Supreme Leader Kim Jong Un Inspects Reconstruction Site of Flood-Hit Area in Taechong-ri, Unpha County, North Hwanghae Province
Pyongyang,
September 12 (KCNA) -- Kim Jong Un, chairman of the Workers' Party of Korea,
chairman of the State Affairs Commission of the Democratic People's Republic of
Korea and supreme commander of the armed forces of the DPRK, inspected the
reconstruction site of flood-hit Taechong-ri area of Unpha County, North
Hwanghae Province.
He
was accompanied by Vice Marshal of the Korean People's Army (KPA) Pak Jong
Chon, chief of the KPA General Staff, leading officials of the Central
Committee of the WPK Ri Il Hwan, Jo Yong Won, Kim Yong Su and Hyon Song Wol and
Pak Chang Ho, chairman of the North Hwanghae Provincial Committee of the WPK.
The
Supreme Leader was greeted by commanding officers of the units of the People's
Army taking part in the reconstruction of flood-hit Unpha County and officials.
True
to the idea of the 16th meeting of the Political Bureau of the 7th WPK Central
Committee and the joint order of the WPK Central Committee, the Party Central
Military Commission and the State Affairs Commission of the DPRK, combatants
and commanding officers of the KPA units taking part in the reconstruction are
vigorously accelerating the reconstruction with the do-or-die struggle of
loyalty out of strong desire to provide the people in the flood-hit area with
better place to live and realize the noble intention of the Party at an
earliest date possible.
Making
round of the reconstruction site, the Supreme Leader acquainted himself with
the progress and plan of the reconstruction. Appreciating the frontline-style
agitation which is stirring the whole construction site to fit the battle-style
one, he underlined the need to conduct the ideological offensive without rigid
formality and pattern and in a militant manner to arouse all the combatants
taking part in the reconstruction to the implementation of the idea of the
Party and upholding its policies.
Enjoying
the view of the work team villages of the flood-hit farm which has neatly taken
shape as befitting the icon of modern houses of rural area free from all the
backwardness of the times and the traces of flood damage, he said that he was
right to give the order to build one-household dwelling houses and approve the
design without considering the amount of building materials needed or
land-saving aspect as demanded by the farmers he met during his last visit,
adding that the newly built houses with much efforts would be worth more only
when they meet the requirements of the farmers and are liked by them.
He
expressed his happiness, saying that such a village that has taken its shape as
a fairyland within a short period of merely over 30 days is a miracle which can
be created by only the service personnel of the Korean People's Army (KPA) who
have the loyalty to the Party and the ardent love for the people, adding the
world will be startled to see the capability of the KPA.
He
said that everywhere in the construction site is full of sincerity of the
service personnel, noting that they, the excellent sons and daughters of the
people, are devoting themselves to the rehabilitation with the mind of building
their own native homes and villages.
This
fact alone clearly shows the KPA's ideological and moral traits, he added.
Watching with satisfaction the combatants of the KPA working at the
construction site, he said that it is the greatest pride of our Party to have
such a powerful army which is always loyal to the Party, and that our Party is
tiding over all difficulties of the revolution with courage as there is the
KPA, the politico-ideologically strong army and morally strong army and the
genuine army of the people, which is regarding it as its own noble obligation
to help the Party and the people get rid of all troubles with its sincere
patriotism and loyalty.
As
there is the KPA which is faithfully loyal to our Party and the revolutionary
cause of our Party, no natural disaster can ever deprive the people of
happiness and laughter and no one in the world can break the faith and will of
the Workers' Party of Korea struggling for the people, he said.
He
repeatedly told commanding officers of the units of the KPA which were
mobilized in the construction to be aware of the intention of the Party that
called upon the KPA to turn out in eradicating the aftermath of the natural
disaster and the importance of the rehabilitation. He called upon the Party
organizations and political organs at all levels to further intensify among all
the service personnel the work of making them clearly cognizant of the
intention of the Party Central Committee that mobilized the KPA to the great
campaign for creating the happiness of the people, and push ahead with the
rehabilitation with the mind of strengthening the single-minded unity.
