US method of calculation does not make sense

Given the prevailing situation, improved relations between the Democratic People’s Republic of Korea and the United States are a long way off. All the blame falls upon the US that has made much ado about improved relations and peace on the one hand but, on the other hand, is resorting to all conceivable schemes in trying to prolong the economic sanctions. This means there is no change in its policy of disarming the DPRK first to create conditions for realizing its ambition of overthrowing the latter’s social system.

In his April 12 policy speech at the First Session of the 14^th Supreme People’s Assembly of the DPRK, Chairman Kim Jong Un of the State Affairs Commission said: The more pronounced the US policy hostile towards the DPRK becomes, the tougher our counteraction will become; if the US wants the settlement of issues through dialogue, it should have the right attitude and find a methodology that can be shared with us.

Last year, the DPRK voluntarily took crucial and significant measures including the discontinuation of nuclear test and test-fire of intercontinental ballistic missile, thereby taking the first step towards confidence-building which is the main key to the removal of bilateral hostile relations. It also demolished completely the nuclear test site in its northern part.

Chairman Kim Jong Un, together with US President Trump, signed the June 12 DPRK-US Joint Statement, a historic declaration announcing to the world that the two countries would write a new history of relationship. During the summit talks he also took steps for realizing the repatriation of the remains of US soldiers, which had been requested by the US President. On several occasions after the meeting, he reaffirmed his will to sincerely implement the joint statement. At the second DPRK-US summit talks and meeting he expressed his resolve to set the essential stages and course to be followed without fail for the implementation of the joint statement in the interests of both sides and to take more prudent and trustworthy steps.

However, the US’ response was disappointing.

Some American politicians judged that the DPRK came to the negotiating table because sanctions were imposed on it; they are throwing the wet blanket over the atmosphere for dialogue by clamouring about “maximum pressure.” Most recently the US conducted a test for simulated interception of the DPRK’s intercontinental ballistic missile and resumed military exercises, which the US President had committed himself to suspending, by changing their names. During the Hanoi summit talks it presented its arbitrary demands which were unacceptable to the dialogue partner.

What the DPRK wants is to establish, through confidence-building, a durable peace mechanism on the Korean peninsula where a volatile situation prevailed, rather than having the sanctions lifted.

If the US, ignorant of what its dialogue partner thinks, insists on forcing its outrageous demands on the latter, it is nothing more than a foolish dream.

The DPRK will make no concession or compromise over the issues concerning the fundamental interests of its State and people. So it attaches importance to the settlement of issues through dialogue and negotiations, but it is not interested in the US-style dialogue of unilaterally pushing its demands.

Kim Jong Un said: What is obvious is that if the US sticks to its current political way of calculation, the prospects for problem solving will be bleak and very dangerous; at this crucial time, I hope that the United States will make a well-advised judgment and the second hand of the clock of the DPRK-US showdown which they stopped with so much difficulty will not move again for all ages.

Now the US should realize that, by its sort of thinking, it will not be able to move the DPRK one iota nor get what it wants at all, even if it sits with the latter a hundred times, a thousand times.

Kim Jong Un’s Visit to the Russian Federation and friendship Korea-Russia

Supreme Leader Kim Jong Un of the Democratic People’s Republic of Korea visited the Russian Federation in April 2019.

As all his diplomatic activities did, this visit again produced great sensation among the world people.

This year Kim Jong Un visited China as his first political schedule for the new year and had the second DPRK-US summit meeting and talks in February; his quick and proactive diplomatic activities kindled a fire of diplomacy with regard to the Korean peninsula. Now he visited Russia, developing the ever-friendly relations between the two countries onto a new high.

Reporting his Russia visit, the world media commented it as a historic event demonstrating the firmness of the traditional friendly relationship between the DPRK and Russia, a typical example of Kim Jong Un-style diplomacy which is proactive, aggressive and exceptional, and a great event that ushered in a new history, a new era, for developing the relations between the two countries.

His visit drew greater attention as it was made at the moment decisive of the development of the situation on the Korean peninsula and the rest of northeast Asia. Today the situation is about to return to its original state, when it was on the brink of war, owing to the one-sided and unfriendly attitude taken by the US.

