U.S. "HUMAN RIGHTS" BALLAD WILL NEVER WORK ON DPRK: DPRK FM SPOKESMAN
    Pyongyang, April 23 (KCNA) -- A spokesman for the Ministry of Foreign Affairs of the DPRK issued the following statement on Tuesday:
    Recently the U.S. released the "2012 report on human rights" in which it malignantly slandered the DPRK.
    It is unbecoming for the U.S. to style itself a "human rights judge" though it is the biggest human rights abuser that killed innocent people and caused untold disasters in all parts of the world through aggression and interference.
    The U.S. stages the farce of evaluating the human rights performance in more than 190 countries of the world every year, which is aimed to invent a pretext for putting pressure on those countries disobedient to it and toppling them.
    The U.S. works out the "human rights report" with countries' obedience to its strategy for dominating the world as a criterion. So those countries aspiring after independence have become target of the U.S. accusations and attacks without exception.
    The U.S. "human rights report" is a tool for aggression and interference to overturn the social systems of anti-U.S. independent countries. Herein lie its reactionary nature and danger.
    It is a trite method of the U.S. to charge with "human rights abuses" those countries with which it is displeased and interfere in their internal affairs with persistent "human rights" ballad and thus cultivate dishonest forces.
    The U.S. employed this method when bringing down socialist system in the former Soviet Union and Eastern European countries during the Cold War and also when overturning different countries in the Mideast and North Africa recently.
    Finding it difficult to topple down the DPRK by force of arms, the U.S. is now resorting to such a base method.
    As a result, the U.S. "human rights" ballad is nothing but a conspiratorial means to realize its hostile policy toward the DPRK to topple down its socialist system chosen by the Korean people.
    Such ballad will never work on the Korean-style socialist society in which all the service personnel and people are single-mindedly united around the dear respected Marshal Kim Jong Un, a country which is possessed of modern nuclear deterrent for self-defence.
    The more undisguisedly the U.S. escalates its hostile policy toward the DPRK aimed at bringing down its social system, the further the DPRK will bolster its nuclear deterrent to defend its social system and will thoroughly shatter the U.S. "human rights" ballad its own way. -0-

“Nuclear Game”

Nuclear confrontation between the United States and the Democratic People’s Republic of Korea entered a new phase after the latter’s third underground nuclear test conducted last February, a critical one which put the “nuclear game” played between the two for 20 years into brighter limelight of the world.

The first US vs DPRK nuclear confrontation
Entering 1993, the United States resorted to more vicious schemes to suppress the DPRK, being carried away by a series of “victory” in the Cold War and the Gulf War.
It, therefore, found an excuse for justifying their war of aggression against the DPRK in the latter’s “nuclear issue.” The US instigated the International Atomic Energy Agency (IAEA) to adopt a resolution on forcing a special inspection upon the DPRK, clamouring about suspicions concerning its nuclear development. At the same time it staged the Team Spirit joint military exercise on the largest scale in south Korea, posing a military threat to the DPRK.
The DPRK responded to it by declaring a state of semi-war and withdrawal from the Nuclear Non-proliferation Treaty (NPT).
The US had no other way but to change its tactics; it pursued a “delaying” tactics to wait for the DPRK’s collapse, promising its provision of a light-water reactor project.

The second nuclear confrontation
The Bush administration, upon taking office in January 2001, designated the DPRK as part of “axis of evil” and a “target of its nuclear preemptive strike.”
It was met with the latter’s declaration of the final withdrawal from the NPT. Having no other way the US clung to its “delaying” tactics again. Availing itself of the six-party talks for the denuclearization on the Korean peninsula it tried to appease and exert worldwide pressure upon the DPRK, while watching for a chance for military attack.
The DPRK made up its mind to prepare itself the nuclear deterrent in order to defend its territory and sovereignty from the “superpower” attacking with nuclear weapons.
To this end it turned the US “delaying” tactics to its own advantage: it speeded up its nuclear program in the severest economic difficulties, developing its nuclear power on its own technology and resources and conducting in 2006 the first underground nuclear test.
The US frantically applied “strong sanctions” against it and took military maneouvres, which did not work.
The DPRK conducted its second underground nuclear test in 2009, to which the Americans failed to take proper countermeasures.

The third nuclear confrontation
Recent round of nuclear confrontation was also provoked by the US.
When the DPRK launched its first applications satellite Kwangmyongsong 3-2 last December, the US instigated its following countries to take another “tough sanctions” against the DPRK.
The DPRK resolutely declared that it would turn out in an all-out confrontation, and on February 12 this year carried out its third nuclear test as part of practical countermeasures.
Taking the “all-out confrontation” declared by the DPRK government into consideration the recent nuclear test would be a prelude to its final offensive against the US.
It is recognized that it has already possessed the capabilities to attack the US mainland, such as over 10 000-km-range missiles and a technology of manufacturing smaller, lighter and various atomic bombs.
After its underground nuclear test the DPRK solemnly stated that it would take its second and third countermeasures in succession, should the US continuously make the challenges. Americans, counterpart of this “nuclear game,” must know better than anyone else what it means.
In a word it is the US that is caught in its own snare which it dug to entrap the DPRK, a “porcupine.”
A south Korean internet newspaper carried and article, titled “The US caught in its own trap.”
It said that the United States itself fell into a trap of “delay” it had dug to entrap north Korea and it became clearer that it should inevitably choose one of the following measures; to die a gradual death in that trap, to surrender to north Korea and give up its policy of military supremacy or to start a war against it.

