Songun Korea

Songun Korea

“The geopolitical position of the country is the same as ever, but the weak country of
yesterday which was trodden underfoot as a theatre of wrangling among big powers to expand
the sphere of their influence, has now been turned into a proud political and military power and
our people are demonstrating their dignity as an independent people whom no one dares to
provoke.
“These miraculous changes that have taken place in the destiny of our nation are not just a
fortuitous event which resulted from the lapse of time but an inevitable outcome of history
brought about by the great President Kim Il Sung and General Kim Jong Il, who pioneered and
led the Songun revolution.”
They are some passages from the speech supreme leader Kim Jong Un of the DPRK delivered
at the military parade held in celebration of the centenary of the birth of President Kim Il Sung,
father of socialist Korea, in April 2012.
One century ago Korea was a weak colonial country. Its national sovereignty was cruelly
infringed upon by the great powers and it had to undergo hardships of a stateless nation trampled
upon by the Japanese military because it had no military strength to defend itself.
The sufferings of the Korean nation were put to an end by Kim Il Sung, pioneer of the Songun
revolution.
He set out on the road of struggle to save the destiny of the country and nation early in his
teens. In the course of groping for the path of the Korean revolution he initiated the Juche idea
that one is responsible for one’s own destiny and one has also the capacity for hewing out one’s
own destiny, and clarified the fundamental principle of the Songun idea that the destiny and
prosperity of the country and nation are all guaranteed by force of arms. Starting from this, he
organized the guerrilla army units without state backing or a regular army, and waged a grim
anti-Japanese war. In the course of the 15-year-long bloody war, he showed the truth that the
national liberation struggles in colonial countries against the imperialist occupationists must be
conducted by force of arms and set examples of their materialization.
He achieved the historic cause of Korea’s liberation on August 15, 1945.
After liberation Kim Il Sung gave top priority to the founding of a regular army and the
building of the defence industry. Thanks to this, Korea could inflict serious defeat on the US
imperialists who started the Korean war on June 25, 1950 and safeguard its national sovereignty
and dignity with honour.
After the war he put forward the line of simultaneously building the economy and defence and
policies of turning the entire army into a cadre army, modernizing it, arming all the people and
fortifying the whole country and led the efforts for their implementation, thus frustrating the
constant provocations of the US imperialists.
The cause of Songun pioneered by Kim Il Sung was brilliantly inherited by Kim Jong Il.
Kim Jong Il started Songun-based leadership by giving inspection to the Seoul Ryu Kyong Su
Guards 105th Tank Division of the Korean People’s Army on August 25, 1960, and launched his
unique Songun politics in the late 1960s.
Entering the mid-1990s Korea had to experience the harshest ordeals owing to the intensified
anti-socialist offensive of the imperialists, following the collapse of socialism in several
countries and the death of Kim Il Sung, and severe natural calamities. To overcome the
prevailing difficulties he held higher the banner of Songun. From 1995 to December 2011, the
last days of his life, he inspected 2 492 army units, which prepared the service personnel into
those strong in ideas and faith, strengthened the country’ defence capabilities by giving top
priority to the development of the defence industry and turned the whole country into an
impregnable fortress.

The KPA has been developed into an invincible army capable of smashing the enemy’s attacks
and invasion at a breath, and won one victory after another in its showdown with the US. Korea
is now possessed of a strong nuclear deterrent to cope with the US’s threat of reckless nuclear
preemptive strike.
Thanks to its inexhaustible might of Songun, Korea is exercising sovereignty fairly in the
international arena at present and advancing along the road to independence and socialism
without seeking approval of others.
Korea’s Songun politics displays great strength not only in the political and military fields but
also in the economic and cultural sectors.
Upholding the slogan “Let us take upon ourselves both national defence and socialist
construction!” the KPA is making a breakthrough in the development of the country’s economy.
With the KPA taking the lead, and the people modelling after the revolutionary soldier spirit, the
traditional great army-people unity of Korea reached the highest stage. Supported by the
indomitable spiritual strength, Korea is working out world-startling miracles day by day in the
building of a thriving nation.
Korea has overcome the worst adversity and turned into an independent power from a weak
colonial country. The reality of Korea is the inevitability of history brought about by Songun. It
is not fortuitous that Korea is called Songun Korea.
Now Korea is led by Kim Jong Un who is identical with Kim Il Sung and Kim Jong Il.
Through the inspection of the KPA Seoul Ryu Kyong Su Guards 105th Tank Division, a
symbol of Songun, on the first morning of this year, he made a solemn declaration at home and
abroad his will to pursue the road of Songun.
And his speech Let Us March Forward Dynamically towards the Final Victory, Holding
Higher the Banner of Songun delivered at the military parade this April made the international
community reaffirm his will of Songun.