He
stressed that this year he mobilized a lot of units of the People's Army to the
campaign for recovering from the flood and typhoon damage and that the People's
Army should regard the campaign for recovering from the damage by the natural
disaster as a political work for maintaining the blood ties between the Party
and the people and further boosting them and the most important work for living
up to the trust of the people, who have only believed and followed our Party
single-mindedly irrespective of any difficulty and trial, in the Party and
defending the Party's absolute prestige, and display the boundless devotion and
popular heroism. Saying that our people might pin their hope only on our Party
and wait for a measure to be taken by the Party in difficult days as now and we
should neither discourage them nor make them feel inconvenience in their living
even a moment owing to the natural disaster, he emphasized that for our Party
which regards it as its noble motto to believe in the people as in Heaven and
keeps them as its root, it is the most important work to repay their trust and
therefore, our Party started an unprecedented great reconstruction campaign by
mobilizing all the state potentiality in the work for defending the people's
happiness and put forward the revolutionary army of the Party as the main force
on every front for recovering the damage by the natural disaster across the
country.
He
expressed his great trust in the People's Army, saying that they should kindle
high the flame of creating heroic legendary stories and making miracles on
every reconstruction front, bearing in mind the noble intention of our Party
and thus devotedly ensure the successful celebrations of the 75th founding
anniversary of the Party and convention of its 8th Congress with honor.
He
stressed that commanding officers of the People's Army should strengthen the
command and technical guidance over the construction with high awareness that
it is totally up to them whether the reconstruction campaign proves to be a
success or failure, push ahead with the construction by launching a
three-dimensional and intense speed campaign and scrupulously take a practical
measure for thoroughly ensuring the quality of the construction by strictly
meeting the requirements of design and technical method.
Learning
in detail about the condition of the crops in the paddy fields that had been
under water, he worried that various diseases had broken out and the condition
of the growth of rice was not good in much of those fields.
Saying
that though there are some losses, it is necessary to improve the condition of
growth at any cost by taking decisive agricultural and technological measures,
not abandoning the crops cultivated by farmers with sincerity throughout the
spring and summer, he repeatedly asked officials and workers in the
agricultural field to make redoubled efforts to minimize the damage to the
crops and increase the yield in a consistent and responsible way.
Our
Party has faced trouble and distress at the great damage caused by the recent
series of heavy rain and typhoons but it will readily face the trouble and will
take every possible measure for the sake of the great people and repay their
great trust without fail, he said, expressing his determination to dynamically
overcome the current trial together with the People's Army.
Immensely
encouraged by the field guidance of the Supreme Leader to the reconstruction
site, all the service personnel vowed once again to become a fortress and
shield devotedly defending the Party Central Committee to finish the
reconstruction at the highest level by the founding anniversary of the WPK and
make a report of victory and thus clearly demonstrate to the world how the
service personnel and people brought up by the Party uphold and devotedly
defend their leader, their Supreme Commander.
The
pace of energetic leadership by the Supreme Leader who is making endless
journey of patriotic devotion for the country and people will be the stride of
the vigorous advance of the country and the motive force of miracles that make
the people and army honorable victors in today's campaign for recovery from

Supreme Leader Kim Jong Un Convenes Enlarged Meeting of Executive Policy Council of C. C., WPK in Typhoon-hit Area before Inspection
Pyongyang, September 6 (KCNA) -- Kim Jong Un, chairman of the Workers' Party of Korea (WPK), chairman of the State Affairs Commission of the Democratic People's Republic of Korea (DPRK) and supreme commander of the armed forces of the DPRK, convened and guided the enlarged meeting of the Executive Policy Council of the Central Committee of the WPK for organizing the campaign for recovery from natural disasters in areas in South and North Hamgyong provinces hit by Typhoon No.9.
Attending
the meeting were members of the Executive Policy Council of the Party Central
Committee and leading officials of the Organizational Leadership Department,
the Information and Publicity Department and other major departments of the
Party Central Committee.
Also
present at the meeting were Vice Marshal of the Korean People's Army (KPA) Pak
Jong Chon, chief of the KPA General Staff, and other KPA commanding officers.