DPRK NDC Policy Department Issues Statement
    Pyongyang, April 18 (KCNA) -- The Policy Department of the National Defence Commission (NDC) of the DPRK released the following statement Thursday:
    An acute situation that has persisted on the Korean Peninsula since the end of last year is now putting the peninsula on the verge of war.
    Much upset by the development, U.S. President Obama on April 11 reportedly stated in public of his intention to seek a negotiated and diplomatic settlement of the situation, saying that he does not want a war on the Korean Peninsula.
    The chief of Chongwadae of south Korea, who is accustomed to currying favor with her master, let the "minister of Unification" make public a "statement". She even loudly spoke of "the authorities' proposal for dialogue to tide over the situation", a U-turn from her previous attitude of stoking confrontation. She used to say that there can be neither dialogue nor dispatch of a special envoy at present.
    The rhetoric about dialogue raised by the master and the stooge almost at the same time is a political decision made by them out of their calculation that they can never bring the DPRK into submission with military threats and "sanctions".
    It will be very much gratifying if they took a proper political decision to bring under control the grave situation prevailing on the Korean Peninsula with true interest in dialogue and negotiations.
    But matter is that the U.S. and the south Korean puppet regime cried out for starting dialogue in an appropriate environment, in an appropriate time and under appropriate condition despite their loud claim that the U.S. and south Korea made a U-turn toward dialogue and negotiations. The preconditions for dialogue raised by them include a stop to "provocative" remarks which the DPRK has so far been engaged in and demonstration of its intention to realize denuclearization and suspend missile launch. These are absurd ones.
    The U.S. and south Korea are opt-repeating "provocation" and "threats" from the DPRK, describing them as a stumbling block in the way of dialogue hoped for by them, while making the story of "north-south dialogue first and north Korea-U.S. dialogue next" an established fact as if the north had agreed to it.
    In this regard, the Policy Department of the National Defence Commission (NDC) of the DPRK brings to light the nature of the prevailing situation and clarifies once again the principled stand of the DPRK.
    There is a Korean saying which goes "Thief calls stop thief".
    The U.S. and all kinds of hostile forces following it are the very ones who pushed the situation on the Korean Peninsula to such a grave phase as now.
    But the masterminds of the tense situation are portraying the DPRK as "provoker", while describing them as victims. It appears that they are not afraid of divine punishment.
    The "provocation" charge brought against the DPRK by the U.S. has become undisguised since they called the DPRK's legitimate and peaceful satellite launch as a "missile launch".
    The DPRK's working satellite Kwangmyongsong 3-2 was confirmed to be going around its orbit by the North American Aero-space Defense Command. Russia and several other countries also admitted this and shortly ago a scientific and research institute of south Korea photographed the DPRK's satellite and made it public. But with their eyes shut to this stark fact, the U.S. and the south Korean puppet regime are stepping up provocations against the DPRK.
    No wonder, the world public has now become increasingly vocal, condemning the U.S. and its allies' vicious provocation of getting the UN Security Council pass the "resolution on sanctions" and calling the satellite launch a "missile launch" as a "deception that disgraced justice and conscience" and an "act of blind men unable to discern skirt from trousers".
    The UNSC's "resolution on sanctions" following the DPRK's legitimate satellite launch was a prelude to an open provocation by the U.S. and the south Korean puppet regime to inveigle all the forces following it to the worldwide campaign for isolating and stifling the DPRK. The nuclear war exercises being staged against the DPRK for nearly two months is a vicious, all-out military provocation.
    The U.S. even brought to south Korea and to waters off it super-large nuclear-powered carrier task force equipped with nuclear warheads, B-52, B-2 and other nuclear strategic bombers, nuclear-powered submarines capable of launching cruise guided shells and guided shell destroyers and even F-22 Stealth fighter formation to be used for making maiden strikes at the targets of the DPRK's army in the early days of war. They have stepped up the military provocation in an all-round way which now has reached the most dangerous phase of nuclear blackmail.
    The DPRK has never termed the U.S. satellite launches missile launches and attempted to urge the UN to adopt resolutions on sanctions under that pretext. It has never threatened and blackmailed the U.S. by deploying its elite armed forces in waters off the U.S.
    If the U.S. and south Korean puppet forces are not wolves in human form, they should properly understand the word provocation and feel ashamed of their brigandish behaviors.
    It is another provocation against the DPRK that the U.S. urged the former to show the "will for denuclearization" as a precondition for dialogue.
    Denuclearization of the Korean Peninsula remains the unshakable will of the army and people of the DPRK.
    The joint declaration on denuclearization adopted by the north and the south early in the 1990s was a gain common to the nation as it was initiated by the DPRK with such will.
    The U.S., however, introduced nuclear weapons into south Korea and its vicinity in league with puppet forces and began to escalating threat and blackmail against the DPRK, bringing this precious gain to naught.
    In order to cope with the U.S. escalating hostile policy and nuclear blackmail against the DPRK, it was compelled to have access to just nuclear force for self-defence.
    Accordingly, nothing is more foolish and brigandish than pressurizing the DPRK to show its "will for denuclearization" first.
    The nuclear force of the DPRK will always remain in the hands of its army and people as the most powerful means to protect the sovereignty of the country and its supreme interests and deal a retaliatory blow at the strongholds of aggression against it till the world including the U.S. is denuclearized.
    Not content with terming the DPRK's toughest countermeasures "provocations", the U.S. and south Korean puppet regime went the lengths of ceaselessly hurting the dignity of the supreme leadership of the DPRK and its social system.
    The army and people of the DPRK are demonstrating their just will to stand up against the enemies' moves to isolate and stifle it and nuclear war moves against it. They are, however, describing this will as one for "consolidating the heir's system", "enhancing image" and "rallying unstable ranks". This is the thrice-cursed politically-motivated provocation.
    This is nothing but rigmarole let loose by the imbeciles who know nothing about the DPRK.
    The bad-tempered U.S. and south Korean puppet regime can never imagine the tears of emotion shed by artillery women when the Supreme Commander took them to his arms and the warm feelings of service personnel and people shouting "hurrah" after jumping into cold sea waters.
    As long as they persist in all sorts of provocations against the DPRK, its army and the people will steadily escalate the tough political and military counteractions as the days go by.
    The U.S. and the south Korean puppet regime should make a bold decision to take the following practical measures if they want to shirk off the historical responsibility for the prevailing grave situation on the Korean Peninsula, escape sledge-hammer retaliatory blows of the army and people of the DPRK and if they truly stand for dialogue and negotiations:
    First, they should immediately stop all their provocative acts against the DPRK and apologize for all of them.
    As the first phase, they should take the measure of retracting the UNSC's "resolutions on sanctions" cooked up under absurd pretexts.
    They should bear in mind that doing so would be a token of good will towards the DPRK.
    The south Korean puppet forces should promptly halt all their anti-DPRK rackets, not linking their own mishaps such as Cheonan warship sinking incident and the "March 20 hacking case" to the north.
    Second, they should give formal assurances before the world that they would not stage again such nuclear war drills to threaten or blackmail the DPRK.
    Dialogue can never go with war actions.
    Frequent nuclear war maneuvers will only strain the situation and totally block the way of dialogue.
    The army and people of the DPRK will not be taken in by sophism that the nuclear war drills being staged under its very nose are annual and defensive military actions for defending the U.S. and guaranteeing the security of south Korea.
    Third, they should make a decision to withdraw all nuclear war means from south Korea and its vicinity and give up their attempt to reintroduce them as their immediate duty.
    They should bear in mind that the denuclearization of the Korean Peninsula can begin with the pullout of the nuclear war means introduced by the U.S. and this may lead to the global denuclearization.
    The chief of Chongwadae should not forget that the prospect of south Korea may be rosy when the north's nukes are considered as a property common to the nation but south Korea is bound to go to ruin when it remains under the U.S. nuclear umbrella.
    The situation on the peninsula is directly linked with peace and security in Northeast Asia and the rest of the world.
    The army and people of the DPRK together with the world peace-loving people who sympathize with justice and value conscience will closely follow the future behavior of the U.S. and its followers. -0-