Saviour of Korean Nation
In the first half of the last century the Korean people were suffering under the yoke of
colonial slavery.
The Japanese imperialists, during the period of their military occupation of Korea from 1905
to 1945, killed a million Koreans, forcibly drafted 8.4 million of young and middle-aged Korean
people to work them like beasts of burden and took 200 000 Korean women to serve as sex
slaves for their army. They plundered Korea of its resources and cultural properties, and
prohibited Koreans from using their spoken and written language, even forcing them to change
their names in a Japanese style.
However, the Korean nation was finally liberated by General Kim Il Sung (1912-1994).
In 1925 Kim Il Sung, in his teens, left his country with a firm resolve never to return home
before winning national independence. In October the following year he organized the Down-
with-Imperialism Union (DIU), which was made up of Korean revolutionaries of a new
generation. The formation of the DIU whose immediate task was to overthrow the Japanese
imperialists and achieve Korea’s liberation and independence marked a new starting-point for
the national liberation struggle in Korea.
In June 1930 Kim Il Sung made a historic speech The Path of the Korean Revolution at a
meeting of Korean revolutionaries held in a region of Northeast China. In the speech he clarified
the principles of the Juche idea, which is nowadays known worldwide as the guiding ideology of
the era of independence, and advanced the line of anti-Japanese armed struggle based on the
Songun idea. The line served as an ideological and spiritual banner of the Korean revolutionaries
as it indicated that the cause of national liberation could only be accomplished by relying on
oneself and waging an armed struggle, not by depending on others or taking a peaceful approach.
On April 25, 1932, he founded the Korean People’s Revolutionary Army, the predecessor of
the present Korean People’s Army. With the founding of the KPRA the Korean people were able
to step up the national liberation struggle on the strength of their own armed force.
With a view to rousing the whole nation to the sacred war of their liberation and uniting them
into a single force, he formed the Association for the Restoration of the Fatherland in May 1936.
As a result, all the Korean people who loved their country, regardless of their differences in
ideology, political views, social strata and religious beliefs, were united as one under the banner
of the ARF, and the national liberation struggle could be conducted on a nationwide scale.
The anti-Japanese armed struggle in Korea was a do-or-die struggle waged against the
Japanese army which tried to dominate the world, hand in glove with fascist Germany. In the
light of both numerical and technical aspects, the Japanese empire was incomparably superior to
the Korean guerrilla army, with no state to back it in the rear or support from a regular army,
which was likened to being a “drop in the ocean” by the Japanese in those days.
However, Kim Il Sung led the 15-year-long armed struggle against the Japanese to victory. It
was his original military idea that the numerical, military and technical superiority of the enemy
should be defeated by means of the political and ideological, strategic and tactical ones of the
revolutionary army. Thanks to this military idea, the KPRA soldiers were fully prepared into
those strong in ideology and faith, with confidence in the justness of their cause and indomitable
fighting spirit, and correct strategies and tactics and many other unique combat methods were
created at every stage of the anti-Japanese armed struggle.
His definition of guerrilla warfare as the basic form of the national liberation struggle in
colonial countries is of special historic significance. It was a protean strategy that could defeat
the enemy with a lesser number of force while maintaining the initiative, though it had no state
rear or support from a regular army. His policies of combining large-unit operations properly
with small-unit actions and of establishing semi-guerrilla zones in parallel with the guerrilla
zones of the liberated-area type were superb strategic and tactical methods that made it possible
to actively launch the armed struggle.
Under the superb and adroit command of Kim Il Sung who turned a misfortune into a
blessing and adverse conditions into favourable ones, the KPRA dealt a telling blow to the
enemy in every battle. The Korean and Japanese people would unanimously say that the KPRA
appeared at an unexpected place and disappeared at an unexpected moment and that General
Kim Il Sung used the art of shortening distance.
The Korean people turned out in the sacred struggle against the Japanese, looking up to him
as the Sun of the nation and as the saviour of liberation, who would revive the Korean nation. At
last they attained the cause of national liberation on August 15, 1945.
Freed from colonial slavery, they set out on building an independent and sovereign state as
the masters of their destiny.
The exploits Kim Il Sung performed in liberating Korea will remain for ever in the minds of
the progressive mankind as well as the Korean people.

