INTOLERABLE "HUMAN RIGHTS" RACKET

The National Defence Commission of the DPRK issued the following statement on November 23: We have already seriously warned of the catastrophic consequences to be entailed by the reckless anti-DPRK "human rights" racket kicked up by the US and it followers. This warning was aimed to help cool their heads overheated by confrontation and hostile policy, though belatedly, and refrain from committing another anachronistic criminal act of challenging justice after judging the gravity of the situation with reason.

This measure taken by us aroused deep sympathy of the public at home and abroad and various righteous and upright countries made every possible effort to put the situation under control while voicing opposition to the US-orchestrated "human rights" racket against the DPRK. We feel sincerely thankful for this and will always remember it. However, the US, steeped in brigandish bad habit, finally perpetrated such reckless action as fabricating the anti-DPRK "resolution on human rights" at the UN by manipulating riff-raffs bereft of elementary view and principle, instead of thinking twice.

The US let the EU and Japan draft the "resolution" and UN member states blindly following and obeying it voted for it. This hideous charade staged in the international arena is a shameless, politically-motivated farce to suppress justice with injustice and cover truth with lies and the height of impudent burlesque to deceive the world people. What happened there is lashing our service personnel and people into great fury and their determination to make retaliation against this is running high.

The US and its followers are now unable to escape merciless punishment for daring impair the prestige of the DPRK and foolishly trying to bring down the socialist system, the cradle of our people. The US and its followers adopted the extremely unreasonable "resolution on human rights" against the DPRK and, not content with this, continue behaving impudently as if they had put it in an awkward position. The NDC of the DPRK solemnly declares the following principled stand in this regard: Firstly, our army and people categorically deny and reject the "resolution on human rights" fabricated by the US and its allies by abusing UN.

We have never recognized any "resolution" worked out by the US-led undesirable hostile forces to encroach upon our sovereignty and vital rights. The same is the case with the present "resolution." This is because the present "resolution" is a fabrication made on the basis of misinformation provided by a handful of human scum who fled the country after committing unpardonable crimes before our country and its people and abandoning their native places and parents and wives and children.

It is also because the "resolution" is a product of political fraud as it was railroaded through highhanded and arbitrary practices, allurement and bribery by hostile forces including the US, without expression of the free will of UN member states that sympathize with justice and value conscience. Worse still, the "resolution" was adopted under the manipulation of the US which has sought the infringement upon our sovereignty in violation of the UN Charter which considers respect for the sovereignty of all countries and non-interference in their internal affairs as a basic principle.

This "resolution" may work on those poor guys who throw away human dignity like a pair of old shoes, steeped in sycophancy and submission. But it can never work on the DPRK, highly dignified with independence and demonstrating its might with self-defence and self-reliance. The US and Japan are the worst human rights abusers as they have mercilessly trampled down the peoples' rights to exist and live and develop and took countless human lives in Korea and other parts of the world for centuries. And such riff-raffs as the Park Geun Hye group of south Korea kowtowing to them joined them in sponsoring the above-said "resolution" reminiscent of a thief crying "Stop the thief!" This cannot but be a tragicomedy unprecedented in history.

Our army and people urge the Obama administration to make a formal apology by bending its knees before us for its crimes. This stand of ours is a warning served to Japan and riff-raffs of the EU as well as the Park Geun Hye group that they can also never go scot-free. This stand of the DPRK is, at the same time, a warning served to the UN to make haste to take a fair measure to put the situation under control, though belatedly. The UN needs to seriously recollect the time when the DPRK declared a just nuclear thunder to defend its supreme interests 20 years back.

Secondly, our army and people will take an unprecedented toughest measure for mercilessly smashing the heinous "human rights" campaign against the DPRK as it has already declared. The recent "resolution on human rights" is a full revelation of the hostile intention to stamp out everything dear to our army and people. Human rights precisely mean the right to independence and the sovereignty of a relevant country. Therefore, the brigandish "resolution" against the DPRK's genuine human rights means the most undisguised war declaration to infringe upon its sovereignty.

The recent "resolution" dared take issue with the dignity of our supreme leadership. This fact alone goes to prove that the sponsors of the "resolution" and all those involved in its adoption deserve a severe punishment. The fact is the dignity of the supreme leadership means the destiny of the DPRK which cannot be bartered for anything. The US is the primary target of our toughest countermeasure. The US has run the whole gamut of hostile policies including the political isolation, economic blockade and military pressure upon the DPRK.