 Doctorate of Socio-Political Science Awarded to Kim Jong Un

    Pyongyang, April 13 (KCNA) -- Doctorate of socio-political science was awarded to the dear respected Kim Jong Un by the International Institute of Social Scientists on the occasion of the birth anniversary of President Kim Il Sung.
    A ceremony of conveying the title took place at the Mansudae Assembly Hall on Saturday.
    Present there were Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Ri Yong Sik and Ri Yong Chol, vice department directors of the C.C., the Workers' Party of Korea, Ri Hye Jong, director of the Academy of Social Sciences, Kim Jin Bom, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries, Ji Sung Chol, vice-director of the Academy of Social Sciences, and officials concerned.
    Also present there were Director General of the International Institute of the Juche Idea Vishwanath and Director General of the Asian Regional Institute of the Juche Idea Harish Gupta who are directors of the International Institute of Social Scientists, Chairman of the Latin American Institute of the Juche Idea Ramon Jimenez Lopez and Secretary General Eleazar Rubio Aldaran, Chairman of the National Committee for the Study of the Juche Idea of Democratic Congo Lohekele Kalonda Andre, Chairwoman of the Kim Jong Suk Women’s Union of Russia Elena Bavichi, delegations and delegates of Juche idea study organizations.
    Vishwanath made a speech.
    He said Kim Jong Un is devoting himself to building a thriving socialist nation with his extraordinary political ability, distinguished leadership and noble traits true to the idea and intention of Kim Il Sung and leader Kim Jong Il, . He added:
    The Council of the International Institute of Social Scientists decided to award title No. 1 of doctor of socio-political science to Kim Jong Un.
    A decision of the council and certificate of doctor were read out at the ceremony.
    Vishwanath handed over to President Kim Yong Nam the certificate, gold medal, cup and the decision of the council awarded to Kim Jong Un.
    Ramon Jimenez Lopez made a congratulatory speech on behalf of the followers of the Juche idea in Latin America, Lohekele Kalonda Andre on behalf of the followers of the Juche idea in Africa and Elena Bavichi on behalf of the followers of the Juche idea in the eastern European region.
    Ramon Jimenez Lopez said that Kim Jong Un has vigorously encouraged the world progressive people in their struggle for realizing independence.
    Lohekele Kalonda Andre said that Kim Jong Un is wisely guiding the work of all fields with his veteran and seasoned leadership.
    Elena Bavichi expressed belief that the Korean people would foil the U.S. imperialists and their allies' moves for aggression and successfully build a reunified thriving nation under the leadership of Kim Jong Un.
    Kim Yong Nam noted that the awarding of the title to Kim Jong Un is an expression of progressive mankind's profound reverence for him. -0-

 KPA Supreme Command Sends Ultimatum to S. Korean Puppet Forces
    Pyongyang, April 16 (KCNA) -- The supreme command of the Korean People's Army issued the following ultimatum to the south Korean puppet forces on Tuesday:
    The world is in a festive mood on the auspicious Day of the Sun.
    Even though an acute situation is prevailing in the DPRK, all the people are celebrating the Day of the Sun as the greatest national holiday.
    It is only the south Korean puppet forces who hurled a group of anti-communist gangsters into a rally against the DPRK in the heart of Seoul in broad daylight at which they set fire to the portraits, the symbols of its supreme dignity, the thrice-cursed crime.
    All the service personnel and people of the DPRK are simmering with towering resentment at this monstrous criminal act.
    In view of this situation the Supreme Command of the KPA sends the following ultimatum to the south Korean puppet forces:
    Our retaliatory action will start without any notice from now as such thrice-cursed criminal act of hurting the dignity of the supreme leadership of the DPRK is being openly committed in the heart of Seoul under the patronage of the puppet authorities.
    To be included in the targets of retaliation are those directly or indirectly involved in the operation to hurt the dignity of the supreme leadership of the DPRK and those who instigated the perpetrators and connived their crime and the relevant organs and departments of the authorities involved.
    The DPRK's revolutionary armed forces will start immediately their just military actions to show how the service personnel and people of the DPRK value and protect the dignity of the supreme leadership.
    The military demonstration of the DPRK's revolutionary armed forces will be powerful sledge-hammer blows at all hostile forces hurting the dignity of the supreme leadership of the DPRK.
    If the puppet authorities truly want dialogue and negotiations, they should apologize for all anti-DPRK hostile acts, big and small, and show the compatriots their will to stop all these acts in practice. -0-