A
vigorous campaign to eradicate the aftermath of the floods and typhoon which
recently hit several areas of the DPRK has been underway. Against this backdrop
South and North Hamgyong provinces were hit by Typhoon No. 9 that did damage to
some areas of the two provinces on Sept. 3.
Heavy
rain and strong wind by Typhoon No. 9 caused damage to some areas of the two provinces.
So Supreme Leader of the Party, state and army Kim Jong Un immediately
dispatched vice-chairmen of the Party Central Committee to the typhoon-hit
areas so that they could learn in detail about the damage to each field. On
Sept. 5, he arrived in the typhoon-hit areas in South Hamgyong Province and
received a detailed report on the typhoon damage from vicechairmen of the Party
Central Committee.
Heavy
rain and strong wind by Typhoon No. 9 destroyed over 1 000 dwellings along the
coastline areas of the two provinces each and not a few public buildings and
farmlands were inundated.
The
meeting had an in-depth discussion about the issue of the recovery from damage
in the typhoon-hit areas of the two provinces and studied and decided on the
detailed measures such as organization of building force to be urgently
dispatched to the areas, designs and material transport.
The
Supreme Leader underscored the need to make the recovery campaign from damage
an important political work and an occasion of consolidating the single-mined
unity, not just an economic and business work for eradicating the aftermath of
natural disasters, and said that it would be good to make the Capital City
positively aid the provinces so as to make the noble spiritual and moral virtues
of taking preferential care of those living a difficult life and overcoming
difficulties while sharing joy and sorrow with them all the time in the whole
society a socialist custom.
He
also said that for the party members, especially those in the capital to take
the lead in aiding the provinces when the country undergoes difficulties and
hardships would make a great contribution to the strengthening of the
single-minded unity of our society.
And
he said that the Party Central Committee will appeal to the core party members
in Pyongyang City to turn out after organizing capital party member divisions.
He
expressed belief that party members of the capital would play a vanguard role
in the recovery campaign in the disaster-stricken areas true to the intention
of the Central Committee of the Party and fully demonstrate the single-minded
unity of our society, sharing weal and woe with party members and workers in
local areas and that they would do a large share of work in the holy campaign
ahead of the 75th founding anniversary and the 8th Congress of the Party.
Saying
that it is necessary to issue a general mobilization order to the transport
field this time as during the campaign for recovery from the damage in the
northern part of the country a few years ago and push ahead with the transport
organization and control to ensure the sufficient supply of materials necessary
for rehabilitation, he took measures one by one after estimating the amount of
major materials needed for rehabilitation.
Expressing
belief that the People's Army would faithfully fulfill its mission and duty as
defender of the country and creator of the people's happiness, he issued an
order of the Central Military Commission of the WPK of calling for conducting a
campaign for recovery of South Hamgyong Province and North Hamgyong Province
from damage.
At
the enlarged meeting of the Executive Policy Council, Kim Song Il, chairman of
the South Hamgyong Provincial Committee of the WPK, was dismissed and a
vice-director of the Organizational Leadership Department of the C.C., WPK was
newly appointed as chairman of the provincial party committee.
After
concluding the meeting, the Supreme Leader inspected the typhoonhit areas in
South Hamgyong Province. He was accompanied by vice-chairmen of the Central
Committee of the Party, commanding officers of the People's Army and leading
officials of the major departments of the Central Committee of the Party.
Pointing
out that as it was shown by the damage by the recent tidal wave, the conditions
of the overall coastline of our country is poor and sea dikes were not properly
built, he stressed that this issue is also one of the work to be quickly
tackled by us as an important political task.
He
noted that given the potential exposure to the wildness of nature in the
future, it is necessary to make a plan for moving residential districts near
the sea to safe zone in the future while thoroughly examining and considering
their safety.
He
said that in order to build permanent quality coastline structures for protecting
residential districts and farmlands from the effect of tidal wave and typhoon,
it is necessary to make good study and plan for building sea dike and harbor
breakwater according to the standard method of construction, with the
involvement of science research units of the marine and hydraulic engineering
field and designing institutes specializing in the design of harbor and wharf
breakwater, and build them under yearly plan by mobilizing state force.