As the US found all this unworkable on the DPRK, it is making desperate efforts to use the "human rights issue" for creating a new theatre for invasion under the pretext of armed intervention. We will take toughest counteraction against the US as already declared before the world, as long as its "human rights" racket and its hostile actions go on. Japan, too, can never escape this toughest counteraction of the DPRK. It is the sworn enemy of the Korean people as it committed thrice-cursed crimes, crudely violating their human rights from the beginning of the last century like the US.

It is disgusting for Japan to pull up the DPRK over its genuine human rights just to please the US, far from repenting of its crime-woven past. Japan should bear in mind that if it continues behaving as now, it will disappear from the world map for good, not just remaining a near yet distant country. The Park Geun Hye group is also the main target of the DPRK's toughest counteraction as it has turned the whole of south Korea into the worst tundra of human rights. We warned it enough to understand that its improper tongue-lashing would end in cutting off its head. It, however, is still busy talking rubbish about somebody's nukes and "human rights" and a sort of life.

It would be well advised to realize itself what miserable end its heinous confrontation with compatriots will bring. Availing ourselves of this opportunity, we would like to urge the UN to come to its senses and awaken itself. If the UN allows the US to turn the inviolable political arena into mayhem under the sway of its highhanded and arbitrary practices, abandoning the principle of impartiality and equity and its original mission and role, it will be hard to maintain its existence amid the world people's condemnation.

Our army and people can never overlook the insult to our genuine human rights and the infringement upon the right to independence and sovereignty. Time will prove what high price those who unreasonably violated the dignity of the DPRK despite its warning will have to pay. Thirdly, the US and its followers will be wholly accountable for the unimaginable and catastrophic consequences to be entailed by the frantic "human right" racket against the DPRK.

We offered the US a series of opportunities of redeeming its crimes by turning over a new leaf. Recently, the DPRK treated with magnanimity US high-ranking officials who came here, bringing with them Obama's personal letter and showed such humanitarian leniency to several American criminals who were sentenced to heavy penalties for violating the law of the DPRK.

Nevertheless, the US responded to it with the frantic "human rights" racket against the DPRK. We would like to question the Park Geun Hye group busy billing the adoption of the above-said "resolution" as a sort of a significant event. Does she think the Blue House will be safe if guns roar for aggression and a nuclear war breaks out on the Korean peninsula? Can she prolong her remaining days in America after leaving south Korea? Japan, a political pigmy, would be well advised to behave itself properly, cogitating about what miserable end it will meet.

Once a sacred war is launched to protect the sovereignty of the DPRK, not only the US but the Park Geun Hye group and Japan will have to be hit hard and sent to the bottom of the sea. The UN also can never evade the responsibility for the catastrophic consequences entailed by what happened there.

All this is the DPRK's response to the "human rights" racket of the US-led hostile forces. Nobody can infringe upon the DPRK's sacred and supreme interests. It is the firm stand of the army and people of the DPRK not to tolerate the US and its followers' vicious "human rights" racket. The sponsors of the "resolution" and all those involved in its adoption will repent bitterly.

Kim Jong Un Inspects KPA Air and Anti-Air Force Unit

Pyongyang, November 21 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Un, first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK, inspected KPA Air and Anti-Air Force Unit 991 honored with the title of O Jung Hup-led Seventh Regiment.

He went round the monument to the field guidance provided by leader Kim Jong Il on March 2, 2006 erected to convey his leadership exploits to posterity, looking back on the feats performed by President Kim Il Sung and Kim Jong Il in developing the Juche-oriented air force.

Thanks to their matchless and distinguished ability to command the army and meticulous care the Juche-based air force could fly in the vast sky with loyalty to safeguard the party and revolution only and glorify the proud history of its development as a matchless service of the army strong in idea and morality, he said.

Noting that the Juche-oriented air force is the precious revolutionary legacy left by Kim Il Sung and Kim Jong Il, he stressed that the feats performed by them in building the Juche-oriented air force will shine forever.