To look back, in 2018, with an intention to build a lasting, durable peace mechanism on the Korean peninsula and to accomplish its complete denuclearization, the DPRK took several practical steps including the suspension of nuclear test and test-firing of ICBM and returning the remains of American war dead. Such steps won support, understanding and welcome of the international community. However, the US, while making remarks about improving its relations with the DPRK and peace, desperately resorted to imposing sanctions on this country. During the second DPRK-US summit meeting and talks held in Hanoi, it presented the demands that were unacceptable for its dialogue partner and completely impossible methods, creating great obstacles to achieving peace on the Korean peninsula and improving regional situation. As a consequence, the relations between the two countries have come into a deadlock.

During his visit to Russia made at this juncture, Kim Jong Un met President Putin for the first time, establishing intimate relations with him and promoting the strategic ties between the two countries. The top leaders of the two countries assessed that the DPRK-Russia summit meeting and talks constituted an occasion of great significance for maintaining and managing strategically the unstable situation on the Korean peninsula which was created after the second DPRK-US summit, and agreed to promote strategic communication and tactical collaboration in the course of ensuring peace and security on the Korean peninsula and in the region.

It can be said that Kim Jong Un’s visit to Russia has a great bearing on developing the situation on the Korean peninsula and in the region. Through several rounds of summit meetings and talks, the DPRK and Chinese leaders had consolidated the blood-sealed alliance between the two countries, and now Kim Jong Un’s visit to Russia strengthened strategic ties between the two countries. This means that the country, which is overcoming sanctions and making progress on the strength of self-development, is further developing strategic relations with China and Russia, the two powers that cannot be neglected in developing the situation on the Korean peninsula and in the region.

Now that the US is opposed to the peaceful settlement of the Korean question, going against the current of the times, it is facing international denunciation. During his visit to Russia,   Kim Jong Un said: Peace and security on the Korean peninsula will entirely depend on the future attitude of the US and the DPRK will provide for every possible situation.

This was another clear message he sent to the US and became another source of interest for the world.

Striving for Realization of Genuine International Justice Holds Principal Position in Foreign Policy of the Democratic People’s Republic of Korea(DPRK)

Justice is a common ideal of humankind, and it is a shared aspiration and desire of all countries and nations across the world to achieve prosperity for all in a free and peaceful world where genuine international justice is in place.

In the international arena at present, however, the globally recognized fundamental principles governing the international relations are being blatantly violated, the imperialists’ moves for aggression and war are being justified and legitimized, and the imperialists’ attempts at violating the sovereignty of other countries at the former’s own free will are growing more pronounced than ever before.

The reality urgently demands that the world progressive peoples undertake active struggle for the realization of international justice, irrespective of their differences in political and religious beliefs and level of economic and cultural development.

At the 7th Congress of the Workers’ Party of Korea,Comrade Kim Jong Un,

Chairman of the State Affairs Commission of the DPRK, underlined the need to fight for genuine international justice while articulating the independent foreign policy of our Party and the government of our Republic.

The respected Supreme Leader Comrade Kim Jong Un said as follows.

“ It is essential to fight for genuine international justice.”

Independence is, after all, justice, and meeting the demand for independence and interests of all countries and nations in a fair manner is essential in realizing international justice.

To any country or nation which is entitled to exist and develop independently as a full-fledged member of the international community together with other countries and nations, mistreatment and oppression by outside forces are an intolerable insult, and justice cannot be said of in a country afflicted by domination, subordination, interference and pressure from outside forces.

The great leader Comrade Kim Il Sung and the great leader Comrade Kim Jong Il confirmed through their personal revolutionary practices that independence is the justice of history, the victory of revolution and the basis for development of fair international relations, and they guided the trend of history along the road of independence, thus opening up a new history of independence in which the popular masses carry out the revolution of their respective countries in an independent way and build a new just world, freed from domination and subordination.

Comrade Kim Jong Un, Chairman of the State Affairs Commission of the DPRK, holding higher the banner of independence, the banner of international justice held by the great President Kim Il Sung and the great General Kim Jong Il, undertakes vigorous activities for check and frustration of the domination moves of the imperialist reactionaries, for friendship and solidarity with the socialist countries and the anti-imperialist independent forces and for establishment of independent and fair international relations and world peace and security.