Kim Jong Un Enjoys Unhasu Concert
    Pyongyang, April 15 (KCNA) -- The Unhasu concert was given at the People's Theatre here with splendor on Monday, the birth anniversary of President Kim Il Sung (the Day of the Sun).
    Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, appeared in the auditorium.
    Among the audience were Choe Ryong Hae, Jang Song Thaek, Kim Kyong Hui, Choe Thae Bok, Yang Hyong Sop, Kang Sok Ju, Kwak Pom Gi and Pyongyangites.
    The concert began with the playing of the National Anthem. Put on the stage were mixed sextet "Let's Sing of the Day of the Sun", male solo and pangchang "Long Live Generalissimo Kim Il Sung", female quintet "We Sing of Our Country Holding the Leader in High Esteem" and other numbers.
    The performers sang high praises of the undying feats Kim Il Sung performed by leading to victory the cause of independence against imperialism and the socialist cause with his outstanding idea, rare leadership and noble traits under the uplifted banner of Songun all his life.
    Whenever the image of Kim Il Sung was projected on the background of the stage, the audience was overcome with deep emotion.
    National music instrument duet "Three Thousand-ri of Vinalon", mixed chorus "Push back Frontiers of Latest Science and Technology" and other numbers impressively represented the fact that the dignity and spirit of the sun's nation were demonstrated before the whole world and the solid foundation was laid for the eternal prosperity of Juche Korea thanks to the undying leadership of the great Generalissimo Kim Jong Il who remained loyal to the idea and cause of Kim Il Sung.
    The concert reached its climax when female solo and male pangchang "Honor for Human Life," female solo and pangchang "Let Korea Forge Ahead to Implement the Line on Simultaneously Pushing forward Economic Construction and Building of Nuclear Force" were staged
    The concert came to an end with mixed grand chorus "The Man to Whom Both Destiny and Future Are Entrusted." It made a truthful artistic representation of the will of all the service personnel and people of the DPRK to win a final victory in the all-out action against the U.S. and the drive for building a thriving nation, rallied close around Marshal Kim Jong Un, holding the great Generalissimos Kim Il Sung and Kim Jong Il in high esteem as the sun of Juche for all ages.
    Kim Jong Un warmly acknowledged the enthusiastic cheers of the performers and audience and congratulated them on their successful presentation. -0-


Kim Jong Un Enjoys Sports Contest of Military Academies
    Pyongyang, April 15 (KCNA) -- There took place a sports contest of teachers and cadets of military academies on Monday in celebration of the birth anniversary of President Kim Il Sung.
    Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, appeared on the grandstand.
    Among the spectators were Choe Ryong Hae, Jang Song Thaek, Hyon Yong Chol, Kim Kyok Sik, Kim Kyong Hui, Kim Kyong Ok, Hwang Pyong So, and generals and officers of the Ministry of the People's Armed Forces, and teachers and cadets of military academies, and officials, journalists, editors, creators and artistes in the fields of media and literature and arts of the KPA.
    There took place a volleyball game between Kim Il Sung Military University and Kim Il Sung University of Politics.
    Both teams lost no time to grasp their rivals' tactical ideas and modes of playing and dexterously applied counter-tactics to gain points through surprise attacks and strong smashes.
    The military university won the game.
    Then followed a basketball game between the two universities.
    The players of both teams applyed combined tactics with main emphasis on rapid attack. They also applied closed up shot and middle and long distance shots to gain points.
    The players of the two teams skillfully applied a variety of tactics to break their rivals' defense through agile and rapid playing. They penetrated into the rivals' courts, increasing the rate of closed up shot.
    He clapped his hands to encourage the players whenever they displayed good skills.
    Kim Il Sung Military University won the hot basketball match.
    Korean chess contest and tug of war also took place that day.
    Kim Il Sung Military University emerged a winner in the Korean chess and Kim Il Sung University of Politics in the tug of war.
    He was greatly satisfied with the successful sports contest of teachers and cadets of military academies and sent a warm salute to the players who showed the spirit of collectivism and played fair matches. -0-