Pyongyang, August 3 (KCNA) -- The dear respected Kim Jong Un's talk with leading officials of the Central Committee of the Workers' Party of Korea "Let Us Effect Kim Jong Il's Patriotism and Step Up the Building of a Prosperous Country" on July 26, 2012 was made public.
The talk was carried by newspapers on August 3.
Kim Jong Un in his work said that leader Kim Jong Il was a peerless patriot who performed undying exploits to be recorded in the history of the country for all ages. Kim Jong Il warmly loved the country and the people more than anything else and devoted all his life to the prosperity of the country and happiness of the people, he added.
He went on to say:
Kim Jong Il's long journey of patriotic devotion undergoing arduous ordeals helped face-lift the country and laid the eternal foundation for a thriving nation.
His warm love for the socialist motherland and people and self-sacrificing devotion to the prosperity of the country and people's happiness are derived from his absolute trust in his own people and steadfast confidence in justice of the socialist system and victory of socialism.
His warm love and devotion are also prompted by his noble awareness and sense of mission that he was responsible for the destiny of the country and people whom President Kim Il Sung entrusted to him.
Patriotism that he had displayed is the noblest one which can be called after him only in the light of its essence and its tremendous vitality.
This patriotism constitutes the height of socialist patriotism.
Kim Jong Il's patriotism is the warmest love for our socialist motherland and people and the most energetic and self-sacrificing devotion to the prosperity of the country and people's happiness. It is genuine patriotism as he loved every tree and every blade of grass of the country.
Kim Jong Il's patriotism is based on the noble outlook on the country, people and posterity.
This patriotism is the precious mental legacy and practical example he left to the Korean people.
All the officials, party members and other working people should actively learn from noble patriotism of Kim Jong Il and embody it into practice just as it is.
They should faithfully carry forward and complete all the work Kim Jong Il had planned and tried to realize in his lifetime in order to materialize his idea and wishes in this land.
The greatest patriotism lies in defending the country. All the people should attach importance to the military affairs, sincerely learn them and devote their patriotism to the sacred war for defending the country if the enemy provokes.
Everyone should bravely turn out in the just struggle to achieve national reunification true to the noble patriotic idea of Kim Jong Il.
Kim Jong Un in the work set forth the tasks for party and working people's organizations and all the state-run bodies and social organizations to fulfill their responsibility and role in the work for learning from Kim Jong Il's patriotism and embodying it.
The country will emerge as a thriving socialist nation when the hot wind of learning from Kim Jong Il's patriotism prevails in the country and all the people fully embody it into practice, he stressed..