Learning
about the growth of the crops damaged by typhoon, he called for taking positive
agricultural and technological measures for minimizing the reduction of the
yield. He expressed the conviction that our Party and people would certainly
make an advance while winning great and fresh victory single-mindedly, and our
state would certainly be more prosperous however wild the nature may be and how
many difficulties we may face.
Supreme Leader Kim Jong Un Sent Open Letter to All Party Members in Pyongyang

Supreme Leader Kim Jong Un to all the Party members in the capital city of
Pyongyang during his inspection of a typhoon-afflicted area in South Hamgyong
Province:
To
All the Comrade Party Members in the Capital City of Pyongyang
Dear
all the comrade Party members in the capital city of Pyongyang, I extend my
greetings to you who are working harder than anybody else in the intensive
struggle for making preparations for the grand events to be held soon in
celebration of the 75th founding anniversary of the Workers' Party of Korea and
for its historic Eighth Congress.
In
hearty response to the major decisions the WPK Central Committee adopted in the
face of manifold threats to the security of the state and lives of the people,
you are working with devotion for their implementation; thanks to the pivotal
role you have played, Pyongyang, the capital city of our revolution, is
maintaining its security in the main.
But,
as you all have learned through newspaper and radio, various parts of the
country suffered severe damage simultaneously from floods and a typhoon that
hit them in succession recently, and an intensive struggle is going on to
remove the aftereffects.
To
make matters worse, typhoon No. 9 followed them, inflicting damage on Kangwon
Province and North and South Hamgyong provinces on the east coast.
In
particular, dwelling houses and public buildings were submerged or damaged in
about ten cities and counties in South Hamgyong Province, including Tanchon,
Sinpho and Hongwon, leaving many people homeless.
To
take houses alone as an example, more than 1 000 of them collapsed. I have been
reported that North Hamgyong Province suffered no less damage. Although we had
taken all the conceivable preventive measures closely monitoring the typhoon
since it was coming up north hundreds of kilometres away, it brought
unexpectedly heavy rains and high winds, resulting in great damage.
In
this critical situation which admits not a moment of delay and, what is more,
when many of the major civilian construction forces and Korean People's Army
units have already been deployed in the damaged areas in Kangwon and North and
South Hwanghae provinces, the WPK Central Committee has decided to unburden
itself of the problem of strongly supporting the reconstruction project sites
in North and South Hamgyong provinces to none other than you, Party members in
the capital city.
Needless
to say, there are also many Party members and organizations and major forces of
the working class in these provinces, and it is of my belief that they, too,
will fully understand the intention of the WPK Central Committee and do a good
job of the reconstruction projects.
However,
it is the view of the WPK Central Committee that it would be more meaningful
when the core Party members in the capital city, bodyguards who are defending
it nearer to it than anybody else, hold aloft a banner and march to the
reconstruction project sites.
It
is a national trait that all the parts of the country always defend the
capital, its heart, in every possible way, but it can also be called our proud
national trait that the citizens of the capital city give sincere support and
encouragement to the provincial people when they are in difficulties.
Party
members in the capital city are the core force that our Party places its
greatest trust in.
If
they go and work in the damaged areas true to the call of the Party, we will
gain great strength which cannot be compared to the economic losses incurred as
a result of the destructive natural disaster.
Their
arrival at the damaged areas after a forced march from Pyongyang will
immediately instill a great encouragement into the Party members and other
people there, and the unity of the whole Party will be further consolidated
with intention and intimate feelings in the course of their struggle to weather
and break through the trials and hardships together.
This
year we have experienced special difficulties owing to the continuing worldwide
healthcare crisis concurring with the natural disasters, but we are overcoming
all these difficulties bravely on the strength of the unity of the Party and
the people.
This
is never a year of calamity and disaster but a year of struggle, advance and
unity, in which we are achieving firmer solidarity through a super-intense,
arduous struggle.
Over
the past 75 years, our Party flag has fluttered on the victorious hills, never
with the wind of those times, but thanks to the ardent feelings of loyalty and
patriotism of our Party members, who have turned out whatever the tasks as one
to reply to the calls of the WPK Central Committee with outstanding feats.