DPRK FM Spokesman Dismisses U.S. Talk about Dialogue as Rhetoric Misleading World Opinion
    Pyongyang, April 16 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued the following statement on Tuesday:
    Recently U.S. high-ranking officials are vying with each other to talk about dialogue. This is nothing but a crafty ploy to evade the blame for the tension on the eve of a war by pretending to refrain from military actions and stand for dialogue.
    It is none other than the U.S which sparked off a vicious cycle of tension, pursuant to its hostile policy to stifle the DPRK by force of arms, and pushed the situation on the Korean Peninsula to the worst phase. The tension began escalating there due to the U.S. wanton violation of the DPRK's right to satellite launch for peaceful purposes.
    There is no country in the world which does not react to the encroachment upon the legitimate right of a sovereign state to develop space and its sovereignty. The nuclear war maneuvers staged by the U.S. against the DPRK in the wake of its prodding of the UN Security Council into the cooking up of brigandish "resolutions on sanctions" one after another compelled the latter to clarify its stand to take military countermeasures for self-defence.
    One may know well who is to blame for the tension when looking into who benefits from this.
    The U.S. benefited from drastically increasing its military deployment pursuant to its Asia-Pacific-pivot strategy by massively introducing all latest weaponry while inciting military confrontation with the DPRK.
    The U.S., which regards the DPRK as the primary target of its attack in the Asia-Pacific region, not only deployed all its operational nuclear strike means but also posed the threat of the largest-ever physical nuclear strike to the DPRK in recent months.
    It openly introduced strategic nuclear subs out of its three major strategic nuclear strike means into the waters off the Korean Peninsula, and let its strategic bombers openly make sorties into the sky of the peninsula for drills of dropping nukes.
    The third strategic nuclear strike means, the inter-continental ballistic missile launch, was reportedly postponed for the time being, but it is scheduled for May.
    Even now the U.S. is letting its nuclear-powered carrier strike groups operate in waters off the peninsula, staging ceaseless DPRK-targeted nuclear war drills.
    It is the height of rhetoric intended to mislead the world opinion to talk about dialogue for dismantling the DPRK's nuclear deterrent under this situation.
    The U.S. is sadly mistaken if it calculates the DPRK will pay slightest heed to such talk about dialogue as a robber's calling for a negotiated solution while brandishing his gun.
    Worse still, the U.S. claim that it will opt for dialogue when the DPRK shows its will for denuclearization first is a very impudent hostile act of disregarding the line of the Workers' Party of Korea and the law of the DPRK.
    The DPRK is not opposed to dialogue but has no idea of sitting at the humiliating negotiating table with the party brandishing a nuclear stick.
    Dialogue should be based on the principle of respecting sovereignty and equality--this is the DPRK's consistent stand.
    Genuine dialogue is possible only at the phase where the DPRK has acquired nuclear deterrent enough to defuse the U.S. threat of nuclear war unless the U.S. rolls back its hostile policy and nuclear threat and blackmail against the former.
    This time when the DPRK has been exposed to the U.S. direct and substantial threat of nuclear attack, it keenly felt the need to bolster up its nuclear deterrence both in quality and quantity.
    It is quite natural for the DPRK to take counteractions for self-defence by beefing up nuclear force now that the U.S., world's biggest nuclear weapons state, threatens and blackmails the former with a nuclear stick.
    The nuclear strike drills staged by the U.S. against the DPRK leave the latter with no option but to conduct drills to cope with them.
    There is no guarantee that these drills will not go over to a real war and the U.S. will be held wholly accountable for all the ensuing consequences.
    The DPRK will escalate its military countermeasures for self-defence unless the U.S. ceases its nuclear war drills and withdraws all its war hardware for aggression. -0-

Kim Jong Un Visits Kumsusan Palace of Sun
    Pyongyang, April 15 (KCNA) -- Marshal Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the DPRK National Defence Commission and supreme commander of the Korean People's Army, visited the Kumsusan Palace of the Sun to pay deep respects to the great Generalissimos Kim Il Sung and Kim Jong Il at 00:00 on Monday, the Day of the Sun (birth anniversary of President Kim Il Sung).
    Accompanying him were members of the WPK Central Military Commission and the DPRK National Defence Commission and KPA commanding officers, among them Choe Ryong Hae, Jang Song Thaek, Hyon Yong Chol, Kim Kyok Sik, Pak To Chun, Kim Yong Chun, Hyon Chol Hae, Kim Won Hong, Choe Pu Il, Ju Kyu Chang, Kim Kyong Ok, Ri Yong Gil, Kim Yong Chol, Son Chol Ju, Ryom Chol Song, Jo Kyong Chol, Yun Tong Hyon, Kang Phyo Yong, Pak Jong Chon, Ri Pyong Chol, Kim Myong Sik, Kim Rak Gyom and Yun Jong Rin.
    Kim Jong Un entered the hall where statues of Generalissimos Kim Il Sung and Kim Jong Il are standing.
    A floral basket in the name of Kim Jong Un was placed before the statues. Also presented were floral baskets in the name of the WPK Central Military Commission and the DPRK National Defence Commission.
    Written on the ribbons of the floral baskets were the letters reading "The great Comrades Kim Il Sung and Kim Jong Il will always be with us".
    Kim Jong Un, with the participants, made a deep bow to the statues of the great Generalissimos.

Those Who Hurt Dignity of DPRK's Supreme Leadership Are Bound to Meet Stern Punishment: CPRK Spokesman
    Pyongyang, April 14 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of Korea (CPRK) made public a statement Sunday as regards the fact that only the south Korean puppet forces are making malignant and ill-boding remarks when all Koreans in the north and the south and overseas and the world progressives are significantly celebrating the birth anniversary of President Kim Il Sung (the Day of the Sun).
    The puppet forces let reptile media slander the north, saying it fans up festive mood to celebrate the Day of the Sun while creating an extreme wartime atmosphere. They are letting loose vituperations terming the celebrations a "demonstration of the justice of its system" and "intention to rally the ranks".
    They even spoke ill of the true picture of the single-minded unity between the leader and people with such invectives of "shoring up of loyalty" and "consolidating system", blaring the supreme headquarters in the north is now "in trouble before the south side's proposal for dialogue."
    The statement said that it is another unpardonable hideous provocation that the puppet forces insult the celebrations of the Day of the Sun and hurt the dignity of the supreme leadership of the DPRK in the wake of responding to the just and toughest steps taken by the DPRK's army and people to protect the country's sovereignty and dignity with a nuclear war racket with their American master.
    They should not lose discretion even though they are mad on confrontation with fellow countrymen and there should be a limit to revelation of their ignorance, the statement noted, and continued:
    The ever-escalating heinous provocation of the puppet group is the last-ditch efforts of those being taken aback by the spirit of the army and people of the DPRK determined to resolutely shatter the anti-DPRK moves of the U.S. imperialists and hostile forces, rallied close around the great leader. It is also desperate efforts to undermine the invincible might of Songun Korea ushering in a new era of the great succession and arrest its dynamic advance.
    It is only the south Korean puppet forces who let loose invectives against the holiday of fellow countrymen.
    Traitor Lee Myung Bak was labeled as the first target of the DPRK's strike because he dared slander and insult the dignity of the supreme leadership of the DPRK and its social system.
    The reality clearly proves that the present conservative group of south Korea is the hordes of traitors indifferent from the Lee group.
    The extreme phase of confrontation has been created on the Korean Peninsula. This is a product of the inveterate hostility of the south Korean puppets toward the dignity of the supreme leadership of the DPRK and their deep-rooted nature of confrontation against its social system.
    The puppet group has no future as it is hostile toward fellow countrymen and resorts to confrontation policy.

