and QUAD, the products of the U.S. ill-minded divisive military and foreign policy, are now located more densely in the Asia-Pacific region than any other regions, exposing peace and security of mankind to grave threats.

Another military alliance is to appear in the region where the confrontation between powers is escalating. This further stirs up the international community's uneasiness and concern.

Moreover, the military bloc with such extremely dangerous perfect multiple functions as NATO-style multi-party nuclear cooperation and real-time sharing of military information will appear just in Northeast Asia. This is heightening the vigilance of regional countries including the DPRK to the maximum.

The U.S. vicious scenario for confrontation is the most serious threat to global peace and security as it seeks to invent a "pretext" for fabricating the U.S.-Japan-south Korea military bloc by violating the inviolable security of the DPRK and to secure its military edge in the Asia-Pacific region by cooking up the "Asian-version NATO."

The DPRK and the righteous international community will never tolerate the anti- peace grouping by the U.S. and its followers but frustrate the hostile forces' wrong choice step by step with powerful strength.

The U.S. and its followers will get more and more exposed to security crisis facilitating its final ruin for its frantic moves to tighten their military alliance against the DPRK and expand the war drills for aggression. This is an equation characterizing the present dynamic structure of the Korean Peninsula.

If the U.S. and its stooges add a new variable called the tripartite information sharing system to this invariable equation, crisis sharing, instead of information sharing, will turn out as a functional value.

KOREAN PENINSULA DOES NOT WELCOME EUROPEAN GENTLEMEN INCITING CONFRONTATION AND HOSTILITY

 

Pyongyang, May 25 (KCNA) -- Pak Myong Chol, an international affairs analyst of the DPRK, released the following article titled "Korean Peninsula does not welcome European gentlemen inciting confrontation and hostility" on May 25:

The president of the European Council and the chairperson of the European Commission visited south Korea recently.

At a confrontational inter-bloc confab held in Hiroshima of Japan, they were treated as observers. It is needless to pay heed to the reason why they flied to south Korea, but their thoughtless behavior during the junket makes us reconsider the status of the European Union allegedly representing a pole.

No sooner had they set their feet on south Korea than they visited the demilitarized zone, during which they carried on Twitter such awful words "North Korea's nuclear weaponization is a threat to regional peace." At talks and joint press conferences, they said "European Union will not accept north Korea's possession of nuclear weapons as a normal thing as it does not tolerate Russia's invasion of Ukraine," not content with blaming Russia and China to copy what the U.S. does.

This only adds to the impression that today's European Union is just a passionate observer that is only good at copying others without its own way of thinking and principle.

As for the DPRK's status of a nuclear weapons state cited by them, we have never asked EU to recognize something about it as we don't feel the need to do so.

As we are accustomed to witnessing the present plight of EU becoming more and more divisive and dependent on the U.S. as days go by, EU had better get used to the status of the DPRK as a nuclear weapons state now.

This time the European rulers unreasonably pulled up the DPRK, saying that its bolstering of self-defence capabilities poses threat to the regional peace. This is just the most typical revelation of the present plight of EU which has lost its strategic independence almost completely as a result of its pursuance of the divisive U.S. pro- alliance policy.

They are keen on gaining the favor of the south Korean puppets, desperately turning a blind eye to the joint military exercises of aggressive nature still going on near the military demarcation line, let alone such threatening rhetoric against the DPRK daringly touted by the U.S. and its vassal forces as "end of regime", "beheading operation" and "occupation of Pyongyang." Such behavior highlights their hypocritical colors and wretched plight.

The EU, getting exposed to security crisis after the outbreak of the Ukrainian event while pressurizing Russia at the U.S. beck and call, is now extending their begging hand even to south Korea completely subordinated to the U.S. militarily and taking very unfair and prejudiced stand on the Korean Peninsula issue at the end of its desperate efforts for winning military support for Ukraine.

However, EU is seriously mistaken in its calculation to meet its interests by intermingling the issue of the Korean Peninsula with the issue of Ukraine and sharing security with the south Korean puppets.

It is not hard to imagine what would happen if the EU, which has its one leg already plunged into the Ukrainian slough, ties another leg to the U.S. war chariot dashing to the Korean Peninsula across the ocean.

EU had once been appreciated as an "impartial mediator" for maintaining objectivity and impartiality over the Korean Peninsula issue.

Now, EU has turned into a hanger-on neither recognized nor welcomed by anyone, for it has pursued utterly unbalanced Korean Peninsula policy.

EU seemingly seeks to defuse the present security crisis, brought by its blind pursuance of the U.S. policy of pressurizing Russia, by taking advantage of the hostile policy toward the DPRK. But EU should awake from such foolish dream.