Four-time visits to the People’s Republic of China, visits to the Socialist Republic of Vietnam and the Russian Federation and two-time DPRK-U.S. summit meetings and talks were historic events that fully demonstrated to the whole world the strategic standing and dignity of our Republic and made great contributions to safeguarding world peace and security and building a new independent and just world.

The DPRK will not make any slightest concession nor compromise, as in the past, on the matters relating to the fundamental interests of our state and people and make determined efforts to achieve genuine justice which serves to fairly meet the demand for independence and interests of all countries and nations.

In order to realize genuine international justice, it is necessary to resolutely smash all kinds of practices and challenges that run counter to it. Comrade Kim Jong Un, Chairman of the State Affairs Commission of the DPRK taught that it is imperative to exert every effort to categorically reject high-handedness, arbitrariness, double standards and injustice of the imperialists which trample on the sovereignty and the right to existence of the country and nation and ensure fairness in addressing international issues, and shatter the brazen and deceptive appearance of “justice” held out by the imperialists and dominationists.

Now in the international arena, there are serious contradictions and struggles going on between the world progressive peoples who are striving to defend the sovereignty and dignity of their countries and nations on one hand and the imperialist reactionary forces who are resorting to aggression, war, high-handedness and arbitrariness on the other hand.

Because of the aggression and interference of the imperialists and domination forces, the sovereignty of countries and nations is being violated and war and conflicts are ceaselessly breaking out in various countries. The actions of the imperialists – which have been carried out against Syria during the past several years and are now repeated against Venezuela to remove a legitimately elected president of the sovereign state – are a direct challenge to international justice. Worse still is the fact that such an armed invasion or interference in internal affairs is committed under the cloak of “annihilation of terror”, “provision of peace” and “protection of human rights”.

Imperialists are calling the countries subservient to them as good ones but branding the insubordinate countries as “evil”, “gangster state”, “dictatorship” and “state sponsor of terrorism”, and they are attempting to outrageously impose their value under the signboard of “justice”.

We demand that double standards and high-handedness rampant now in international relations be never tolerated, and abnormal phenomena detrimental to justice and truth be not permitted nor acquiesced any longer. All countries and nations aspiring after independence and justice should resolutely frustrate the imperialists’ practices of high-handedness, arbitrariness, aggression and infringement upon sovereign rights and safeguard the sovereignty, and they should also wage a vigorous struggle to smash the imperialists’ hypocritical talk of “justice” and realize genuine international justice.

It is important to ensure that the demand of all developing countries and international community as a whole is fairly reflected in resolving the international issues now confronting humankind such as conflicts, antiterrorism and environment.

Now in the discussions of international issues, independent demand and interests of the developing countries are marginalized and the law of jungle is rampantly pursued. Some irresponsible countries deliberately turn their faces away from the environment and other serious issues and openly override the internationally agreed conventions for the sake of their economic interests.

The countries aspiring after independence and justice should increase vigilance against the maneuvers of imperialists trying to fish in troubled waters by meddling in disputes and to interfere in the internal affairs of sovereign states under the pretext of anti-terrorism, protection of human rights and so on.

They should also direct the spearhead of attack toward the egoistic acts of imperialists seeking only to be better off for themselves by sacrificing the whole world.

A new international order based on sovereignty should be established in order to realize genuine international justice. Now in international relations, the priorities and the deciding powers are given only to the developed and some specific countries, whereas the opinions of the developing and many other countries are ignored.

In order to rectify these abnormal practices, the old order which is tolerating the privileges of some countries in international political area should be eliminated, the principles of respect for sovereignty, territorial integrity, noninterference in internal affairs and equality be applied, and an international economic order based on the principle of equality and mutual benefit be established.

The great President Kim Il Sung and the great General Kim Jong Il advanced the idea of replacing the old international order – which had been framed by the imperialist powers in a way that would enable them to decide and settle the international issues on their terms – with the one which meets the desire of progressive humankind aspiring after independence. And through their energetic external activities the great leaders ensured that the nonaligned and developing countries pool their efforts to establish a new international order based on independence and develop South-South cooperation in political, economic, cultural and other several fields on the principle of collective self-reliance.