Pyongyang, July 31 (KCNA) -- The Committee for the Peaceful Reunification of Korea (CPRK) issued the following statement on Tuesday:
As reported, there were press conferences with Pak Jong Suk and Jon Yong Chol shortly ago. Pak came back to the DPRK after being lured and abducted to south Korea by the south Korean puppet regime and Jon, a defector to the south, was arrested after infiltrating into the DPRK to destroy statues symbolic of the dignity of the supreme leadership of the DPRK and its monuments under the manipulation of the U.S. and the south Korean regime. The press conferences fully revealed the truth about the U.S. and the south Korean regime's allurement and abduction of residents of the DPRK and their attempted terrorism.
Now the service personnel and people of the DPRK and all other Koreans are expressing irrepressible resentment at those attempted terrorist acts and they have aroused concern and shock among the world people.
Their attempted terrorism is a blatant challenge to the dignity of the supreme leadership of the DPRK, a wanton violation of its sovereignty and a grave breach of international law.
This indicates that the hostile forces' moves for subversion and sabotage against the DPRK have entered a very dangerous phase of action. The above-said cases go to clearly prove once again that "defectors to the south" and "human rights in the north" much touted by the U.S. and the south Korean group of traitors are nothing but hypocrisy and their real aim is to do harm to the single-minded unity of the DPRK and bring down its social system.
Much upset by the disclosure of their crimes in the eyes of the world, the U.S. and the south Korean regime are letting loose a spate of sheer sophism that they "have no hostile intents", it is "an individual deed" and it is "a unilateral smear campaign of the north" in a bid to mislead public opinion, Worse still, they are making desperate efforts to conceal the recent cases by such base methods as killing and eliminating those involved in them.
With nothing, however, can they conceal or hush up their unethical and hideous crimes.
Moreover, it is becoming clearer with each passing day that the recent attempted terrorism was an organized and premeditated crime of the U.S. and the puppet regime.
Wicked traitor Kim Yong Hwan was recently arrested by the Chinese security authorities before being expelled to south Korea. His crime once again confirmed how desperately the regime is working to destroy and sabotage the DPRK.
All facts clearly prove that the U.S. and the puppet regime are the worst human rights abusers and chieftains of abduction and terrorism.
Now that the U.S. and the puppet regime are luring and kidnapping residents of the DPRK in wanton violation of international law and attempting nefarious terrorism against the dignity of the supreme leadership of the DPRK, it has a legitimate right to take all corresponding steps, pursuant to the DPRK Law and the International Convention on Human Rights and Anti-Terrorism.
The Committee for the Peaceful Reunification of Korea is authorized to solemnly state as follows in this regard:
The U.S. and the south Korean puppet regime should stop at once the act of luring and abducting DPRK citizens, make an official apology for the hideous politically-motivated, state-sponsored terrorism against the dignity of its supreme leadership and sternly punish the prime movers.
They should immediately disband anti-DPRK plot-breeding and terrorist organizations including the "Front for Liberation of North Korean People" and the "Society for Destroying Statues", despicable groups of traitors, and discontinue such base and reckless acts as bribing human scum and hurling them into crimes.
In case the DPRK's just demands are not met, there will follow corresponding measures including punishment of criminals involved in monstrous terrorism and other subversive and sabotage acts against the DPRK and the operations to lure and abduct its citizens.
We declare that among the targets to be punished will be Kim Song Min, representative of the "Radio Free North Korea" who is the prime mover of the recent attempted terrorism, Pak Sang Hak, representative of the "Federation of the Movement for Free North Korea" who is keen on abduction, terrorism and plots, Jo Myong Chol, former director of the "Unification Education Institute", and Kim Yong Hwan, a despicable renegade.
We will in the future, too, never allow those abductors, terrorists and saboteurs who dare hurt the dignity of the supreme leadership of the DPRK, encroach upon its sovereignty and threaten the safety of its citizens and their organizers and those involved in them to go scot-free even by scouring all parts of the earth.
The U.S. and the south Korean conservative group will be wholly accountable for all this.
It is an inviolable and legitimate right of the DPRK to devotedly protect the dignity of its supreme leadership and safeguard its sovereignty and the safety of its people.
Those who dare hurt the dignity of the supreme leadership of the DPRK and its social system and people will not be safe no matter where they are and they will not be able to escape merciless punishment of the army and people of the DPRK.
The U.S. and the rat-like Lee Myung Bak group should clearly understand that the steel-strong single-minded unity of all the service personnel and people of the DPRK is unbreakable as they are under the great illustrious commander.