The Korean Peninsula never welcomes the European gentlemen who incite confrontation and hostility.

EU should awake to the fact that if it blindly follows the U.S. hostile policy toward the DPRK as now, it will be held accountable for escalating tensions on the Korean Peninsula together with the U.S.

Genuine Spring Is Coming to Arab World: International Affairs Analyst of DPRK

 Pyongyang, May 26 (KCNA) -- Jong Yong Rim, an international affairs analyst of the DPRK, released the following article titled "Genuine spring is coming to Arab world" on May 26:

The 32nd Summit of the Arab League was recently held in Saudi Arabia.

The meeting, attended by all its 22 member states including Syria after over 10 years, specially stressed the need to take concerted action so as to reject foreign interference in the region and ensure the stability and security of Arab and defend its interests. To this end, it took positive and relevant steps to resolve the regional issues, including the Syrian crisis, the Palestinian cause and the Sudan dispute, by its own efforts.

The meeting reflecting the regional countries' aspiration and enthusiasm for independence shows that the catastrophic consequences of the "Arab spring" brought by the U.S. and the West over ten years ago have finally begun to fade.

In December 2010, a demonstration of citizens was staged in a local city of Tunisia to demand the improvement of living conditions, which developed into violence urging the resignation of the president at the instigation of the U.S. and the West. With this case as a starting point, the "Arab spring" immediately spilled over into several countries like a malignant tumor.

Since the beginning of 2011, the "Arab spring" had swept Egypt, Libya and Yemen, resulting in the overthrow of legitimate governments in those countries. In March 2011, even Syria was plunged into great chaos and a long-term crisis began.

The Arab region, where the people had enjoyed peaceful and normal life, quickly turned into a theatre of confusion, disorder, conflict, confrontation and slaughter as a result of the revolution which is not a revolution, and the "Arab spring" which is not a spring, which was caused by the persistent behind-the-scenes control by the U.S. and the West to forcibly implant the "American outlook on value and democracy".

While resorting to such stereotyped method as "divide and rule", the U.S. sought to play down the Palestinian issue, the core of the Arab cause, by splitting Arab countries.

It has also been busy selling weapons to Arab countries in the Middle East under the spurious signboard of "security guarantee", while hyping up "threat" from Iran. As a result, the monopolistic profits of the U.S. have snowballed, but the division, friction, social instability and tension among the regional countries have festered to the maximum.

However, the U.S. unjust attempt to prioritize its interests and use the regional countries as a tool and shock brigade for carrying out its strategy for hegemony has faced stronger opposition from the regional countries as the days go by.

The recent meeting rejected foreign forces' interference in the regional issues including the Syrian crisis, the Palestinian cause and the Sudan dispute and decided to settle them by its own efforts in the light of its own interests. This eloquently proves that the "Arab spring" brought by the U.S. Middle East policy is falling into irreversible bankruptcy.

It can be said that the 32nd Summit of the Arab League was a significant occasion for informing the world of the fact that the "Arab spring", which actually served as a long winter inflicting only misfortune and pain, has finally ended thanks to the positive efforts of the regional countries, the driving force of the region, and that the spring of genuine peace and prosperity has just arrived.

No matter how desperately the U.S. may work to hold hegemony in the Arab region, it can never check the vigorous advance of the regional countries which have started their joint efforts for reconciliation and unity.

SOUTHEAST ASIA SHOULD NOT BE PROXY WAR THEATRE FOR U.S.

 

Pyongyang, May 24 (KCNA) -- Ri Jong Su, an international affairs analyst, released the following article under the title "Southeast Asia should not be a proxy war theatre for the U.S." on May 24:

A raging wind of the new Cold War raised by the U.S. is displacing the warm air in the Southeast Asia region.

In January, the U.S. Navy's amphibious assault ship Makin Island appeared in Singapore to resume the joint military exercises two years after. In late February to early March, the Cobra Gold joint military exercises, largest-ever in 10 years, were staged in Thailand. And in April, the Balikatan joint military exercises were launched in the Philippines with involvement of huge armed forces, including over 12 000 U.S. troops. Involved in the exercises was a live-shell firing drill staged in the South Sea of China for the first time.

In 2022 alone, military exercises staged by the U.S. armed forces in the South Sea of China were more than 100 times and their reconnaissance activities were more than 1 000 times. And the deployment period of the U.S. nuclear carrier strike groups increased from 4 to 6 days in 2021 to more than 10 days. Moreover, a U.S. nuclear carrier, a huge steel monster which is as high as a 23-storey building and as large as four football fields, appeared in Thailand on April 24 for the first time in over 10 years.

What should be paid attention to is that the U.S. military infiltration, which had been confined mainly to joint military exercises with individual countries and the provision of military equipment, is now leading to the formation of a new alliance sphere linking its junior allies like Japan and Australia with Southeast Asian countries.