CPRK Urges S. Korea to Drop Confrontation Stance
    Pyongyang, April 14 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of Korea (CPRK) Sunday gave an answer to a question put by the KCNA as regards the recent proposal of dialogue made by the incumbent chief executive and the puppet minister of Unification of south Korea.
    The chief executive at a dinner with parliamentary members from the "Saenuri Party" at Chongwadae on Thursday clarified her stand to resume dialogue with the north.
    Minister of Unification Ryu Kil Jae said on the same day in an exceptional "statement to the north" that he "hoped the north's authorities will show up at a conference room for dialogue especially for the discussion of issues of the north side's own concern", calling for settling the issue of normalizing the Kaesong Industrial Zone through dialogue.
    As regards this, the core member concerned of Chongwadae said Ryu's statement was an official proposal of dialogue that reflected the will of the chief executive.
    But to us, it is nothing but a crafty trick to cover up their crimes of driving the Kaesong Industrial Zone into a crisis and their nature of confrontation by misleading the public opinion, the spokesman said, and went on:
    Those, keen on "sanctions" and "pressure", nuclear war maneuvers against the DPRPK and moves for confrontation with fellow countrymen in league with foreign forces, talked about dialogue, not uttering a word of apologizing or claiming responsibility in disregard of their crimes. This shameless act is an insult to and a mockery of the DPRK.
    The Foal Eagle war maneuvers are now being staged in south Korea and the U.S. and the puppet warmongers are deeply engaged in the moves for igniting a war against the DPRK under the pretext of its military countermeasures.
    As for the proposal for dialogue, it is an empty word without any content.
    Those, who fostered the present grave situation, showed no candid and sincere attitude toward the dialogue with the north but took the stand of listening to what the north thinks and wants. This is the height of arrogance.
    Worse still, the chief executive and the minister of Unification of south Korea let loose a spate of venomous outcries for "provocation", "dismantlement of nukes", "change" and "repetition of vicious cycle" toward the north to whom it proposed dialogue. This goes to fully prove that they still harbor hostility and intention for confrontation.
    Do they think is it possible to have dialogue under such situation and have they ever thought of what results will such dialogue produce.
    The present chief executive of south Korea appears to follow the policy of transferring to the "confrontation with dialogue" from "confrontation without dialogue" touted by the "yusin regime" early in the 1970s. If she really hopes it, she had better stop the farce of dialogue.
    The north-south dialogue is neither a game nor verbal spar. Such dialogue will be meaningless and useless.
    The south Korean authorities can never evade the blame for the present acute situation though they are resorting to crafty moves, misleading public opinion.
    Confrontation is incompatible with dialogue.
    If they have true intent for dialogue, they should drop the attitude of confrontation, to begin with, not getting inveigled in wordplay.
    The possibility of dialogue entirely depends on their attitude. -0-

WHITE PAPER REVEALS DANGER OF U.S. AND s. KOREA WAR DRILLS

    Pyongyang, April 8 (KCNA) -- The National Reunification Institute Monday released a white paper revealing the gravity and danger of the war drills being held by the U.S. imperialists and the south Korean regime to prove who is the provoker increasing the danger of a nuclear war on the Korean Peninsula.
    The white paper said:
    The U.S. and south Korea have kept up staging war drills against the DPRK for six decades since the ceasefire.
    The U.S. imperialists and south Korean warmongers waged more than 18 000 north-targeted war drills and military trainings in south Korea since the ceasefire. It is the number that was officially made public.
    The Key Resolve and Foal Eagle joint military drills have been staged every year in south Korea, involving hundreds of thousands of troops including the U.S. aggression troops in south Korea, south Korean puppet army, U.S. forces from its mainland, Pacific region and Japan and even troops of its allies such as Britain, Australia, Colombia, Canada and Denmark.
    In particular, the war drill Ulji Freedom Guardian activated more than 400 000-500 000 troops including the U.S. aggression troops in south Korea, U.S. reinforcement troops, the three services of the south Korean puppet army, those concerned of the south Korean "government" institutions and local autonomous bodies.
    This shows that the U.S. and south Korea mobilize huge forces enough to conduct a total war in the north-targeted war exercises.
    Also involved in the north-targeted war drills are latest war hardware and means.
    The U.S. and south Korea recently laid out a "plan to jointly cope with the provocation of a local war" the keynote of which is for the U.S. to automatically get involved in case of the military conflict between the north and the south and jointly counter it together with the south Korean puppet army. The on-going war drill against the north is just aimed to put the plan into practice.
    The north-targeted war exercises staged by the U.S. together with the puppet army in south Korea are a heinous nuclear war rehearsal to bring a nuclear holocaust to the Korean Peninsula, Northeast Asia and other parts of the world.
    Right after the cease-fire, the U.S. loudly spoke in public that "it suffered a defeat in the Korean War because it did not use A-bombs". It drew up all kinds of scenarios of nuclear war including 8-53 and the "9-day heavy strike strategy", which called for using nuclear weapons in case of the second Korean war, and has gone desperate in waging military drills according to the scenarios.
    The U.S. officially made public to the world in July 1957 that it started the work to arm the U.S. forces present in south Korea with nuclear weapons and massively introduced nuclear weapons including tactical nuclear missile Honest John and 280 mm atomic artillery pieces into south Korea to hurl them into Focus Lens, Focus Retina and other north-targeted war drills.
    The U.S. nuclear war provocation against the DPRK has become evermore undisguised in the Team Spirit joint military drills which it staged together with the puppet army in the 1970s.
    The drills involved F-16 fighter bomber, B-1B long-distance strategic bomber and nuclear submarines. There were even the drill of using atomic artillery pieces and the drill of launching Lens nuclear missile.
    In the early 1980s there took place in the underground operational room of the White House a mock exercise for commanding a nuclear war to strike all parts of the DPRK all at once in the presence of the U.S. president and over 1 000 nuclear warmongers.
    The U.S. staged a drill for mount a preemptive nuclear strike at the DPRK after introducing the nuclear-powered aircraft carriers Enterprise and Midway into south Korea during the Team Spirit of 1983.
    In 1985, it introduced the Blue Beret special unit armed with backpack nukes into south Korea to conduct evil drills of sabotaging the rear areas of the DPRK. From 1987 it activated the nuclear war-commanding plane to wage reckless war drills under various codenames to attack areas of the DPRK with nukes on the ground and seas and in the air.
    In the RSOI in 1994 it rehearsed a nuclear war with the involvement of up-to-date strike means after drawing up such nuclear war scenarios as OPLAN 5026, OPLAN 5027, and the plan for bombing Nyongbyon that envisaged mounting a preemptive nuclear attack on the DPRK.
    In 2002 the U.S. worked out a "nuclear posture review" and a "national security strategy report" in which it put the DPRK on the list of preemptive nuclear attack. In March 2005 it advanced a "joint nuclear operational doctrine" and, pursuant to this, staged madcap drills for preemptive nuclear attack during RSOI, Foal Eagle, Ulji Focus Lens and other joint military exercises.
    Since 2008 the U.S. has hurled all ultra-modern nuclear attack means including the largest-ever nuclear aircraft carrier and strategic bombers into Key Resolve, Foal Eagle and Ulji Freedom Guardian joint military exercises.
    B-2A flew into the sky above south Korea from the U.S. mainland for the first time in U.S. history to stage a mock drill for dropping nuclear bombs as part of Key Resolve and Foal Eagle.
    John S. McCain and Decatur, Aegis destroyers carrying interceptor missiles, and SBX-1 were dispatched and two nuclear carrier flotillas were deployed in the waters off the Korean Peninsula.
    As seen above, military drills being staged by the U.S. and the south Korean puppet warmongers under various codenames, claiming they are for "defensive" and "annual ones" are, to all intents and purposes, premeditated provocations to launch a war on the Korean Peninsula and nuclear war maneuvers to preempt a nuclear attack on the DPRK.
    All facts go to clearly prove that they are the arch criminals escalating tensions on the Korean Peninsula and provocateurs, aggressors harassing peace and increasing the danger of war.