He learned about the situation of the unit from its commander and praised it for having made flight drills a part of everyday life as intended by the party, exerted sustained efforts to study and round off the Juche-based methods of air battle, trained pilots to be death-defying corps in the sky and able combat airmen capable of successfully performing any combat duty of modern warfare and put aircraft, weapons and combat and technical equipment on regular alert.

After asking commanding officers about the supply service in the unit and airmen's living conditions in detail, he underlined the need to pay deep attention to the supply service and their living conditions as the unit is stationed in the far-flung northern end and settle the problems in good time on a priority basis.

Going round the lecture room of the squadron and general lecture room for piloting drill, he acquainted himself in detail with the airmen's study and flight training.

"If airmen are to be ready to satisfactorily perform their combat missions under any unfavorable circumstances and conditions any time, it is good to let them undergo a lot of training with the help of piloting training equipment", he said, underlining the need for all of them to study hard methods of taking off and landing on strange airfields and air attack zones and terrain of anti-air defence and acquire well flight methods in bad weather and get fully trained through steady training with the help of seats and apparatuses.

He had a photo session with the airmen of the unit, expressing the expectation and belief that they would continue to decorate the blue sky of the country with heroic feats in the future, too, by carrying forward the shining tradition of the proud unit which produced many airmen of distinguished services including heroes of the Republic under the energetic leadership and warm loving care of Kim Il Sung and Kim Jong Il.

He was accompanied by KPA Vice Marshal Hwang Pyong So, director of the General Political Bureau of the KPA, KPA Air Force General Ri Pyong Chol, commander of the KPA Air and Anti-Air Force, Army Col. General So Hong Chan, first vice-minister of the People's Armed Forces, and Army Col. General Pak Jong Chon, vice-chief of the KPA General Staff and director of its Fire Command Department.

KPA Southwestern Front Command Issues Warning to S. Korean Military

Pyongyang, November 21 (KCNA) -- The southwestern front command of the Korean People's Army (KPA) released a report Friday as regards the fact that the south Korean puppet military warmongers are getting evermore pronounced in confrontation and provocation moves against the DPRK though four years have passed after the Yonphyong Island shelling incident.

The south Korean puppet military warmongers are mulling concluding the Hoguk joint military exercises with madcap live-shelling drills on Paekryong and Yonphyong islands with the backing of the U.S. imperialist aggressor forces present in south Korea.

They are planning to hold even a military parade as well as "memorial service", "awarding ceremony", "floral visit", etc. for those provokers who met a miserable end on the occasion of Nov. 23, the day of the Yonphyong Island shelling incident.

The world knows no one but the puppet military warmongers who go so brazen as to hold even such "ceremony" by painting the defeat as "victory", the report said, and went on:

The KPA officers and men on the southwestern front sharply watch with high vigilance the warmongers keen only on driving the situation to an extreme phase through provocations in the acute hotspot waters, still without discretion.

Ridiculous is such behavior of those defeated provokers, who ardently asked the KPA to stop shelling at that time when the island was turned into a "hell of death" and "everything there was being reduced into ashes" by its shower of fire for justice.

It is the retaliatory will of the stalwart fighters on the southwestern front greeting the fourth anniversary of their victory in the Yonphyong Island shelling to bury the provokers at the bottom of sea for good so that they may not say even about "retrieval of defeat".

The mad provokers are bound to be beaten or killed by the KPA. It is their inevitable and miserable fate.

The sound of gunfire by the KPA in the Yonphyong Island shelling will remain an echo of victory forever, but it will always remain a dirge of defeat for the provokers.

The south Korean military warmongers should never forget the lesson from the bitter defeat in the Yonphyong Island shelling all the time, the report warned.

CPRK Raps S. Korean Authorities' Politically Motivated Provocation

Pyongyang, November 21 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of Korea (CPRK) on Friday released a statement assailing the south Korean puppet group for pushing its campaign of hurting the dignity of the supreme leadership of the DPRK to an extreme pitch.

Betes noires of the puppet ultra-right conservative organizations including the Phohang branch of the "Association of Those with Special Mission" held a rally for inciting the confrontation with the DPRK at the plaza before the Phohang City Office in North Kyongsang Province on Thursday afternoon on the 4th anniversary of the Yonphyong Island shelling incident and staged a farce of hurting the dignity of the supreme leadership of the DPRK.