Pyongyang, July 31 (KCNA) -- A spokesman for the Ministry of Foreign Affairs of the DPRK issued the following statement on Tuesday:
The U.S. authorities are vying each other to commit politically-motivated provocations against the DPRK.
The U.S. chief executive asserted that the DPRK's nuclear deterrent for self-defense "threatens the world" while its military chief made oft-repeated trumpeting about "provocations." Officials of the Department of State including its secretary groundlessly slandered the DPRK on the basis of a variety of wild rumors about its situation without their own judgments to distinguish truth from lies. They are still pulling up the DPRK over its launch of satellite for peaceful purposes in a clumsy bid to justify their hostile policy toward it.
The outbursts let loose by the authorities, prompted by their inveterate rejection and hostile intents on the ideology and social system chosen by the people of the DPRK clearly proved that the U.S. remains unchanged in its hostile policy toward the DPRK.
It is known to everybody that the U.S. is hostile to the DPRK. But the point is why the authorities of its administration are all out to kick up an unprecedented anti-DPRK smear campaign this time.
This reflects their fear of the fact that world people are rapidly growing stronger in their admiration and expectation for the rosy future of the DPRK led by the dear respected Kim Jong Un admired by the whole world. Also lurking behind this is their black-hearted intention to calm down bitter denunciation and pressure of the international community to the effect that it is impossible to ensure durable peace and stability on the Korean Peninsula unless the U.S. drops its anachronistic hostile policy toward the DPRK.
The U.S. claims that it has no hostile intent on the DPRK while malignantly slandering it. This is no more than sheer hypocrisy aimed to deceive the public, to all intents and purposes, because it is an incoherent one. This is proved by what the U.S. is now doing quite contrary to its claim.
It is busy staging large-scale joint military exercises against the DPRK one after another after massively introducing ultra-modern war means into south Korea and its vicinity.
While talking about "people's living" in the DPRK, the U.S. is persisting in its harshest and protracted sanctions and blockade against it, threatening its vital rights and barring it from developing the economy and improving people's living standard.
The U.S. is talking to the DPRK that its people would live well if it dismantles its nukes. This reminds one of a wolf preaching that it would not hurt sheep if the sheep has its horns curved.
It is the DPRK's steadfast option to counter the U.S. hostile policy with bolstered nuclear deterrent.
Now that the DPRK has powerful nuclear deterrent and strong munitions industry capable of steadily bolstering it, it is capable of putting spurs to the building of an economic power, undeterred by the U.S. persistent hostile policy.
The DPRK does not need any advice from others as it has strategy and orientation of its own style to develop the economy and improve the standard of people's living and ways to carry them out.
It will surely build a thriving socialist nation while countering the U.S. hostile policy with its toughest policy, with everybody holding arms in one hand and a banner of industrial revolution in the new century in the other. -0-