With a sense of responsibility and consciousness which correspond to the strategic position considerably raised thanks to the extraordinary wisdom, unique courage, tireless efforts, self-sacrificing devotion, outstanding and seasoned leadership, and vigorous external activities of Comrade Kim Jong Un, Chairman of the State Affairs Commission, our Republic is fighting more resolutely for destruction of the old international order which is resorting to an injustice under the signboard of “justice” and to establish a new fair and just one.

It is important to guarantee fairness in the activities of the United Nations and other international organizations in order to establish a new international order.

The historical fact, which shows the international organizations assume an important role in establishing a global order, indicates that the process of establishing a fair international order would necessarily go hand in hand with a process of properly solving the issues associated with the international organizations.

There now exists severe gap in equality among countries and nations in several international organizations. At the United Nations alone, the non-aligned countries, though counted as an overwhelming majority, are not exercising due influence, whereas a small number of powers are enjoying privileged rights, contrary to the UN Charter.

What should not be overlooked is the reality that the so-called “resolutions” are adopted in the UN and other international arena to serve only to justify and legitimatize the high-handedness and arbitrariness of specific countries, and the unheard-of acts of injustice of forcing sanctions on the victims are openly committed in the name of UN on the ground that the victims protested against the offenders.

Even though sanctions might be taken as the last desperate measure by those forces who admit their inability to bring us down by force, they themselves amount to a grave infringement upon our sovereign rights and an outrageous mockery of international justice, and therefore, we will not tolerate them in the least but confront and completely smash them at any cost.

In order to eradicate the relations of domination, subjugation and inequality and build a just world where full-fledged sovereignty and equality of every country and nation are ensured, the international community should be democratized and, to this end, the United Nations and other international organizations should be democratized.

We strongly hold that the UN and other international organizations terminate the orders and practices of tolerating the privileges of certain countries and provide for the legislative and institutional underpinning which would fairly ensure the independent demand and interest of every country and nation on the principles of respect for sovereignty, territorial integrity, non-interference in internal affairs and equality.

International justice never comes of itself, but it is only possible when the anti-imperialist, independent countries become strong enough. If a country is not strong enough, it will have no voice in the international arena, nor ability to defend justice and conscience, and it will become to play into the hands of the powers, however honest and just it may be.

Thanks to the wise leadership of the great President and the great General, our Republic has consolidated the single-minded unity of the Party and the people, the strong foundations of self-supporting national economy and the powerful national defense capability under the uplifted banner of independence, self-reliance and self-defense, and these are a reliable guarantee of the struggle for achieving genuine international justice.

Upholding the historical policy speech delivered by Comrade Kim Jong Un, Chairman of the State Affairs Commission at the First Session of the 14^th Supreme People’s Assembly, the DPRK will further consolidate the material foundation of socialism and strengthen the political and military might in every way, thus accomplishing the cause of building a powerful socialist country and contributing to realizing genuine international justice.

The justice-loving progressive countries of the world should strive to build on their strength on the principle of self-reliance and self-development. It is equally important to strengthen the unity based on independence. The world progressive peoples, who are championing independence, should counter the imperialists’ moves of division and alienation with a strategy of unity, and they should unite and cooperate with one another, transcending the differences in social system, political views, ideology, religion, nation and races.

It is an unshakable stand of our Party and the government of the DPRK to strive for realizing genuine international justice. The DPRK will as ever actively push forward with the sacred cause of building a new independent and just world in strong unity with the peoples of all countries aspiring after independence and justice, holding high the banner of anti-imperialism and independence, the banner of international justice.

DPRK Foreign Ministry Spokesperson Expresses Invariable Support to and Solidarity with Venezuelan People

A spokesperson for the Ministry of Foreign Affairs of the Democratic People’s

Republic of Korea (DPRK) gave the following answer to a question put by KCNA

on May 5 as regards the coup d’état attempt by anti-government forces in

Venezuela:

An abnormal incident broke out recently in Venezuela, where internal antigovernment forces attempted a coup d’état to remove the legitimately elected

president.

The latest coup d’état attempt is an extremely dangerous act of violence that

pushes the Venezuelan situation to an utmost instability, having a highly negative

impact on the overall situation in the region.

The situation in Venezuela is being aggravated day by day, because the internal

anti-government forces are launching, with the support of the outside forces, a

campaign against the president from January and the hostile forces are making

undisguised attempt to deprive Venezuela of its representation in the United

Nations.