This farce timed to coincide with the largest-ever combined landing drill in Phohang for a sudden attack on the north was a carefully-worked-out deliberate politically motivated provocation of the south Korean authorities from A to Z, the statement noted, and continued:

The reality goes to prove that the Park Geun Hye group is talking volumes about "confidence", "dialogue" and "peace" but is dreaming of achieving its ambition for "unification of the social systems" with the sinister intention to escalate the confrontation.

The DPRK has declared more than once that it would never pardon any act of hurting the dignity of its supreme leadership but mercilessly punish it.

Under the situation where the puppet group openly revealed its real intention not to rule out even a war by malignantly hurting the dignity of the supreme leadership of the DPRK, the life and soul of the Korean people, the DPRK will more significantly bolster up the striking power corresponding to it and mercilessly punish the provokers by unimaginable means and methods.

The south Korean puppet forces will be held wholly responsible for all catastrophic consequences to be entailed in the north-south relations in the future.

Comment on the Standards of Human Rights

In the international field of human rights, there exist international standards of human rights adopted through UN’s activities for human rights instruments after World War II.

A reflection of the actual situation of the international community, where different ideologies and systems exist, these standards specify the general standards and goals which every nation should achieve in the field of human rights.

By setting such standards and applying them in practice, the international community has made a great stride in protecting and promoting human rights.

These days, however, contradiction and conflict have come to the fore over these standards and their application, emerging as a serious political and legal issue in the international area.

The most important reason is the offensive the US and other Western countries commit on the excuse of universal character of the human rights standards.

As they did in the past, the US and other Western countries, misusing the universal value of the human rights standards set by the international human rights instruments, are tenacious in their attempt to force their own standards on other countries.

They claim that theirs are fair and key standards for dealing with any problems arising in the human rights field.

Is there anyone who is bold enough to say that the standards much touted by them are universal standards?

Let us take as an example the successive killing of black persons in the US, where extreme racial discrimination is rampant. The white policemen who shot the young black persons have gone scot-free. On the contrary, the people held demonstrations against racial discrimination were showered with tear gas.

It is self-evident that the US, the main culprit of human rights violation, and the Western countries that follow it blindly cannot insist that theirs are the only human rights standards.

Their standards embody an imperialistic way of thinking, view on values and lifestyle that slight others, oppress them and try to dominate them.

No one in the international community has authorized them to set global human rights standards.

This notwithstanding, these self-appointed incarnations of human rights are brazen enough to insist that theirs are human rights standards of universal value.

For example, the US works out and makes public every year the so-called Human Rights Report, in which it picks a quarrel without any reason with the human rights situation in Russia, China, Cuba, Iran and the Democratic People’s Republic of Korea.

The US and other Western countries, proceeding from their unilateral interests irrelevant with human rights, label these countries, which maintain the system and political mode of their own style, as “human rights violators” and are bringing political pressure to bear upon them.

If politicization, selectivity and double standards advocated by them, which are not qualified to speak about genuine human rights, are allowed in the human rights field, such an act as picking a quarrel with some countries over a political motive will cut a wide swath in the international area.

The acts of the US and other Western countries of taking issue with the human rights situation in other countries and speaking ill of them simply because they are not their allies or partners must never be tolerated.

There cannot be any human rights standards applicable to all countries. International human rights standards have been set in reflection of the ennobling ideal of humanity to protect the rights of man and their sense of justice, and it never disregards the demands and interests of each nation. These standards are not a copy of the “standards” of some particular countries, and they do not demand that each nation apply these “standards” in a unified way.

As human rights are guaranteed in concrete with a nation-state as a unit, the actual situation and demands of these states should be taken into account in appraising and applying the standards stipulated in the international human rights instruments. This shows that human rights standards should be set in line with the actual situation and demands of nation-states, and every state can set its own standards and apply them.

There are many states in the world, and they differ not only in the political system but also in history, customs, the level of economic and cultural development and lifestyle.

In this situation human rights standards of each country should be set, to all intents and purposes, in line with the demands of its people.

Those which are favoured by the masses of the people are fair human rights standards.

In every country those who demand and achieve human rights are the masses themselves, and it is none other than they who judge and appraise the human rights situation. The standards that reflect and satisty their demands and aspirations are the human rights standards, and those favoured by them are fair and genuine human rights standards.