At
this decisive and responsible moment, when a turning point has to be created
for achieving another meaningful victory noteworthy in the history [8] of our
Party and the revolutionary struggle, the Party members in the capital city
should be standard-bearers and a shock-brigade.
The
WPK Central Committee requests our Party members in the capital city to turn
out and volunteer in high spirits for the reconstruction projects in the
damaged areas in North and South Hamgyong provinces in order to resolutely
defend the 75th founding anniversary of the WPK and its Eighth Congress.
October
10 is approaching nearer, and even though we are under difficult conditions and
time is not enough, we can never leave the many new disaster victims in North
and South Hamgyong provinces to greet the holiday outdoors.
The
WPK Central Committee calls upon the Party members in the capital city, with
the warm care and solicitude of the Party and deep affection of Pyongyang, to
wholeheartedly console the people in the damaged areas, help them and work with
devotion so that they can get rid of the aftereffects as soon as possible.
Dear
comrade Party members in the capital city of Pyongyang, Now the front where the
reconstruction campaign is being conducted to relieve the disaster victims of
their inconveniences and sufferings is the forefront to which our Party must
direct all its efforts.
That
is why the WPK Central Committee has decided to organize elite divisions,
involving 12 000 hardcore Party members in the capital city, to be dispatched
immediately to North and South Hamgyong provinces, respectively.
Any
officials and other Party members of the Pyongyang municipal committee and
district committees of the WPK, city-level and district-level institutions,
factories and other enterprises can volunteer to join these first ever combat
units, and receive recommendations from their respective WPK committees.
If
the divisions, before leaving, hold a rally and harden their resolve in the
square in front of the Kumsusan Palace of the Sun, where Comrades Kim Il Sung
and Kim Jong Il are preserved in their lifetime appearance, and march to the
reconstruction project sites, the great leaders will be very pleased.
Your
major task at the reconstruction sites is to be the point men and sparks in
implementing the Party's policy in the vanguard of the working youth and
soldiers who have turned out to restore the damaged areas.
As
befitting core Party members from the capital city, you should be a model for
others by displaying burning stamina and performing well-ordered action in all
respects of restoration struggle and living during the whole period, from going
to the reconstruction sites to withdrawing from them.
Explaining
to the people in the afflicted areas the genuine desire of the WPK Central
Committee to turn the misfortune into blessings and get them to live in better
houses and in a better environment, you should sincerely help them to carry out
the reconstruction projects with confidence and optimism.
You
should never impose a burden on the local people nor put on airs abusing your
assistance, but be modest and behave faithfully; and while learning from the
unyielding way of life and temperament of the local people who are braving the
difficulties out, you should open-heartedly teach them the good experiences and
advanced technical skills created in the capital city.
As
the elite divisions of the Party members of the capital city, who are going to
be dispatched, are to build mainly houses and public facilities, units under
the direct control of the divisions should be organized involving those who
served in the army units specializing in construction and therefore are highly
skilled in construction.
These
units should complete their projects wonderfully, raise the quality of all the
reconstruction projects and teach all the advanced construction skills they
possess to the local builders not only with advanced construction methods and
skills but also with the attitude of an educator who does all their work with a
sense of responsibility and assiduousness.
Party
members at ministries and central institutions should provide promptly and in
good time the materials, equipment and goods necessary for the reconstruction
projects with an attitude of being combatants in the restoration areas, so as
to fulfill their duties becoming Party members in the capital city.
I
am going to dispatch the divisions, formed of excellent Party members in the
capital city, to help the people in North and South Hamgyong provinces, but
what worries me most is their health.
Even
though these Party members have been trained much and tested at the production
sites and through practical struggle, they may feel difficult and tired as they
have to wage a 24-7 campaign in the autumn winds in the damaged areas.
The
commanding officers and political workers who are in charge of the divisions of
Party members should show meticulous concern on the health and life of all
their members and take care of them with a tender heart, so that they all can
finish the projects and come back to the capital city of Pyongyang and their
dear houses in good health.