At the same time, the United States, acting like a “single superpower”, is

making such reckless remarks that a military action is possible with regard to the

Venezuelan situation and the U.S. will carry out that action if so necessary. These

remarks are evoking great concern of the international community.

We condemn all of the attempts for removing the legitimately elected president

of Venezuela and interfering in its internal affairs as a challenge to international

justice and a flagrant violation of international law.

We call for a peaceful solution to the Venezuelan issue in accordance with the

independent will and decision of the government and people of that country and

extend invariable support and solidarity to the Venezuelan people in their struggle

for defending sovereignty.

DPRK Foreign Ministry Spokesperson Hits out at Outrageous Act of U.S.

A spokesperson for the Foreign Ministry of the Democratic People’s Republic

of Korea made the following statement on Tuesday:

The United States committed an unlawful and outrageous act of dispossessing

our cargo ship by forcibly taking it to Samoa (U.S.), linking the ship to the

“sanctions resolutions” of the United Nations Security Council (UNSC) and its

domestic “sanctions acts”, all being imposed against the DPRK.

The UNSC “sanctions resolutions” on the DPRK, which the U.S. has

employed as one of the grounds for its dispossession of our cargo ship, have

flagrantly infringed upon the sovereignty of our state, and therefore, we have

categorically rejected and condemned the whole of them all along.

Moreover, the United States’impudent act of forcing other countries into

observance of its domestic law is indeed a wanton violation of the universally

accepted international laws which make clear that in no case can a sovereign state

be an object of jurisdiction of other countries.

The latest U.S. act constitutes an extension of the American method of

calculation for bringing the DPRK to its knees by means of “maximum

pressure” and an outright denial of the underlying spirit of the June 12 DPRKU.

S. Joint Statement that has committed to establish new bilateral relations.

The U.S. should ponder over the consequences its heinous act might have on

the future developments and immediately return our ship.

The time when the U.S. held sway over the world at its own free will is gone

long ago, and it would be a biggest miscalculation if the U.S. thought that the

DPRK is among the countries where the American-style logic of “strength”

might work for.

KCNA Commentary Snipes at Japan's Moves to Seize Tok Island

Pyongyang, May 13 (KCNA) -- Japan is going more and more impudent to

seize Tok Island, an inalienable part of the Korean nation.

Japan recently published its 2019 diplomatic blue book, which stipulated

that Tok Island is a "part of its territory."

Such brigandish act of the brazen-faced Japs seized with a wild territorial

ambition is utterly unpardonable.

Tok Island is just part of the Korean nation's inalienable territory from a

geographical, historical and legal point of view. And this fact is undeniable.

It is well known that Koreans found the island and settled on it one

thousand and hundreds of years ago and successive feudal governments of

Japan repeatedly acknowledged it.

Historical data proving that Japan didn't recognize Tok Island as its

territorial part have been found continuously in recent years.

A complete map of the Empire of Japan published by a geological survey

office of the Japanese Ministry of Agriculture and Commerce in 1888 and

1892 and a map for the course of the then secondary education, a Japanese

textbook, were found in 2016. Those maps show that Tok Island is an island

of Korea.

A copy of the Taedongyo Map showing Tok Island beside Ullung Island,

published between 1864 and 1889, was found in 2017.

In 1854 a Russian fleet made a survey of the island and specified it as an

island of Korea. The then naval department of Japan used the map of Korea

including Tok Island in the 1870s. Such facts are enough to prove that the

island is part of the inalienable territory of Korea.

However, Japan has repeated the farce of claiming "dominium over Tok

Island", deceiving the international community.

Japan desperately denies its crime-woven past and commits new state

crimes while covering up the truth.

Lurking behind it is its sinister intention to invent a pretext for annexing

Korea and realizing continental aggression as it did in the past century by

internationalizing the issue of Tok Island and causing a territorial dispute.

Wild territorial ambition is the nature of an aggressor state.

No matter how frequently Japan talks about "peace", it can never hide its

true colors as an aggressor and war-like state.

Japan has actually laid all military, economic and legal foundations

necessary for a war-capable state under the regime of Abe hell-bent on the

wild militarist ambition. The aggressor forces of the island country have

been transformed into offensive forces capable of taking prompt actions in

any parts of the region and the world any moment.