At the (two+two) diplomatic and defence authorities' talks held with the Philippines on April 11, the U.S. agreed to expand the multilateral marine security activities with "its like-minded companions" in the South Sea of China and boost cooperation with AUKUS. It also officially took up the issue of establishing the three-party cooperation mode of the U.S., the Philippines and Japan or the U.S., the Philippines and Australia during the Philippine president's visit to the U.S. from April 30 to May 4.

Military cooperation between countries should be welcomed when it is aimed at promoting peace and stability in those countries and regions, but the U.S. seeks other intention.

After the Second World War, the U.S. which had fattened off through aggression and war, regarding it as an ideological prop, the "manifest destiny" given by God, to invade and annex other countries, has put other countries on the altar of proxy wars in creating and maintaining a unipolar world where it is playing the role of "MP" and "judge".

The U.S. has put spurs to establishing the triangular military alliance with Japan and south Korea under the "crescent plan", which is for forming a "semi-lunar encirclement sphere" from Japan to south Korea, Taiwan, the Philippines, South Vietnam, Thailand and Pakistan against socialist countries, from late 1953. Meanwhile, it set up various forms of security alliance one after another including ANZUS in 1951, SEATO (Southeast Asia Treaty Organization) in 1954 and CENTO (Central Treaty Organization) in 1955. Such customs are now carried forward by QUAD and AUKUS.

Under the baton of the U.S., NATO is continuing "advance to east" to press Russia like a tank free from braking on the continent of Europe. The U.S.-led "advance to west", which is leading to Taiwan and Southeast Asia through Japan, south Korea and Australia, is being made in a real earnest in the Asia-Pacific region. In this situation, Japan decided to open the liaison office of NATO in its country on the recommendation of the U.S., which clearly proves that "pincer of east and west" to be surely led to building of "NATO of Asian version" is going into the stage of implementation.

All these acts of disturbing the world show that the U.S. is reviving the specter of "Nixon Doctrine" of making Europeans fight with Europeans in Europe and Asians with Asians in Asia.

The present era is the one of independence and no region in the world, to say nothing of Southeast Asia, wants to become a theatre of proxy war for the U.S.

The reality goes to clearly prove that the U.S. is the ringleader burying seed of distrust, antagonism, confrontation and conflict against the common desire of the Southeast Asian countries aspiring after peaceful environment and stable economic development and the chieftain driving the whole region into extreme instability and bringing a war.

The countries in the Southeast Asia should heighten vigilance against the U.S. moves to turn the region into the theatre of proxy war for maintaining its hegemonic position and oppose and reject them, thus fulfilling their responsibility and role in defending genuine peace, stability and justice.

Reinstatement of League Membership - Victory of Syrian People

 

The foreign minister-level meeting of the League of Arab States held recently in Cairo adopted a resolution to reinstate Syria’s membership of the league.

With the “Arab Spring” which swept across Arab countries in 2011, an anti- government riot took place in Syria at the instigation of the U.S. and the West. After the riot, the hostile forces made an all-out attempt to isolate and stifle the country eventually suspending Syria's membership of the League of Arab States.

The U.S. attempted overtly and covertly to isolate and stifle the Syrian government by cutting all its ties with Arab countries. The U.S., employing the means of pressure, openly opposed the Arab countries’ efforts at normalizing diplomatic relations with Syria. It also resorted to all sorts of despicable means aimed at obstructing the reinstatement of Syria's membership of the League of Arab States.

Despite the adverse conditions during the long drawn-out crisis, Syria has always been optimistic, vigorously struggled to tide over the national crisis and strived to expand its external relations frustrating all sorts of stratagems of the hostile forces.

Stating that the U.S. can never subdue Syria by means of sanctions and blockade, the Syrian government expressed at home and abroad its resolute will to fight against them to the last. It also conducted active diplomacy to this end, including President Bashar’s visit to Oman last March, the Minister of Foreign Affairs and Expatriates’ recent tour around Tunisia, Algeria, Egypt and other Arab countries and the work with several high-level personages who visited Syria.

Meanwhile, there is a growing tendency towards independence among Arab countries. They reject external interference and strive to resolve regional issues in their own interests by dint of their collective strength – a reflection of changed structure of international relations and the requirement of developing situation.

There have been active movements to improve relations between Syria and several other Arab countries; foreign ministers of Egypt and Saudi Arabia visited Syria in February and April respectively for the first time since the outbreak of the crisis. Many Arab countries also supported the reinstatement of Syria’s membership in the League of Arab States despite the outrageous pressure and threat posed by the U.S. scheming to isolate and stifle Syria. As a result, Syria was reinstated in the League of Arab States after 12 years.