It is a matter of course that when it is going to set human rights standards in line with the demands of its people, each state must respect the standards set by the international human rights instruments and take them into consideration. This is because the principles and standards clarified by these instruments reflect the noble aspirations and wish of mankind for the development of relations among countries based on independence and for the building of a new society where genuine human rights are guaranteed. Setting human rights standards in line with the demands of its people and its actual situation, while respecting the standards stipulated in the international human rights instruments, and applying them is a matter that falls within the sovereignty of each state.

Human rights can be guaranteed and defended only be means of fair, ennobling and principled standards that respect international law and the demands of the people of each country, not by means of the arbitrary “standards” that pursue narrow-minded, selfish and mean objectives.

Mt. Paektu and Kim Jong Il

Mt. Paektu, 2 750 m, is the highest mountain in Korea.

Known as the ancestral mountain of the Korean nation and the sacred mountain of the Korean revolution, it is closely associated with the career of Kim Jong Il (1942-2011), eternal Chairman of the National Defence Commission of the DPRK.

Paektu Shining Star

Kim Jong Il was born on February 16, 1942, in Mt. Paektu, the base of the armed struggle the Korean people waged to liberate Korea from Japanese military occupation. The anti-Japanese guerrillas, reflecting their earnest wish that he would become the lodestar adding glory to Korea in support of the cause of the respected General Kim Il Sung, the Sun of the nation, wrote on barked trees such slogans as “O Korea and fellow countrymen, Paektu Shining Star was born” and “Long live the Paektu Shining Star that rose over the three thousand-ri land of Korea.”

In 1960 when he entered Kim Il Sung University in Pyongyang, he wrote a song, titled, “O Korea, I Will Add Glory to Thee,” with a firm determination to be the master of Korea and lead it to a bright future, upholding President Kim Il Sung’s intention.

True to his faith and will, Kim Jong Il developed the Juche idea and the Songun idea created by the President, into the guiding ideologies of the country and the times and thoroughly implemented them, thus building the DPRK into an invincible socialist power.

Led by President Kim Il Sung and Chairman Kim Jong Il, the DPRK was called “the country with shining sun and star.”

In the closing years of the last century the DPRK had to suffer worst-ever trials owing to the collapse of socialism in many countries and the imperialist allied forces’ intensive anti-socialist offensives against it. When it was faced with the sudden demise of President Kim Il Sung, there were rumours of possible changes in the DPRK’s policy-making going around in the international community.

At that time Kim Jong Il firmly declared, “Do not expect any change from me!” He said: I am a son of guerrillas. Whatever big obstacles may be in the course of our advance, we should fight fearlessly, inheriting the spirit of Korean revolutionaries who make headway against difficulties. Then he administered at full throttle Songun politics based on the Songun idea authored by   Kim Il Sung.

Under his Songun-based leadership the DPRK emerged victorious in the grim war of defending socialism, thwarting every challenge of the imperialists by dint of powerful military capabilities. His wise leadership ushered in a new era of building a prosperous socialist nation, turning adversity into prosperity and misfortune into blessing.

In August 1998 Kwangmyongsong 1, the first artificial earth satellite of the DPRK, was shot into space, followed by Kwangmyongsong 2 in 2009 and Kwangmyongsong 3-2 in 2012.

Korean satellites which are all named Kwangmyongsong (Shining Star), the byname of    Kim Jong Il, show that the Korean leader promoted the country to the status as high as space and exalted its dignity all across the world.

Thunder over Jong Il Peak

There is a mysteriously shaped peak on top of Mt. Paektu. It is Jong Il Peak, named after Chairman Kim Jong Il. It is said that when he was born a bright morning star rose high in the sky, the ice on Lake Chon broke away, and thunder cracked solemnly.

The thunder over Jong Il Peak which seemed to make the birth of a great person known to the whole world later became the symbol of Kim Jong Il’s great personality.

In early 1993 dark clouds of war began to gather over the Korean peninsula.