DPRK NDC Clarifies Its Principled Stand to U.S., S. Korea′s Anti-DPRK Terrorism

Pyongyang, July 29 (KCNA) -- A spokesman for the National Defence Commission (NDC) of the DPRK issued the following statement Sunday:
The hideous state-sponsored politically-motivated terrorism planned by the U.S. and the south Korean rat-like Lee Myung Bak group to demolish the statues representing the dignity of the supreme leadership of the DPRK and monuments in it has lashed the army and people of the DPRK into a great fury and shocked the world.
Much upset by this, the south Korean group is working hard to put the situation under control while peddling the story that there is no organization that spearheaded the terrorism, no person gave instruction and no one was involved in the case.
The U.S., direct manipulator of the hideous crime, is making irrelevant remarks.
But with nothing can they cover up the high treason it committed against history, humankind and the Korean nation.
The DPRK has powerful evidence to prove how the U.S. was involved in the crime and how Lee Myung Bak group attempted to execute it at the instigation and under the sponsorship of its master.
Under the prevailing situation the DPRK NDC states as follows its principled stand on behalf of the army and people of the DPRK:
The Workers' Party of Korea, state, army and people of the DPRK will invariably counter the U.S. hostile policy toward the DPRK with practical toughest counter-action.
The U.S. loudly "declared" that it had no hostile intention toward the DPRK whenever other opportunities presented themselves. A typical example is the October 12, 2000 DPRK-U.S. joint communique. But they were make-believe propaganda without exception.
In the September 19, 2005 joint statement the U.S. clarified that it has no intention to attack or invade the DPRK. But it was also a sleight of hand to conceal its black-hearted nature.
Recently the president, state secretary and other dignitaries of the U.S. administration are becoming assertive in saying that the U.S. has no hostile intention toward the DPRK but it is also hypocrisy to deceive the public.
The U.S. policy is sham one replete with fraud and hypocrisy.
That's why it loudly spoke that it has no intention to be hostile toward the DPRK and to attack it, but behind the scene it offered extended nuclear deterrence to the south Korean group, openly beefed up aggression troops in and around south Korea and regularly staged big nuclear war exercises targeting the DPRK.
Recently it worked out state-sponsored and politically-motivated terrorism aimed at bringing down the statues representing the dignity of the supreme leadership of the DPRK and grand monuments in it. Then it prodded south Korean group to hurl human scum to execute it. This evidently proved that the U.S. regards it as its invariable "national policy" to pursue hostility toward the DPRK.
In the face of this stark fact, the army and people of the DPRK will react to the U.S. hostile policy toward it with the toughest stand.
Only when there is no deceptive policy of the U.S. and south Korea and other forces blindly following it, will it be possible to stabilize the situation on the Korean Peninsula and bring peace to the world. The DPRK has drawn this conclusion long ago.
2. The WPK, state, army and people of the DPRK will counter the U.S. state-sponsored and politically-motivated terrorism targeting the DPRK with physical counter-offensive.
The base of the world state-sponsored politically-motivated terrorism is the U.S.
The U.S. is a hotbed of all forms of terrorism against other countries, and stooges like Lee Myung Bak group put them into practice.
A number of North African countries are undergoing regime change which is called "civil revolution". This, in the final analysis, is attributable to the U.S. politically-motivated, state-sponsored terrorism.
The grim Syrian situation which is developing into a civil conflict is again attributable to the U.S. tentacles stretched deep into it.
It is a well-known fact that the U.S. state-sponsored politically-motivated terrorism is being committed worldwide under the pretext of "war on terrorism".
The targets of the U.S. terrorism are progressive countries which do not accept American politics and those which are not obedient to its high-handed and arbitrary practices.
It is the very reason that the DPRK is on the list of targets of state-sponsored political terrorism worked out by the U.S.
The disclosure of the recent attempt to demolish statue and monument in the DPRK clearly proves that state-sponsored politically-motivated terrorism planned by the U.S. has entered the phase of open implementation.
The U.S. and its stooge Lee group seek to foster destruction and turmoil and galvanize the public opinion with sudden terrorist act and thus destabilize the dignified social system in the DPRK.
As it is confirmed that the U.S. is the base of state-sponsored politically-motivated terrorism targeting the DPRK and Lee group tried to execute it, the army and people of the DPRK will launch powerful physical counter-offensive to remove the root cause.
3. The DPRK will foil the U.S. hostile policy toward the DPRK and its sordid state-sponsored and politically-motivated terrorist attempt with the might of Songun.
The Songun politics of the DPRK serves as an all-powerful treasured sword for safeguarding the headquarters of the revolution which the army and people regard as their life, and for reliably defending the dignity and social system of the country.
It is the fixed option made by the army and people of the DPRK to steadily increase the self-defensive military capabilities including the nuclear deterrent under the uplifted banner of Songun so as to foil the U.S. hostile policy toward it and give vent to the deep grudge of the nation against the U.S.
Military and technological superiority is no longer the monopoly of the U.S.
The U.S. is gravely mistaken if it thinks it can threaten and blackmail the army and people of the DPRK and undermine the social system in it, which has been consolidated based on the single-minded unity, with war means such as strategic bomber corps and carrier strike forces.
The DPRK has various types of strike means of its own powerful enough to render the U.S. modern war means ineffective.
The DPRK is a political and military power making a leaping progress toward the world and its army and people are dignified with independence which no one dare provoke.
If those, who plan politically-motivated terrorism against the dignity of the DPRK and resort to big or small rackets for war, think the far-flung bases of those plots including the U.S. mainland will be safe, it would be the most foolish idea.
The world will clearly see how the U.S. hostile policy toward the DPRK meets failure in the face of the might of Songun Korea and what fate plotters of the state-sponsored politically-motivated terrorism and war maniacs face. -0-