I
firmly believe that the elite divisions of our Party members in the capital
city organized and dispatched to North and South Hamgyong provinces under the
direction of the WPK Central Committee, as a special detachment for staunchly
defending the celebrations of the 75th anniversary of the WPK and its Eighth
Congress, would perform with credit their honourable mission and combat tasks
and achieve a great victory.

Supreme Leader Kim Jong Un Guides 6th Enlarged Meeting of 7th Central Military Commission of WPK
Pyongyang,
September 9 (KCNA) –
The
Central Military Commission of the Workers' Party of Korea (WPK) held an
enlarged meeting at the office building of the Central Committee of the WPK on
Tuesday morning as regards the severe damage done to the Komdok area of South
Hamgyong Province by Typhoon No. 9, a disaster that seriously affected several
areas on the eastern coast and northern inland areas of the country, and
discussed state measures for reconstruction.
The
meeting was presided over by Kim Jong Un, chairman of the WPK, chairman of the
State Affairs Commission of the Democratic People's Republic of Korea (DPRK)
and supreme commander of the armed forces of the DPRK. Present there were
members of the WPK Central Military Commission, vicechairmen of the WPK Central
Committee, leading officials of major departments of the WPK Central Committee,
members of the Cabinet, ministries and national institutions, commanding
officers of the armed forces organs and members of the central headquarters for
recovery from flood damage.
The
Supreme Leader informed the participants in detail of the situation of the
severely damaged Komdok area. According to the preliminary data, more than 2
000 dwelling houses and tens of public buildings were destroyed or inundated,
60 000 meters of roads in 45 places washed away, 59 bridges collapsed, over 3
500 meters of railway roadbeds in 31 places and more than 1 130 meters of rails
in 2 places swept away at the Komdok Mining Complex, the Taehung Youth Hero
Mine, the Ryongyang Mine and the Paekbawi Mine, leading to the state of
emergency of total paralysis of transport system.
And
the dam of the sedimentation reservoir of the Komdok Mining Complex was
destroyed and lots of equipment was carried away. The Supreme Leader said that
due to the unexpected damage by typhoon we are faced with the situation in
which we cannot help but change the direction of our struggle after
comprehensively considering the year-end tasks that were under way with the
nation-wide efforts.
Noting
that the restoration of the Komdok area at the earliest date possible is
necessary for protecting the people and state properties there and, at the same
time, it is an urgent task that should be given top priority for reviving the
important arteries of the national economy, the Supreme Leader stressed the
need to take state emergency measures to make sure that new dwelling houses
take shape and roads and railways are restored by Oct. 10 and all the damages
are undone 100 percent by the year-end.
He
said that the Central Military Commission of the Party decided to entrust the
reconstruction of the Komdok area to the People's Army once again on the basis
of the examination of the scale of damage and reconstruction in the area,
adding only the People's Army could form another front.
The
Central Military Commission of the WPK set the formation of forces of the
People's Army units to be dispatched to the Komdok area and their mission in
the reconstruction campaign and took measures for provision and movement of
vehicles and construction equipment and for provision of building materials
including cement and fuel and coordinated transport and others, and organized
the Komdok area reconstruction commanding group.
Introducing
with pride the achievements being made in 24-7 reconstruction campaign by the
service personnel and builders dispatched to the fronts for recovery from
natural disasters across the country, the Supreme Leader said with confidence
that if this spirit goes on, the reconstruction campaign would be successfully
carried out by October 10 as decided by the Party and a signal success would
also be made in the Komdok area, splendidly adorning this year as the one of victory.
Expressing
belief that all the service personnel who are involved in the campaign for
recovery from typhoon damage in the Komdok area of South Hamgyong Province
would work with devotion for our great people, great Party and great state as
befits the reliable revolutionary armed forces of the WPK and thus successfully
complete their sacred combat mission before the 8th Congress of our glorious
Party, he personally signed in an order of the Central Military Commission of
the Party related with the campaign for recovery from typhoon damage in the
Komdok area of South Hamgyong Province.
Saying
that the ongoing campaign for recovery from typhoon damage is the one for
defending the country and people, he ardently appealed to certainly become
honorable victors under the banner of great tradition of single-minded unity
and army-people unity however wild nature might be and how manifold challenges
and trials may hold us back.