IN DEFENCE OF SOVEREIGNTY

The third underground nuclear test the DPRK carried out in February was a resolute countermeasure it took to defend national sovereignty from the US hostile act of having grossly violated the DPRK’s legitimate right to the peaceful satellite launch.
The DPRK successfully placed its scientific satellite Kwangmyongsong 3-2, into orbit with carrier rocket Unha-3 in December last year.
French Le Figaro wrote that the successful launch of Kwangmyongsong 3-2 demonstrated the DPRK’s high technological level of the satellite blast-off. It noted that the DPRK succeeded in launching its satellite in spite of unfavourable winter weather and placed it exactly into orbit, through calculated trajectory, the fact which even the US recognized.
This notwithstanding, the US instigated the UN Security Council to fabricate another resolution on imposing further “sanctions” against the DPRK, abusing its launch of peaceful satellite as that of “long-range ballistic missile” and a grave challenge to global peace and security.
The satellite launch is a legitimate exercise by every member state of the world community of its inalienable sovereign right to peaceful use of outer space according to international law. So, if the US and its followers are allowed to launch their satellites at will, but the DPRK, which they regard with animosity, is not allowed to do so and should be punished with sanctions for its blast-off, it is nothing short of double standards applied in the extreme. There is a provision that encourages satellite launch in international law, but not one that prohibits it.
The US acts in 2009 were just the same.
When the DPRK announced that it would launch its trial satellite Kwangmyongsong, the US and its followers made a great fuss about it and said that they would “intercept” it. However, no one could break the faith and will of the DPRK to fairly exercise its sovereign right to peaceful use of outer space. After it launched its satellite the US manipulated the UNSC into adopting its presidential statement criticizing the DPRK. This led the DPRK to conduct second underground nuclear test in defence of its supreme interests and sovereignty. As for the UNSC resolution on sanctions against the DPRK that followed the latter’s nuclear test, the DPRK government stated that it would regard any attempt of blockade made by the US and its followers as an act of war and resolutely cope with it militarily.
An American professor commented that no country could match the DPRK in its aspiration for independence and self-sacrificing spirit to realize it.
The DPRK regards independence as its lifeblood. It is consistently implementing the line of independence in politics, self-sufficiency in the economy and self-reliance in national defence, and thoroughly embodying the principles of independence, peace and friendship in foreign relations. In essence, the DPRK’s lines, policies and activities are run through with independence.
It is out of question for the DPRK to sit idle when the US brought pressure to bear upon it following its launch of Kwangmyongsong 3-2. Therefore, it carried out its third underground nuclear test.
It was well-known that the DPRK had neither needed nor planned to conduct a nuclear test. The recent nuclear test was out-and-out a counter-productive result for the US and its followers. If they had not obstinately denied the DPRK’s sovereign right to the satellite launch and cooked up the absolutely unreasonable UNSC sanctions resolution, the DPRK would not have carried out its nuclear test, but concentrated its efforts on the economic construction and the improvement of the people’s living standards as it planned.
The world community regards the recent nuclear test of the DPRK as an inevitable step it had to take to safeguard its sovereignty and dignity from the US preemptive strike, threat, sanctions and pressure under the prevailing grave situation, as well as a punishment of justice for injustice.
In other words, the nuclear test of the DPRK is a just self-defensive measure to cope with the US hostile policy toward the DPRK and threats of nuclear preemptive strike. It has exercised its legitimate right as a sovereign state by coping the constant nuclear blackmails of the US with its nuclear deterrent.
As the world recognizes, the DPRK is a country with strong spirit of independence and does what it is determined to do.
Vishwanath, Director General of the International Institute of the Juche Idea, said that the DPRK’s successful third nuclear test served as an important occasion to demonstrate its national power and independent stand to the world once again.
Through the satellite launch and nuclear test, the DPRK showed again that the independent stand is the truth and that the truth is sure to emerge victorious.
Now the Korean people have turned out in an all-out showdown to defend sovereignty from the hostile acts of the US and its followers.
The world community will see clearly how the Korean people punish all the hostile forces and win the final victory in the struggle to defend its sovereignty.