Saturday, July 28, 2012

Pyongyang, July 25 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued the following statement Wednesday:

59 years have passed since the Korean Armistice Agreement (AA) was signed but the war has not been terminated technically.

By nature, AA was a transitional step which specified that negotiations should be held at a political level within three months with an aim to have all foreign forces withdrawn from the Korean Peninsula and ensure a durable peace there.

But the U.S. deliberately opted to keep the truce long. In November 1953 it defined it as the final goal to realize the "pro-American unification" of the Korean Peninsula. The U.S. also adopted the "National Security Council Resolution 170" to make south Korea its "military ally" while keeping the armistice system until the goal is attained.

Pursuant to it, the U.S. disrupted the Geneva meeting for a peaceful settlement of the Korean issue, massively shipped into south Korea modern weapons including nuclear weapons in violation of AA and has consistently staged war maneuvers under various codenames.

It has persistently avoided the conclusion of a peace agreement and kept the state of belligerency on the Korean Peninsula. This is the most typical expression of its hostile policy toward the DPRK.

It has systematically scrapped major provisions of AA, steadily increased military and nuclear threats to the DPRK and in the long run compelled it to have access to nuclear weapons.

The unstable truce between the DPRK and the United States has persisted on the Korean Peninsula for 59 years. This is a very abnormal situation unprecedented in the world history of wars.

The second Korean war has been headed off in the Korean Peninsula in which the two sides stand in the most acute military stand-off. It would have been unthinkable without the DPRK's Songun politics and effective war deterrent based on self-defensive nuclear forces. Those countries without nuclear deterrent were brought down without exception in face of military intervention of hostile forces aimed at toppling social systems. This is a stark reality in the present century.

The DPRK will never abandon nuclear deterrent first as long as the U.S., the biggest nuclear weapons state in the world, remains hostile toward the former.

Had the U.S. sincerely implemented any one of its commitments to AA, the resolution of the 30th UN General Assembly session on having the U.S. forces withdrawn from south Korea and the DPRK-U.S. agreements in which it promised not to antagonize the DPRK, a durable peace would have settled on the Korean Peninsula and the situation would not have reached the brink of a nuclear war as today.

It is the consistent stand of the DPRK to settle the problems through dialogue and negotiations but all the dialogues cannot but be "ones for the sake of dialogue" unless the U.S. rolls back its hostile policy. This is the review of the nearly 60-year-long history of armistice.

The U.S. should not just claim that it does not have any hostile intention to the DPRK in words but prove it in such practical actions as making a bold decision to replace AA with a peace agreement without any excuse or precondition.

To abandon the hostile policy cannot be a "present" or bargaining in any case. The U.S. hostile policy toward the DPRK must be rolled back first unconditionally as it is unreasonable and anachronistic. Only when one party does not antagonize the other party and when they sit face to face on an equal footing, will it be possible to have dialogue in the true sense of the word and settle all problems of mutual concern.

One way of solving the problem is to sign a peace agreement with the U.S. and another one is to root out the cause of war from the Korean Peninsula for a durable peace.

The ball is in the court of the U.S.