The reinstatement of the League membership is a great victory of the government and people of Syria which is of significance as it dealt a blow to the attempts of hostile forces including the U.S. and the West to topple the independent and legitimate government of Syria.

This clearly shows once again that the cause of the Syrian people is a just one and their struggle for safeguarding the sovereignty and achieving territorial integrity will never be deterred by any extreme acts of the U.S. and other hostile forces.

We extend warm welcome to the reinstatement of Syria’s membership in the League of Arab States. We also extend invariable support to and solidarity with the just cause of the Syrian people.

ESSENCE OF NEW AFRICAN STRATEGY

 


In August last year, the U.S. announced a new African strategy calling for further strengthening cooperation with the African countries in the fields of democracy, security, economy and so on for the next five years, enumerating the geopolitical importance of Africa such as rapid population growth, rich natural resources and influence in the UN arena.

The high-ranking politicians of the White House who recently visited Africa as if to prove the authenticity of the new strategy spouted a string of gorgeous words and made various kinds of promises of cooperation as if they would make a great contribution to defusing the economic crisis and ensuring security and social development in African countries.

However, from a close look at the words and actions they have taken on the spots, one can easily see what the new U.S. African strategy is aiming at.

The secretary of Treasury, the first U.S. official who flew to the region this year, stressed the need to impose a cap on the prices of Russian gas and oil while blaming food crisis on the continent on Russia wherever he went. And in Zambia, he tried to shift the responsibility for the debt crisis of the region to China, saying that China's "positive cooperation" is necessary to solve the external debt problem in the country.

The secretary of State who visited Niger also incited the anti-Russian atmosphere by pulling up Russia over its military activities in the West African region, and the vice-president, who visited Ghana and Zambia, which were experiencing the worst debt crisis in Africa, gave a wide publicity to the "transparent aid" from the United States and the "danger" of the Chinese investment.

After all, the utterances of the high-ranking officials of the U.S. administration remind one of the statement in the new African strategy published by the U.S. last year to the effect that Russia and China are creating instability and challenging the international order to meet their interests in Africa.

All facts prove that the new African strategy of the U.S. is never for the African countries but to contain and hold hegemony over China and Russia which are exercising increasing influences in the region and thus to provide a springboard for realizing its world strategy.

INDEPENDENCE IS IRRESISTIBLE TREND OF TIMES

 


The ever-increasing high-handed and arbitrary practices by the U.S. seeking hegemony in Africa has touched off ever-increasing denunciation and rebuff by the countries in the region.

South Africa, the chair country of BRICS, this year, commenting on the U.S. concerns over the naval, joint military exercises his country planned to stage together with China and Russia in the waters off its country in January, officially clarified its stand during the U.S. Treasury Secretary's visit to the country that the exercises are natural and independent activities for the development of the relations with China and Russia. South Africa staged the joint military exercises in the February 17-27 period as scheduled and is making positive efforts for the successful host of the BRICS summit slated for in August this year despite the issuance of the warrant of arrest for President Putin by the International Criminal Court.

A member of the parliament of Ghana, concerning the U.S. vice-president's demanding the Ghanaian government ensure the rights to homosexuals, asserted that "the human rights record of the U.S. Vice-president and his country are stunning and there is nothing for Ghanaians to learn from it".

The leader of the Social Party of Zambia said that what the U.S. seeks in Africa is its geo-political and economic interests, not democracy and human rights. It's for them, not for us.

The independent stand of the African countries rejecting high-handed and arbitrary practices of a specified big power and aspiring after the establishment of a just international order is clearly evidenced by their efforts to solve all issues to suit to their specific situations and to meet their own interests.

At the 36th ordinary session of the assembly of heads of state and government of the African Union held in Addis Ababa in February this year the chairman of the Union Committee appraised the achievements made in the work of defusing civil wars and political instability in Ethiopia, Sudan and Libya last year, in compliance with the principle of "solution of African issues by Africans", and called on the UN Security Council to set right the present international order of excluding Africa.

The situation proves that the U.S. high-handed and arbitrary practices based on hegemony do not work on the African continent.

The French newspaper Le Monde in an article titled "The end of domination over Africa, switch over to independent Africa" analyzed the recent situation in Africa and concluded that a new era is coming to the continent by the vigorous struggle of the regional countries under the slogan of "Africa by Africans".

The more desperate efforts the U.S. makes to maintain the outdated international order, the more glaringly it will expose its poor plight, and it moves to seize African countries will face failure thanks to the growing desire and awareness of the regional countries for independence. -0-

WHAT LIES AT THE ROOT OF THE “LEGITIMACY” OF STRATEGIC ASSET DEPLOYMENT?