U.S. SHOULD PONDER OVER GRAVE SITUATION: SPOKESMAN
    Pyongyang, April 4 (KCNA) -- The spokesman for the General Staff of the Korean People's Army (KPA) issued the following statement Thursday:
    A tough-and-go situation is prevailing on the Korean Peninsula.
    U.S. formation of B-52s based on Guam flew into the sky above south Korea all of a sudden to stage a drill under the simulated conditions of a nuclear strike at the DPRK and formations of F-22s took off from Japan proper and Okinawa and were deployed in the Osan air force base in south Korea to watch for a chance to make a surprise strike.
    B-2s flew into the air over waters of the West Sea of Korea from the U.S. mainland and nuclear-powered guided missile submarines and guided missile destroyers of the U.S. Navy which had been operating in waters of the Western Pacific are busy sailing in the West and East Seas of Korea.
    It was reported that super-large nuclear-powered aircraft carrier and its group will enter the waters off the Korean Peninsula soon after leaving waters of the Indian Ocean or the western coast of the U.S. mainland.
    South Korea and waters around it are turning into places for display of various types of nuclear strike means of the U.S. imperialist aggressor forces and a dangerous hotbed of a nuclear war in the true sense of the word.
    The U.S. high-handed hostile policy toward the DPRK aimed to encroach upon its sovereignty and the dignity of its supreme leadership and bring down its social system is being implemented through actual military actions without hesitation.
    Days and months have passed on this land amid the constant danger of war but never had the whole Korean Peninsula been exposed to such danger of a nuclear war as today.
    Under this situation the towering resentment of the DPRK's army and people has reached an irrepressible phase as they are all out in the all-out action to defend the sovereignty and prevent a nuclear war of the U.S.
    In view of the prevailing situation the world people who love justice and value conscience are unanimously becoming critical of the U.S. and its followers for their disgraceful behavior of prodding the UN Security Council into adopting "resolutions on sanctions" against the DPRK and vocal expressing concern over the situation on the peninsula.
    The moment of explosion is approaching fast. No one can say a war will break out in Korea or not and whether it will break out today or tomorrow.
    The responsibility for this grave situation entirely rests with the U.S. Administration and military warmongers keen to encroach upon the DPRK's sovereignty and bring down its dignified social system with brigandish logic.
    In view of this situation, the KPA General Staff in charge of all operations will take powerful practical military counteractions in succession as the KPA Supreme Command had already solemnly declared internally and externally.
    We have already sent a strong message to the present puppet authorities and military of south Korea following in the footsteps of traitor Lee Myung Bak so that they may understand our position.
    As a matter of fact, puppet military gangsters such as Kim Kwan Jin are human rejects not worth becoming targets of the DPRK's revolutionary armed forces.
    We formally inform the White House and Pentagon that the ever-escalating U.S. hostile policy toward the DPRK and its reckless nuclear threat will be smashed by the strong will of all the united service personnel and people and cutting-edge smaller, lighter and diversified nuclear strike means of the DPRK and that the merciless operation of its revolutionary armed forces in this regard has been finally examined and ratified.

Spokesman for NPCK Urges U.S., S. Korean Warmongers to Stop Their Rash Actions
    Pyongyang, April 4 (KCNA) -- A spokesman for the National Peace Committee of Korea issued a statement on Thursday.
    The U.S. is now hurling latest nuclear war hardware into south Korea, pushing the situation on the Korean Peninsula to the brink of a war, the statement said, and went on:
    Defying public rebuff and criticism at home and abroad, the U.S. sent to south Korea Aegis destroyers John S. McCain and Decatur equipped with interceptor missiles and SBX-1 in the wake of its introduction of nuclear submarine Cheyenne, B-52, B-2A, F-22 under the pretext of the Foal Eagle joint military exercises.
    Worse still, it said it would send super-large nuclear aircraft carrier to the waters off the Korean Peninsula soon.
    The sky, land and seas of south Korea are deluged with U.S. latest nuclear war hardware.
    The U.S. imperialists have pursued ceaseless war moves since their occupation of south Korea, creating a tough-and-go situation several times. But never have they worked so desperately to launch a nuclear war against the DPRK with all type latest nuclear hardware involved as now.
    This is not a mere threat and blackmail against the DPRK and a demonstration of armed forces but a very dangerous military provocation to unleash a nuclear war on the peninsula at any cost.
    The U.S. seems to show off its muscle by introducing latest nuclear weapons into south Korea but this would get them nowhere.
    It is seriously mistaken if it thinks it can frighten the DPRK with such latest weapons.
    Cutting-edge weapons are not a monopoly of the U.S. and gone are the days never to return when it could invade other countries with nukes as it pleased.
    The DPRK already declared that it would no longer remain a passive onlooker to the U.S. imperialists' frantic moves to ignite a nuclear war but make every possible effort including a preemptive nuclear strike to defend the dignity of the supreme leadership of the country and the destiny of the nation.
    If the U.S. imperialists provoke a nuclear war against the DPRK, they will not be able to escape a miserable ruin in face of the powerful precision nuclear strike means of the DPRK.
    The south Korean puppet regime will not be an exception as it is offering south Korea as the ground for displaying supplicated nuclear weapons and theatre of test nuclear war of the U.S.
    The U.S. and the south Korean warmongers had better stop their rash actions, deeply aware of the gravity of the prevailing situation.