In its attempt to stifle the DPRK, taking advantage of the collapse of several socialist countries, the United States instigated the International Atomic Energy Agency to adopt a “resolution” on “special inspection” of military sites in the DPRK on the pretext of suspicions of the latter’s nuclear development. It also announced that the Team Spirit joint military exercise, which had been suspended temporarily, would be resumed and mobilized 200 000-strong aggressive troops and state-of-the-art military hardware including strategic bombers and nuclear-powered aircraft carrier, driving the situation to the brink of war.

The world was very apprehensive of the fate of the DPRK. At that time resolute declarations like roaring thunder over Jong Il Peak were made in the DPRK; the order of the KPA Supreme Commander was issued on declaring a state of semi-war, and the DPRK government made public a statement on its withdrawal from the Nuclear Non-proliferation Treaty.

The Western society was shocked and noted that even though all nuclear bombs on this planet set off they would be less powerful than the DPRK statements. The United States, terrified, was compelled to suspend the joint military exercise and abandon a “special inspection.”

In March 2000 Chairman Kim Jong Il climbed Mt. Paektu and made an important resolution related with the country’s reunification.

Subsequently, a summit meeting of the leaders of the north and south of Korea was held in June in Pyongyang and the June 15 Joint Declaration was adopted.

The adoption of the north-south joint declaration brought about amazing results unprecedented in the history of Korea since its division.

Dialogues and negotiations in the fields of politics, the economy, culture and the military were held between the north and the south, which had been in hostile confrontation with each other for over half a century, producing good fruition of reconciliation and unity, cooperation and exchange. Joint sports meetings and artistic performances, materials exhibitions and seminars of historians, photo shows were held in Pyongyang and Seoul. When the sports teams from the north and south of Korea made a joint entry in the Sydney Olympic Games in September 2000, holding high the flag bearing the map of one Korea, the international community gave them a big hand. Land, air and sea routes that had been cut off for more than 50 years were reopened, and members of the separated families and relatives met.

People call the new era of history that gave birth to these miraculous events June 15 reunification era which dawned with the thunder over Jong Il Peak.

The august name and career of Chairman Kim Jong Il will shine forever with sacred Mt. Paektu.

GUIDANCE TO COMBINED JOINT DRILL
OF KPA LARGE UNITS

Kim Jong Un, First Secretary of the Workers' Party of Korea, First Chairman of the National Defence Commission of the DPRK and Supreme Commander of the Korean People's Army, organized and guided combined joint drill of the units under KPA Large Combined Units 572 and 630. He mounted the observation post to learn about the plan of the drill before issuing an order to start it.

Watching the course of the maritime transport group and landing formation, he advanced plans and tasks for containing the enemies' counteraction at the time of manoeuvring in the waters and approaching the coast for landing. Watching the fighters of special operation units landing on the coast and charging at a lightning speed to hit the "enemy's" targets, he expressed great satisfaction, saying "they are fighting well and no enemy troops would come to their senses when they are exposed to such attack."

He watched the whole course of the drill with keen attention and estimated its results before pointing out the shortcomings to overcome and indicating tasks and ways to do so. "I used to create circumstances all of a sudden any moment to personally organize and guide drills of units because the present drill is directly linked with the future fight and destiny of our country", he said.

He instructed all units of the KPA not to conduct drills, wedded to such ready-made norms as scenarios but stage a lot of rehearsals under the simulated conditions of an actual battle by creating various circumstances which they may encounter in a modern warfare and get prepared at all times to perform their duties after launching a battle the moment the Supreme Commander issues an order for mobilization after creating any conditions any time.

Noting that it is important to properly set the purpose of all drills and their tactical background, he underlined the need to frequently stage such combined joint rehearsals as the one conducted today to suit the nature of a modern warfare and meet the requirements of Juche-based war methods in order to bolster up the capability of units at various levels to conduct operations and improve the operation commanding ability of commanding officers by focusing main efforts on rounding off the close coordination among units of services and arms of the army and ensuring promptness, rapidity, unity and accuracy in combat actions.

He also stressed the need for all commanding officers and training officers of the KPA to study hard to cope with the enemies' ever-changing war modes, steadily improve the styles and methods of training and thus let all units conduct drills under the simulated conditions of an actual battle so that they may be staged with main emphasis on helping the servicemen acquire methods of combat actions useful in actual battles.

Recalling that there are still leftovers of formalism, expediency and stylish manner, he called for taking strong measures to root them out.