The regime is also pushing ahead with the publication of the textbooks on

social subjects for elementary schools containing the wrong claim that Tok

Island under illegal occupation by a foreign country at present is part of

Japan's inalienable territory in a bid to infuse such twisted historical outlook

and territorial conception into the minds of the rising generation.

Japan still remains unchanged in seeking the deep-rooted wild ambition of

aggression for realizing the old dream of "Greater East Asia Co-Prosperity

Sphere."

But it is the truth taught by history that such foolhardy ambition is bound

to end in defeat.

The undisguised reinvasion moves of Japan, the sworn enemy seeking to

seize the territory of the Korean nation generation after generation, will only

harden the will of the latter to force the former to pay dearly for its crimes

without fail.

Tok Island will always remain part of the inalienable territory of the

Korean nation.

DPRK Foreign Ministry Censures U.S. for Releasing Anti-DPRK Press Statement

Pyongyang, May 11 (KCNA) -- The Policy Research Director of the

Institute for American Studies of the Ministry of Foreign Affairs of the

Democratic People's Republic of Korea (DPRK), gave the following answer to

a question put by KCNA on May 11 with regard to the press statement

released recently by the U.S. Department of State for the purpose of

tarnishing the DPRK's human rights situation on the occasion of so-called

"North Korea Freedom Week."

The press statement of the U.S. State Department is nothing but a

sophistry full of falsehoods and fabrications, which stems from a sinister

political purpose to tarnish the dignified image of the DPRK.

What should be taken more serious is the fact that the United States,

turning its back on the June 12 DPRK-U.S. Joint Statement committing to

establish new bilateral relations, is taking the lead of hostile actions against

the DPRK by instigating the anti-DPRK plotting agencies embedded with the

inveterate repugnance for the DPRK.

This has laid bare the American ulterior intention that it does not want the

improved DPRK-U.S. relations really, but seeks only to overthrow our system.

The latest release of press statement by the U.S. State Department is

clear evidence that the present Administration follows in the footsteps of the

previous Administrations in regard of the policy hostile to the DPRK.

Although the U.S. is making desperate and foolish efforts to bring us

down by clinging to the "human rights" racket along with the "maximum

pressure" aimed at destroying our system, it should bear in mind that such

an attempt will never work against us but instead push us dynamically to a

direction where the U.S. does not want to see.

The time when the U.S. was presumptuously acting as a "human rights

judge" is gone long ago, and it would better be obsessed with its own

business, rather than poking its nose into others affairs.

Supreme Leader Kim Jong Un Guides Strike Drill Of Defence Units in Forefront Area and on Western Front

Pyongyang, May 10 (KCNA) -- Kim Jong Un, chairman of the Workers'

Party of Korea, chairman of the State Affairs Commission of the Democratic

People's Republic of Korea and supreme commander of the armed forces of

the DPRK, guided the strike drill of defence units of the Korean People's

Army (KPA) in the forefront area and on the western front on Thursday.

At the command post Supreme Leader Kim Jong Un learned about a plan

of the strike drill of various long-range strike means and gave an order of start

of the drill.

The drill for mobility and assault strike designed to inspect the rapid

response of the defence units in the forefront area and on the western front

successfully showed the might of the units which were fully prepared to

proficiently carry out any operation and combat in the flames of the practical

actual maneuvers kindled by the Party.

Expressing satisfaction with the mobility, deployment and assault

strike, Kim Jong Un said that some days ago, the defence units on the eastern

front perfectly carried out their strike mission and today's drill showed the full

preparations of the defence units on the western front and the excellent ability

of the units in the forefront area to carry out the task of strike, in particular.

He stressed the need to further increase the capability of the defence units in

the forefront area and on the western front to carry out combat tasks and keep

full combat posture to cope with any emergency as required by the prevailing

situation and in keeping with the Party's strategic intention.

Noting that the genuine peace and security of the country are guaranteed

only by the strong physical force capable of defending its sovereignty, he

stressed that the People's Army should reliably defend the socialist country

and the people's heroic struggle for creation by force of arms of revolution in

the future, too.

He set forth important tasks for further increasing the strike ability of the

defence units of the KPA in the forefront area and on the western front.

Watching the drill together with him were leading officials of the Central

Committee of the Workers' Party of Korea including Kim Phyong Hae, O Su

Yong and Jo Yong Won.
